Spring with Summer just around the corner? Our Parks crew is busy planting roses
flowers, and trees. Clean up around the park is going well to add to the beauty of our
summer atmosphere.
Arbor Day was a great success for one more year of planting trees.
The contract on the construction of the Heritage Park Restroom plans is complete.
As of early May we are contracting with Native Way for the Depot Park restrooms. The
constriction document for the park's expansion is being worked on by Bruce Lutz and is
nearing completion. We have also reviewed with him the preliminary draft on Lawrence
Park.
Playground equipment was shipped in May after the delay that resulted from the
most recent Teamster's Union's strike.

The Recreation Department completed our summer brochure and are gearing up for
summer programs. Senior Olympics is fully underway with scheduling, planning, purchasing,
and organizing.
Following are itemized, specific activities of the Parks and Recreation Department
for the month of April/ May 1994:

SUMMARY OF DEPARTMENT ACTIVITIES
The Planning, Economic and Community Development Department is pleased to submit this brief
update on project and Department activities for March, April & May, 1994. Because the activities
of the Department are not easily quantified nor do they fit into a 30 day cycle, I have elected to
combine the last three monthly reports. Now that the winter doldrums in the public/private sector
decision making process has ended, project bids have been awarded and additional project
planning and design contracts are underway, we can expect an active and exciting summer and fall.
Monthly reports will return to that schedule.

Affordable Housin
A $180,000 Federal Home Loan Bank (FHLB) - Affordable Housing Program
Grant was prepared and submitted through Glacier Bank of Kalispell to help finance the
redevelopment of the Fernwell Apartments. This Affordable Housing Program Grant will
become a "soft second mortgage" augmenting Montana Board of Housing's issuance of
federal Investment Tax Credits to enable the property owners to rebuild the Fernwell and
continue to provide housing for very low income residents. Without these two sources of cash
for the project the Whites would not be able to target renters in the 30-40-50% of median
income bracket.
In addition to the $180,000 FHLB (Grant) "soft second," Glacier Bank of Kalispell is
providing all of the construction financing for the project and a $207,000 permanent 15 year
loan at below market interest rates. The FHLB "soft second" mortgage will be a very low
interest loan to the project which will not have to be repaid until the first mortgage is paid off at
the end of year fifteen. When the soft second (FHLB Grant) mortgage is repaid, Glacier Bank
of Kalispell intends to donate both the principal and interest into a fund established by Glacier
Bank for the continued development of affordable housing. (Note: The FHLB Grant for this
project and another $100,000 Grant for the Flathead Industries for the Handicapped multi-
family project, were approved for funding by the FHLB on May 13, 1994.)
As of the first week in June, Mr. White was still negotiating the sale of the investments tax
credits to limited partners and negotiating the construction contract.

* Request for Proposals for engineering services for the South Woodland Project were
advertised and awarded to Thomas, Dean & Hoskins Inc. The contract was for $40,800.00,
plus expenses. The work will be completed for a final public hearing on the project proposed
before November 7, 1994.
The facility plan requested will address providing sewer and water to the seven acre site the
City owns on South Woodland in order to develop the property into a subdivision for first time
home ownership for low to moderate income residents. Additionally, the facility plan will
address providing sewer to neighboring properties which currently are either undeveloped or
utilizing septic systems. The Department will be requesting Council approval of a $400,000
CDBG application in August/September 1994 to implement this affordable housing project.
Additionally, PECDD staff is currently in negotiations with FmHA to provide the mortgage
financing for the first time home ownership program.
The Environmental Review process was completed for The Courtyard thirty-two unit apartment
complex to be constructed on Airport Road. The Environmental Review is required to enable
the City to draw down both CDBG or HOME grant funds awarded for this project.
The Conditional Use Permit on The Courtyard Apartments was heard by the Planning Board
on April 12th. Eight conditions were attached to their approval recommendation. The CUP
was approved by the City Council on May 16, 1994.
The architectural and engineering services contract was signed with Architects Design Group
and a design charette conducted on March 22nd. ADG had six weeks to design and prepare
construction specifications and it met this tight schedule. The scheduled date to have a bid
package ready to go was May 4, 1994.
Construction Bids were opened on May 27, 1994; and, a recommendation to award a
$1,097,000 construction contract for 24 of the planned 32 units was considered and approved
by the City Council during their June 6, 1994, City Council meeting.
The formal name selected for this project is "THE COURTYARD APARTMENTS."
Construction is anticipated to begin June 13, 1994.
Staff attended a Tax -Exempt Bond and the Low Income Housing Tax Credit Workshop in
Missoula April 18th and 19th. The workshop was presented by Missoula Housing
Corporation and Dorsey & Whitney, Attorneys at Law, the City's bond council. Presenters
included officials from Dain Bosworth, Dorsey & Whitney's Minneapolis and Missoula
offices, Piper Jaffry, and the Montana Board of Housing. The panel of tax and bonding
experts was outstanding. The information will aid in developing both the Fernwell and FIFTH
affordable housing projects as well as others currently being considered.
Staff also attended the grant award workshop for the H.O.M.E. Program in Helena on the
April 26th & 27th. Upon return, staff began preparing the necessary forms and requirements
so the City may enter into the $300,000 contract with the Department of Commerce. The
funds will be utilized along with the CDBG allocation of $247,500 for site development and
construction of The Courtyard Apartments on Airport Road.

