"Our recommendation is to develop a site that has an
arena designed into the master plan and to plan for its
eventual development. The Flathead Valley is a rapidly
growing area with strong tourist attractions both summer
and winter seasons. The Valley has the ability to
support an arena in the size range of 7,500 to 10,000
seats" -

The Miller Levine Report calls for the following in a
"Fairpark" setting:
1. A site of at least 186.62 acres
2. A covered arena of 10,000 seats
3. A Grandstand
4. A 4 furlong race track
5. Multi -use exhibit buildings
6. An equestrian center
7. A food court
8. Outdoor exhibit areas
9. A -carnival area
10. Cattle pens - rodeo
11. Riding trails
12. A 12-acre park
13. Camper hookups
14. Ample parking

FAIRGROUNDS OPTIONS
IN REGARD TO THE CURRENT FLATHEAD FAIRGROUNDS, THE COUNTY HAS THE
FOLLOWING OPTIONS:
1. GIVE, SELL, OR TRADE THE EXISTING SITE TO ANOTHER GOVERNMENT
ENTITY. THIS CAN BE DONE WITHOUT AN ACTUAL APPRAISAL.
2. SELL THE SITE TO ANY OTHERS AT AN AUCTION, FOLLOWING A NOTICE
TO THE PUBLIC THROUGH PUBLICATION AND FOLLOWING AN APPRAISAL BECAUSE
THE PROPERTY IS DEEMED TO BE WORTH IN EXCESS OF $25,000. THE
APPRAISAL CAN BE DONE BY THE COMMISSIONERS THEMSELVES, BY A REAL
ESTATE BROKER APPOINTED BY THE COMMISSIONERS, OR BY A REAL ESTATE
APPRAISER.
3. IF THE SITE FAILS TO SELL AT AUCTION, IT CAN THEN BE OPENED UP
TO A PRIVATE SALE.
4. THE COMMISSIONERS CAN TRADE THE SITE TO AN INDIVIDUAL,
BUSINESS, OR CORPORATION FOR PROPERTY OF AN EQUIVALENT VALUE, OR (IN
LACK OF EQUIVALENCY) FOR OTHER PROPERTY PLUS MONEY TO BRING THE SIDE
OF THE TRADE UP TO THE VALUE OF THE FAIRGROUNDS SITE. THIS CAN BE
DONE ONLY WITH AN APPRAISAL.
a. IT SHOULD BE NOTED HERE THAT ANY CITIZEN CAN
CHALLENGE AN APPRAISAL AND THIS ACTION CAN
INVALIDATE THE SALE OF COUNTY PROPERTY WITH THE
COURTS LEFT TO DETERMINE THE OUTCOME. A SALE,
GIFT, OR TRADE OF PROPERTY BY THE COUNTY TO ANOTHER
GOVERNMENTAL ENTITY CANNOT BE CHALLENGED.
5. THE FINAL OPTION OF THE COUNTY IS TO DO NOTHING AND LEAVE
THE SITE AS IT NOW EXISTS.

City Airport Issues:

approved airport?

homes and residences --Is this wise?
4) Will "sweetheaff 'leases be changed to a more realistic value or allowed to continue?
Revenue from leases needs to keep up with maintainence expenses at least.
