A. OFFICE, REPORTS, BUDGETS. REQUESTS & COMPLAINTS.
-Designed computerized spreadsheets for preliminary budget requests.
-Completed fourteen preliminary budget requests - submitted to Manager 4-15-94.
-Completed several water rate structure scenarios, formatted spreadsheets for presentation,
water rate study report in progress.
-Continue to monitor budget expenditures and water related parts inventory usage. Coded,
verified and approved all purchases.
-Continue correspondence, file, work order index updates.
-Continue to enter job cost data into computer.
B. SUPERVISION, PERSONNEL & SAFETY.
-PW Secretary resigned 4-26-94; temporary secretary, Jan Grimes' last day 4-29-94.
-Hired two labor contractors for patching.
-Safety meeting held on hazardous materials and data sheets.
-Attended GIS workshop and seminars (local).
-Attended school for pump and motor maintenance in Thompson Falls.

A. DESIGN SURVEY ESTIMATES RFP INSPECTION & PROJECTS.
-6th Ave. W.N./Railroad St. and Sykes III project bid to be opened May 13.
-Continue to monitor construction on the South Meadows utility and street project.
-Conducted two PTI Communications project reviews.

-Attended pre -construction meeting for TCI Cable's planned summer construction. TCI plans
to replace all existing cable.

-Worked with T D & H regarding Meridian Pointe connection to upper service zone.
-Completed utility plan review on Glacier Village Green Phases V & VI, Rinke 5th Ave. E.
Sewer Extension, Kelly 7th Ave. W. utility extensions - projects in progress.
-Negotiated with FVCC for easement for new well site. Easement authorized by FVCC
Board. Hydrogeological studies and preliminary engineering report are underway.
-Negotiated contract for South Woodland Facility Plan/Seven Acre Site development contract.
-Preparation of Dept. of Natural Resources Grant and Loan application in progress. Seeking
funds for north side water well and S. Woodland water extension projects.
-Worked with Architects to resolve problem of City Hall roof drainage into sanitary sewer
system.
-Site Review: Liberty Village Lot 2 Six-plex, new subdivision street sign installation,
Development proposal for Knoll's Addition, Meridian Pointe, Bethel Baptist Church, Valley
Glass, Norwest Bank drive-in bank, Sportsman Ski Haus parking, Valcon site improvements,
Checker Auto, Ernst, Wall Mart, Shopko, and Blockbuster Video.
OPERATIONS AND MAINTENANCE
A. WATER PUMPING STORAGE DISTRIBUTION. (Ben Van Dyke)
-Continued maintenance of all pumps, motors, reservoirs, grounds and controls for the water
supply system.
-Produced 59,900,000 gallons of water, 11,900,000 gallons in the upper zone and 48,000,000
gallons in the lower zone.
-Injected 53 pounds of chlorine at Lawrence Park pump station.
-Completed water sampling for Trihalomethane, Lead and Copper.
-Assisted field crews on several water main, hydrant and valve repairs.
-Began grounds maintenance, mowing grass, etc.
B. SEWER FACILITIES LIFT STATIONS COLLECTION. ( Vic Schroeder)
-Weekly general maintenance continues at fourteen lift stations.
-Video and jet cleaning operations continue.

-Cleaning leaves from storm inlets.
-Installed flow meter in sewer line.
-Pumped septic tank in Lawrence Park.
-Dug test holes on Airport Road.
-Installed 34' of 8" storm line on 5th St. W. and 6th Ave. W.
C. WASTEWATER TREATMENT PLANT. (Joanne Emrick)
-Installed new heat pump in Digester Building.
-Repaired two gas boilers in Digester Building.
-Worked on repairing primary clarifier drive units so they function properly. This unit did not
separate as designed; as a result, clarifier links broke, causing extensive repairs and down time.
-Drains in lift station plugged with grease and large grease balls in well area beneath lift station.
Grease balls were pumped out by the Sewer Department. The drain pipes were shortened to prevent
high water underneath the lift station from filling the pipes with grease.
-Gravity thickener set off torque alarm. Drained unit down and found various metal pieces from bolt
and nut corrosion. Presently rebuilding this unit.
-Working on various projects to complete work not done during construction.
-Center spray mechanism in the secondary clarifier not functioning. Working on problem
determination.
-Hauled 270 tons of sludge averaging 17.6% solids to the facility in Olney. High number of tons is
mostly due to gravity thickener down time.
-There were no discharge permit violations for April.
-Work orders are mostly incomplete because of the large volume of repairs listed above.
D. SOLID WASTE COLLECTION/DISPOSAL (Jack Fournier)
ALLEY CLEAN UP.
-Weekly garbage service continues.
-Alley clean up continues.
-Responded to sixteen solid waste violations.
-Repaired two 300 gallon and two 400 gallon containers.
-Delivered three 90 gallon, and three 300 gallon containers to new customers.
-Began assembly on ROTO 100 gallon containers.
CONSTRUCTION AND MAINTENANCE

