I concur with his recommendation that Sandon Construction be awarded the bid for $230,964. The preliminary estimates of project costs were carried over from last years budget with the assumption that any additional funding required would be covered under the budget for Redevelopment Project/Unallocated line item. Mike Baker, and our consultant, Sitescape Associates have both reviewed the bids received and recommend award to Sandon Construction. I will be present at tonight's City Council meeting to answer any questions the City Council members may have. Bids and bonds were submitted per the specifications of the bid documents prepared by Bruce Lutz (see his attached recommendation). Listed below are the bidder's base bid and four "add alternates." Add Alt. C was included to "get a feel" for what the Chamber sign might cost based on a concept design done a couple of years ago. The Chamber has not made a decision on design nor budget for a new sign. They will be discussing it at their upcoming board meeting. Their intent is to develop an attractive sign that conforms to the sign code and design theme of Depot park while keeping it cost effective. It is my understanding at this time, they do not intend to request a new sign as part of this contract nor have the City pay for it. Sandon is anxious to begin work immediately, allowing time to pave and install plant material before winter. The 1995 budget has allocated $155, 720 from TIF for this project. The additional amount of $75,244 could be charged to the Redevelopment Project/ Unallocated line item. Add alternate C, a new chamber of commerce sign and base (previously designed), was included in the bid package in order to give the Chamber an opportunity to purchase the sign package as part of the expansion project.