Flathead High School Parkin
* Purchased the house at 732 5th Ave. West from Diane Hall. Closing took place on May 27,
- ' 1994. Met with School Dist. staff to determine needs for new warehouse design and also the
possibility of using the TIF funds allocated for warehouse replacement as partial payment for a
larger existing building. Public Works is putting together specs for the shell, SD will hire
architect for interior design and the City will obtain bids as soon as the design is complete to
facilitate the City Councils desire to have parking completed before school starts this fall. Goal
is to go out to bid before the end of June and award a contract by end of June. Parks is
developing the tennis court complex concept and location. Reconfiguration of existing parking
lot layout along with the tennis court area will increase parking by +80 spaces.
The possibility of combining TIF funds with Flathead Tennis Association funds is also being
discussed with School officials and the Tennis Association. The alternatives will be discussed
with the Council at a work session on June 13, 1994.
Redevelopment
Central School
Three scoping meetings were held by the Architect, Ken Williams, to assess interest and
potential uses for the building. About two dozen people attended each of the meetings.
Suggested uses included museum, restaurant, teen center, classrooms, school Dist. offices,
city offices, private offices, an art teaching center, performing arts, business center and
community center for non -profits. A preliminary draft is due shortly with listed alternatives
and estimated costs. Structural problems with roof truss system and floor loading capacities
will have to addressed. $2+ million has been suggested as a possible cost of renovation. The
report will be specific on the costs and structural needs and will be available the week of June
13, 1994.

Commercial Rehab Loans/Architectural Review Committee
The following loans were approved in the months of March and April and May:
1. Matt Rigg (TIF/CL#110) 213-219 S. Main Street
Request for a $40,000 loan to remodel the upstairs, replace the awnings, add a deck on the
rear, repair roof and replace windows on second floor. Total project costs exceed $45,000,
with additional improvements planned over the next year.
2. Cloutier/Swank (TIF/CL#111) 17 First Ave. East
Request for a $40,000 loan to assist in a $200,000 remodel and addition to the old Ivey Body
Shop. A new storefront and interior remodel for professional offices along with paving and
landscaping will make a great improvement to this plain building.
3. Glacier Insurance (TIF/CL#113) 17 First Ave. East
Request for a $40,000 loan to remodel the interior for professional office space. This project is
being done as tenant improvements in the Cloutier/Swank remodel.
4. Insty Prints (TIF/CL#112) 131 S. Main Street
Request for a $24,500 loan to remodel the interior lobby, build a small conference room, and
install a dumbwaiter to the basement storage area.
5. Nearly New & Mont. Shoe (TIF/CL#114) 132 S. Main Street
Request for a $5,000 loan to remodel the interior front and rear entries, install new carpet
install new awning on storefront, increase landscaping and signage in rear, and upgrade
electrical service. Total project costs exceed $6,000. A sign variance may be needed for the
rear signs (already installed). If you get a chance, you might drive down the alley and see what
you think.
6. Sportsman/Crown Enterprises (TIF/CL#115) 40 E. Idaho St.
Request for a $40,000 loan to assist in a $65,000 site improvement of new sidewalks,
additional landscaping, new siding on the warehouse, and remodel of interior retail space.
7. Mel James (TIF/CL#116) 40 E. Idaho St.
Request for a $7,775 loan to pave the small employee parking lot on 1st. Ave. EN and
Montana Street.
8. Foxy Lady (TIF/CL#117) Kalispell Center Mall
Request for a $10,000 loan to remodel the interior of the former Mary Moore Shop.
9. Haarrs Menswear (TIF/CL#118) Kalispell Center Mall
Request for a $10,000 loan to remodel the interior of the retail space.
10. Jacobson, Ryan & Dailey (TIF/CL#119) 1001 S. Main Street
Request for a $22,250 loan to make site improvements to the new office building. Paving,

