SUBJECT: Recommendation: Award City Hall Reroof Bid to - Missoula Sheet Metal - with
both alternates for a total award of $59,935.00
Ross Plambeck has provided a May 31, 1994, Memorandum regarding the bids
received on the City Hall roof project. It includes the information the City Council will need
to consider as they evaluate our recommendation to award the bid to Missoula Sheet Metal.
Included with the recommendation is a letter from Merlyn Miller, AIA, the City's architect,
advising Ross that he is satisfied Missoula Sheet Metal has confirmed its bid and project
requirements.
Missoula Sheet Metal's bid is below our original estimate and budget; therefore,
project funds not required for this project may be used to pay for the higher than expected cost
of building the Depot Park restrooms, or transferred to the Depot Park expansion project to be
bid later this month.
Please request City Council action to award the City Hall Reroof Bid to Missoula
Sheet Metal. I will be present to answer any questions from the Council.

All three bids were submitted on the appropriate bid forms along with
the required 10% bid bonds. Because the apparent low bidder,
Missoula Sheet Metal, was substantially lower than the next lowest
bidder by 25%, I asked the Architect to make sure the bidder would
hold to the price per the specifications in the bid document. Missoula
Sheet Metal will honor their bid price. (see attached letter from
Miller -Levine) The contractor is using J.P.S. Elastomerics Corp. as the
supplier of hypalon. The supplier is listed in the bid specifications as
one of the approved suppliers.
1 have visited with Gary Rose of School Dist. 5 on the quality of
Missoula Sheet Metal's work. Gary says they have used them several
times on reroofs and has been very satisfied with their work.
I also talked with Ken Williams, who does the reroof specs for School
Dist. 6 (Columbia Falls). He said Missoula Sheet Metal has done very
satisfactory work. Ken also commented the specifications were well
done and should provide a good application.
Recommendation: Award the contract to Missoula Sheet Metal with
both alternates for a total of $59,935.00.

I've spoken with Greg Pearson at Missoula Sheet Metal regarding their bid for this
project. Since there was such a spread between them and the next bidder, 1
asked Gregg to confirm his numbers and the project requirements, i.e. 10 year
warranty, Class A assembly, quantities, etc. Greg phoned back and said that they
lifted to have not left so much on the tablem but the bid was good.
I would recommend that the City accept the Missoula Sheet Metal Base Bid of
$61,935.00 and Alternates # 1 and #2 for the combined price of $59,935.00.
With respect to references, W-mouia'Sheet Mai faxed me seven pages listing
projects they have
have completed since 1983 using the hypalon roofing products. In
