ENGINEERING
A. DESIGN SURVEY ESTIMATES RFP INSPECTION & PROJECTS.
-Update Horizon's, Inc. with requested information for Phase I map.
-Continue to monitor construction on the South Meadows and Ashley Park utility and street
projects.
-Continue public right-of-way inspections.
-Westside project construction began July 5.

(Meridian & Three Mi), Keller (Hwy 93 north of Four Mi)., Connor's Corner (Willow Glen).
-Research 201 Facilities Plan regarding boundary definition for utility extensions.
-Informed by mail all property owners identified in 1986 study as having roof drains
discharging the sanitary sewer they will be assessed in accordance with Ordinance No. 1029 if
discharge continues.
-Site reviews: Education Recovery Foundation, Northwest Healthcare CUP, Gateway Orchard
Villas, Paper Chase, Taco Bell, Dale Hall Duplex, Nickel Cars, South Meadows, High School
Parking Lot, First Ave. W.N., Conner's Corner Subdivision.
-Amended T D & H North Side Water Well contract to include evaluation of existing well(s)
on school section.
-Awarded contract for School System Maintenance Warehouse project to Northwest Building
Systems. Project began July 22.
-Conducted preliminary survey and prepared design for 532 LF of storm drain on Harrison
Boulevard.
-Worked with street division preparing City Shop area for paving. Installed bollards in front
of the overhead doors on the solid waste warehouse prior to paving.
-Conducted three PTI Communications project reviews.
OPERATIONS AND MAINTENANCE
A. WATER PUMPING STORAGE DISTRIBUTION. (Ben Van Dyke)
-Continued maintenance of all pumps, motors, reservoirs, grounds and controls for the water
supply system.
-Produced 197,191,000 gallons of water, 154,938,000 gallons in the upper zone and
42,253,000 gallons in the lower zone.
-Injected 93 pounds of chlorine at Lawrence Park pump station.
-Repaired uninterrupted power source for telemetry controls, replaced storage battery.
-Salvaged electrical controls from old WWTP filter building to be used in booster station.
-Performed numerous flow tests on hydrants.
-Assisted field crew on hydrant replacements and Utah St. water main project.
-Correcting overheating problem with Buffalo Hill pump motor and inconsistent amp readings.
-Repaired irrigation system for reservoirs.
B. SEWER FACILITIES LIFT STATIONS COLLECTION. ( Vic Schroeder)
-Weekly general maintenance continues at fourteen lift stations.
-Video and jet cleaning operations continue.
-Cleaning leaves and debris from storm drain inlets.
-Pumped septic tanks at Lawrence Park and Woodland Park.
-Installed 540 LF of 8" storm line on Harrison Boulevard with inlets.
-Cleaned storm line holding ponds.
-Set new catch basin on 3rd Ave. E. and 18th St. E.
-Installed high temperature gauges on pumps at Lift Station ##3.
C. WASTEWATER TREATMENT PLANT. (Joanne Emrick)
-Continuing to work with Electrical Engineer on power outage and other electrical problems. The
two isolation transformers he recommended have been installed.
-Pacific Power and Light is presently installing a new line from the power pole to connect with the
new line placed during construction. The entire power line coming into the Plant will then be new.
-Bob Piorek, Laboratory Technician/Operator, was fully certified as a Class 1 WWTP Operator on
July 5th.
-A new gas alarm system that matches the system put in the new WWTP was installed in the Digester
Building.
-Installing different primary clarifier scum pumps. The existing pumps do not pump scum.
i - -Working on final WWTP construction projects, such as demolishing the old Office/Filter Building,
demolishing an old digester, landscaping the grounds, electrical changes, roofing and painting,
installing hydrants, walkways, spray systems, etc.
-Began accepting wastewater from the Evergreen Sewer District. Initial meter readings taken on July
8. Expecting small quantities as customers begin to come on line. All should be on line by
November. Also took a tour of their several Lift Stations to understand how the system works.
-There were no discharge permit violations for this month.
-Hauled 211 tons of sludge averaging approximately 17.1% solids to the composting facility in Olney.
D. SOLID WASTE COLLECTION/DISPOSAL (Jack Fournier)

-Weekly garbage service continues.
-Alley clean up continues.
-Extra containers were furnished for special baseball and park events.

