A RESOLUTION ADOPTING A REVISED PERSONNEL POLICIES HANDBOOK FOR ALL
EMPLOYEES.
WHEREAS, it is in the best interests of the people of the City of
Kalispell, and the employees of the City of Kalispell,
that all policies relating to persons working for the
City of Kalispell be placed in a Personnel Policies
Handbook, and
WHEREAS, the City Manager of the City of Kalispell, has prepared
and presented to the Kalispell City Council on
, 1994 a Revised Personnel Policies Handbook
for employees;
WHEREAS, the adoption of the policies in said handbook appear to
be in the best interest of the people of the City of
Kalispell and the employees of the City of Kalispell.
NOW, THEREFORE BE IT RESOLVED BY THE CITY OF KALISPELL, AS FOLLOWS:
SECTION I. That the Personnel Policies Handbook dated
April 1, 1985 is hereby repealed.
SECTION II. That the Revised Personnel Policies Handbook
presented to the City Council by the office
of the City Manager of the City of Kalispell on
, 1994 is hereby adopted as
the official Personnel Policies Handbook for
all employees of the City of
Kalispell, Montana.

WHAT THE PEOPLE OF KALISPELL EXPECT OF YOU
You are now part of an active and progressive City government that
is continuously working to make Kalispell a more enjoyable and
attractive place in which to live. Your job was created in order
to accomplish this goal and your personal contribution is necessary
to make this a responsive and efficient City government for the
citizens of Kalispell. Service to the citizens is our reason for
existence. You are expected to give this service to the best of
your ability and to perform your job with a spirit of courtesy,
willing assistance and appreciation for the responsibilities of
your job.
You are a very important person to the citizens who will be the
recipients of the service that only you can provide. More and
more, the effectiveness of City government is dependent upon each
individual employee. Putting together all our individual efforts
will result in an efficient, effective and responsive government
for Kalispell.
No matter whether your job demands enforcement of laws or
ordinances, paving streets, filing cards or answering inquiries
from the public, it is extremely important that your contact with
the public be fair and courteous. Treat all inquiries as if you
were on the receiving end of the information or assistance. It is
essential that every citizen and fellow employee be treated with
dignity and consideration. The public will judge your department
and all of Kalispell City government by your attitude and
efficiency.
Because employees in the public service must maintain the highest
possible standards of ethical conduct in their transactions of
public business, this manual contains several references to ethical
conduct. It describes certain actions by employees that are
incompatible with the best interests of the City, such as specific
conflicts of interest, use of public office for personal gain, etc.
Please take time and familiarize yourself with these provisions.
You are expected to adhere to prescribed hours of work and to
notify your supervisor as early as possible if you must be absent
for unforeseen reasons. You are expected to perform as instructed
and to follow all City and departmental rules, regulations and
policies as they relate to you. If you do not perform your duties
in a satisfactory manner, you may be subject to disciplinary
action.
Your work performance will be formally evaluated during and prior
to completion of your probationary period. This evaluation will be
discussed with you in terms of your understanding, quality and
quantity of work, your attitude, dependability, initiative, work

objectives and progress. You will be asked to sign both of these
evaluation reports.
Remember that your development as an employee is the chief purpose
of an evaluation program. Performance evaluation promotes your
work goals and job satisfaction and contributes to increasing the
productivity and efficiency of your department and the City.
FORM OF CITY GOVERNMENT
The City of Kalispell has had a Council -Manager form of government
since October, 1990. The -chief features of the Council -Manager
plan are (1) the unification of authority and political
responsibility in the elected Mayor and City Councilors, and (2)
centralization of administrative responsibility in an administrator
appointed by the Mayor/Council. The Mayor/Council determine
municipal policies, adopts ordinances, votes appropriations, and is
required to appoint a chief administrator, the City Manager, who
serves at the pleasure of the City Council.
The Mayor/Council is the governing body of the City, and the City
Manager is its agent in carrying out the policies which the Council
determines. It is understood that the Council deals with
administration only in a formal manner through the City Manager,
that administrative functions are not delegated to individual
members of the Council, and that department heads are selected and
directed by the Manager.
