Paul Wachholz seconded, motion passed unanimously. At the May 23 City Council Workshop, Bruce Lutz presented an overview of the two projects and the scope of services. Speaking in favor of the project included Hank Good, Steve Olson, Ivan O'Neil, Gordon Pirrie, and Nick Haren. Attached are the two separate proposals from Bruce Lutz for the design, surveying, bid documents and construction oversight for these Which Way Kalispell projects: First Streets East & West from 1st Ave. W. to 3rd Ave E. $9,650 does not include engineering if utilities need replacing) 2nd Ave E. (Avenue of the Arts) 2nd St. to 3rd St. $4,460 does includes the engineering to replace the water main) The award of the design contracts will provide specific design detail and cost estimates for the Council's decision to go out to bid. The project would be funded with tax increment funds and has been included in the proposed '95 budget. Recommendation: To award the two design contracts to Bruce Lutz. It is understood that this project will encompass the current Alternative 3a site area as well as the 1st Street right of way between 1st Avenue East and 3rd Avenue East (Linderman School).