-Street sweeping and flushing ongoing throughout city and 30 hrs/wk on state hwys per Elgin
sweeper contract.
-Grading and dust coating alleys.

-Placed rock in washed out area on N. Meridian Road.
-Paved 18th St. between Hwy 93 and Airport Rd.

-Work order and complaint resolution continues.
-Tagged delinquent accounts.
-Meter repair and replacement ongoing.
-Replaced one curb box.
-Replaced two fire hydrants.
-Installed one 3/4" water tap.
-Installed two 8" x 8" water taps.
-Installed two 6" x 6" water taps.
-Working on Utah Street - 440 LF water main project.
-Installed 2" water line to Depot Park.
C. SIGNALS SIGNS STRIPING SERVICES. (Jerry Diegel)
-Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights,
special lighting, airport runway lights, barricading, banners and sight obstructions.
-Hired contractor to install banners due to boom truck problems.
-Painting crosswalks - 90 % complete.
-Completed Drug Free Zone sign installation project.
-Installed new cabinet and controller at Idaho & Meridian.
-Installed three stop signs; two at 4th Ave. W.N. and W. Wyoming; one at 2nd Ave. W.N. and
W. Wyoming.
-Contracted out boom truck work. Minor repairs to the city -owned boom truck remaining.
-98 % complete with street name signing on the west side, two intersections remaining.
-Arranged fire extinguisher inspection for shop area.
-Rewired Blue Moon intersection for left turn to South from East Hwy 40 and Hwy 2 for MDOT.

COMMENTS FOR END OF THE MONTH REPORT
For Fiscal Year Ending June 30, 1994
Building Activity
The month of June saw permits issued for 21 single family homes primarily built in
South Meadows, Fairway Boulevard and Meadow Park.
Also in June permits were issued for more 5-plexes at Birchwood and for the 3 multi-
family buildings for the City's Courtyard project.
Commercial projects (walmart, Blockvuster Video, Shopko, TCI Communications,
Special Senses), continue to progress while others are under review and should begin
construction this summer.
Zonina Administrator's Report at Fiscal Year End
55 permits were issued for some 81 new signs. Approximately two dozen "temporary"
sign permits were issued, primarily for banners and readerboards associated with
special commercial events.
Amendments to the city's zoning ordinance were made periodically during the year, as
staff and council continue to fine tune the document adopted in March of 1992.
The Zoning Administrator, in addition to staffing the Board of Adjustment, represented
(F, the department throughout the (on -going) Cooperative Planning Coalition process of
- developing a master plan for Flathead County. Workshops attended by the
administrator included the State of Montana sponsored Floodplain Management
Course in Missoula, and a series of Planning and Zoning seminars in Denver,
Colorado, sponsored by the University of Wisconsin -Madison College of Engineering.
Violations of the zoning ordinance, primarily sign and land use issues, continue to
require a substantial amount of staff time.
Board of Adjustment
The Board of Adjustment considered 14 requests for variances during the fiscal year.
The Site Review Committee considered over 375 agenda items during the last 12
months.
General
Building activity for the year was ahead of 1993 both in the city and in the
extraterritorial area.
The single family residential market remained strong during the fiscal year. We are
starting to see more activity in the multifamily and commercial construction market
which typically lags two to three eyars behind residential building booms.

With the current amount of available lots and subdivision activity there should be
sufficient buildable lots to allow single family and multifamily residential construction to
continue.
With several proposals under consideration, it is anticipated that commercial
construction will continue at roughly the 1993 pace.