-Street sweeping and flushing ongoing.
-Grading and dust coating alleys.
-Continue to patch and pick up loose chunks of asphalt.
-Stripped 9th Ave. W. from 2nd St. to 8th St. and prepared for paving.

-Assisted WWTP with driver hauling sludge to Olney.
-Assisted Water Division with truck.

-Reconstructed intersections on 6th St. W. at 8th Ave., 9th Ave., and loth Ave. - removed
culverts and added flow lines.
-Paved 90' on 7th St. W., and 52' on loth St. E.
-Prepared one alley for paving.
B. WATER CONSTRUCTION AND SYSTEM REPAIR. (Randy Vickhammer)
-Work order and complaint resolution continues.
-Tagged delinquent accounts.
-Meter repair and replacement ongoing.
-Replaced seven fire hydrants.
-Repaired one fire hydrant.
-Relocated one fire hydrant.
-Repaired six valve boxes.
-Repaired three valves.
-Replaced four curb boxes.
-Repaired four curb stops.
-Installed a new 6" x 3/4" service to Heritage Park.
-Relocated two 3/4" service lines.
-Assisted Street Division on 9th Ave. W.
-Changed out meter at Red Lion.
-Conducted line locates.
C. SIGNALS SIGNS STRIPING SERVICES. (Jerry Diegel)
-Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights,
special lighting, airport runway lights, barricading, banners and sight obstructions.
-Hired contractor to install banners.
-Replaced ten stolen signs.
-95 % complete - striping city streets in coordination with MDOT.
-Met with Shopko representatives to discuss upcoming changes in the intersection of Hwy 2 E &
Hwy 35.
-Completed preliminary investigation of loop replacement at Idaho and 5th Ave. W.N. and Center
and 1st Ave. W.
-Replacing sign bases which failed during winter months.
-Rebuilding airless sprayer for spring painting - new pump bushings, seals, tip and holders.
-Started painting crosswalks.

COMMENTS FOR END OF THE MONTH REPORT
March 31, 1994
Building Activity
Permits were issued for about a dozen single family homes in March. While spring
start-up in residential construction was healthy, it was overshadowed by commercial
construction.
Ernst Hardware will be completed in April. Plum Creek started some major projects
and Shopko started it's new store.
Zoning Activity
The Zoning Administrator, in addition to regularly attending Site Review Committee,
City Council and Planning Board Meetings, also attended a seminar hosted by PTI
concerning communications capabilities and their application to planning activities.
Karl Christians, Montana State Floodplain Coordinator, met with the zoning
administrator to get an update on the city's floodplain development in 1993.
Violation investigation and prosecution continues, as the office tries to keep up with
abandoned signs and signs without permits.
As has been the case the last several months, considerable time was spent on the
Evergreen area annexation process.
Board of Adiustment
At their March meeting, the Board of Adjustment heard three requests for variances,
one of which was granted. Neil Deering was granted a variance to construct a new
industrial building within a required yard setback. Requests by Roger Reimann and
Paul Voorhees for lot area and setback variances, respectively, were denied.
No applications were received for the April Board of Adjustment meeting.
Personnel
Dick Fura completed his gas codes training class. Dwain requested to fill the Plans
Examiner position and was moved to that position on March 21, 1994. Applications
have been received and are being processed to fill the vacant building inspector
position.
