Architects Design Group would like to present the site and exterior elevations as well
as the landscaping design to the council at Monday's workshop. The same material
will be presented the following evening, April 12th, to the Kalispell Planning Board.
The council needs to be apprised during the workshop that:
1. The Planning Board will review the Conditional Use Permit the next
evening, April 12th and it will be brought to the Council on May 2nd.
2. We will be asking for Council approval on May 2nd to legally advertise
for construction bids. The legal ads need to appear in the Daily Interlake
and The Missoulian on May 6th and 7th and May 23th and 24th.
3. Monday, April 18th, is the day the official release of funds on the CDBG
portion of the project will be received from DOC.
4. The actual project name needs to be decided very soon for the
construction documents and final design prints. We would like their
suggestions as well as consideration of the following names:
a. The Breezeway Apartments (incorporates basic design concept)
b. Mission View Apartments
C. South Haven Apartments
Evaluation of Environmental Impact

Describe the proposed action or activity, including construction and end -product, (attach map,
and graphics as necessary):
This is a public/private (not for profit) partnership between Northwest Montana Human Resources
(NMHR) and the City of Kalispell (CITY) for new construction of 32 units of very low income
rentals units. NMHR will own four two -bedroom and twelve one -bedroom transitional living
units with tenants occupancy from eight months to two years. The City's units will consist of four
wheelchair one -bedroom, six one -bedroom units, four two -bedroom units, and two three -bedroom
units targeted for long term residency.
While an architectural firm cannot be hired until the CDBG funds are released, it is anticipated the
exterior of the building will be in a similar design and construction materials as neighboring four
plexes to the north and residential structures of the south. This would include a composition
shingle pitched roof line and masonite siding.
2. Describe the project site and surrounding area(s), including existing site use and environmental
conditions (attach map as applicable):
2.25 acres of ;land currently owned by the CITY will be split into two parcels with the CITY
owning one and the other owned by NMHR.
3. Describe the benefits and purpose of the proposed action:
The Creation of 32 low and very low income rental units are targeted for individuals at 3-, 40 and
50% of median income. Additionally, twenty-eight of the units will be build to the Universal
Design Concept for easy adaptation for disabled individuals' needs as necessary.