KDC Redevelopment Site
* Staff continues meetings and communications with persons pursuing plans for a substantial
mixed -use project on the site. Staff believes they are sincere and financially qualified to
redevelop a multi -story multi -million dollar project which will meet the City's objectives. It is
hoped that project negotiations will progress to the point where the possibilities may be
discussed with the Council in late June or early July 1994.
In addition to discussions on the KDC site redevelopment, the Director has fielded numerous
serious inquires from firms desiring to purchase portions of the site. Numerous national and
regional restaurant owner/operators and retail franchise operations as well as small local firms
have expressed interest in building small buildings on the site. Many have requested an
introduction to the potential developer of the major project so that they may evaluate the
potential of becoming a limited partner or tenant in the project.
There remains enough active interest in the KDC redevelopment site that the Director is
confident the Council's considered decision to hold out for the "highest and best use" of the
site remains the right decision. When and if there are no qualified prospective redevelopers
actively pursuing plans for a significant mixed -use building(s) on the site, the council will be
asked to seriously consider piecemeal redevelopment.
Other Redevelopment Activities
* During the period PECDD staff has had multiple meetings and discussions regarding the
redevelopment of Equity Supply's real estate. Equity Supply officials, an Ad Hoc Committee
of the Kalispell Development Corporation (KDC) and City staff are awaiting formal
redevelopment proposals from parties expressing interest in redeveloping Equity's land. All
are aware that a decision must be made this year, preferably this summer, so that the City
Council may consider and act on a TIF Bond project this fall.
Equity has selected a relocation site and is continuing work with its consultants analyzing
project cost and feasibility.
Miscellaneous
Historic Planning and Survey Grant
* May 8 thru the 14th is National Preservation Week, with a series of events and cemetery tours
planned. The Kalispell Historical Walking Tour brochure is ready for distribution during the
all day exhibits at Kalispell Center mall.
Fairgrounds Relocation
* PECDD Staff has participated in several meetings with representatives of the Flathead County
Fair Board, Kalispell Development Corporation and Flathead Business and Industry
Association. All have agreed to cooperate in an effort to convince the Flathead County
Commissioners to move forward immediately with the relocation of the Fairgrounds. The

The Kalispell Police Department handled a total of 1,186 calls
for May of 1994. Officers arrested a total of 109 adults and 30
juveniles. The Great Bear Bakery burglary was brought to a
successful conclusion with the guilty verdict handed down by the
District Court. This $13,000 burglary was brought to a positive
conclusion due to the hard work and perseverance of Det. Sgt.
Krauss. Good job Roger!!!
The Flathead County Drug Team made a controlled delivery of
cocaine which resulted in the arrest of a part time Kalispell
resident and the seizure of cocaine with a street value in excess
of eleven thousand dollars ($11,000).
Lt. Hahn and Det. Sgt. Holliday conducted two 1 day classes in
reference to the recertification of officers for the O.C. Spray,
Handcuffing Techniques, Electronic Restraints and Use of Force.
All uniform officers attended.
Lt. Brown and Sgt. Krauss attended the weeklong Intermountain
Command College held in Whitefish.
Fines and Forfeitures for the month of May totaled $40, 922 .22 .

COMMENTS FOR END OF THE MONTH REPORT
May 31, 1994
Building Activity
Primary building activity was single family home construction. It occurred mainly in
Gateway Orchard Villa and South Meadows. Glacier Village Greens, Greenacres,
Buffalo Stage and Fairway Boulevard continue to develop with single family
residences.
Commercial activity is still strong with the TCI project on 1st Avenue East, Blockbuster
Video on Idaho Street and an addition to Glacier Bank in Evergreen.
Multi family permits were issued for Birchwood and for the Fernwell Apartments.
Zoning Activity
Site Review looked at various multifamily and commercial projects during the month of
May. The zoning administrator attended regularly scheduled meetings of City Council,
City -County planning board and Kalispell Board of Adjustment. The zoning
administrator continued to issue sign permits and worked at getting sign violations
corrected.
The Board of Adjustment reviewed one variance application and granted it at their
regularly scheduled May meeting.
Personnel
The personnel situation is currently stable. Building and zoning personnel are
scheduled to attend job related training in June.
General
We anticipate continued activity in all categories of construction; single family,
multifamily, and commercial. Projects in each category are currently under review.
