Staff ReportsPUBLIC WORKS DEPARTMENT ACTIVITY REPORT MARCH 1994 A. OFFICE, REPORTS, BUDGETS, REQUESTS & COMPLAINTS. -Continue to monitor budget expenditures and water related parts inventory usage. Coded, verified and approved all purchases. -Continue correspondence, file, work order index updates. -Continue to enter job cost data into computer. -Computing data in water rate study/adjustment study, utilizing cost of service information - rate schedule generation and report underway. B. SUPERVISION PERSONNEL & SAFETY. -Bob Piorek, Laboratory Technician and Operator at the Wastewater Treatment Plant in Columbia Falls, selected for the Laboratory Technician/Operator position. -Hired Wes Murray on temporary basis to sweep streets. -David Johnston is working for the street department through REO program (on the job training program). -Hired Jan Grimes from Express Services on temporary basis to fill in for PW Secretary. -Attended Department of Commerce Grant/Loan Application Workshop in Missoula. -Issued a City of Kalispell Hazardous Communication Program Policy Statement. -Conducted inventory of all hazardous materials and obtained Material Safety Data Sheets. -Attended Tymco Sweeper School in Spokane. C. CENTRAL GARAGE. (Jim Snell) -113 repair orders were completed during the month of March. -Police 25 -Parks 04 -WT/WW/SW 12 -Street 43 -Garbage 12 -Fire 08 -PW/BD/CD/TSS 09 -Completed - new engine, rebuilt transmission and PTO in Chevy C50 dump truck. -Rebuilt pick up head in Tymco Sweeper. -Rebuilt brakes in 1983 Jeep. -Aerial boom truck is out of commission indefinitely for safety reasons. ENGINEERING A. DESIGN SURVEY ESTIMATES RFP INSPECTION & PROJECTS. -Site review: Carver Subdivision, Meridian Neighborhood Plan, Airport Road Complex, downtown roof drainage in to the sanitary sewer system. -Reviewed and approved plans for water, sewer and roadway improvements for the South Meadows subdivision. -Met with DHES representatives regarding the discharge of petroleum residues to Ashley Creek from the City Shop/ 18th St. storm sewer outfall. -Negotiated engineering for North Side Water Well Project with Thomas, Dean and Hoskins. -Design for 6th Ave. W.N./Railroad St. and Sykes III projects in progress. -Monitoring construction on the South Meadows utility and street project. -Estimating and coordinating misc. sidewalk, curbing and driveway construction requests. -Conducted five PTI Communications project reviews. -Worked with the crew at the wastewater treatment plant leveling the clarifiers. -Preparing streets and intersections for overlay project. Conduction preliminary surveys with the help of street crews, designing the intersections that need to be reconstructed, removing culverts and replacing with valleys to improve drainage. -Conducted topographical survey of 18th St. E. and 3rd Ave. E. The total station and data collector was used, which was then downloaded to the computer to create an Autocadd drawing. -Catch basin stub -in for 18th St. E. project located and installed. Alignment re -staked and grade hubbing begun. -Paving priority area estimate prepared for city shops for FY95 budget. -Submitted survey grade horizontal coordinates (NAD83) for 24 public lands corners to Flathead County for use as origin of control for central Flathead County's GIS program. In return for the city's contribution, the county will translate 10 sections of property boundary/tax assessor lines into digital format for insertion into the city's GIS system. -Continue right-of-way inspections for violations and problems. -1994 Overlay Project out to bid, 122 city block, bids to be opened April 11, 1994. -First preliminary estimate for 1995 overlay project completed. -Pre-construction meetings for Greenbrier, Meadow Park, and Alpine Auction developments. -Inspections on Windward Way water and street project ongoing. -Updating Marshall and Swift Commercial Estimator computer program and manual documentation. -Reviewing and learning new Survey software. -Performed warranty inspection on Whipps Vault Project. Letter sent to Sandon Construction with minor repair request. -Evaluating and adjusting estimating data base to reflect current costs. OPERATIONS AND MAINTENANCE A. WATER PUMPING, STORAGE. DISTRIBUTION. (Ben Van Dyke) -Continued maintenance of all pumps, motors, reservoirs, grounds and controls for the water supply system. -Produced 59,400,000 gallons of water, 9,410,000 gallons in the upper zone and 49,990,000 gallons in the lower zone. -Injected 23 pounds of chlorine at Lawrence Park pump station. -Revised, updated and rewrote Standard Operating Procedure for each pump station. -Installed new power supply unit in Lawrence Park. -Completed water sampling for nitrite and nitrate. -Completed water sampling for Trihalomethane. -Cleaned up brush, trimmed trees, etc. at Lawrence Park pump station. -Assisted water crew in moving some inventory to Lawrence Park for safer storage. B. SEWER FACILITIES LIFT STATIONS COLLECTION. ( Vic Schroeder) -Weekly general maintenance continues at fourteen lift stations. -Video and jet cleaning operations continue. -Cleaning leaves from storm inlets. -Installed storm inlet basin at 18th St. E. -Installed new float bracket and adjusted floats on Lift Station #8. -Installed new door locks on Lift Stations #11 and #12. C. WASTEWATER TREATMENT PLANT. (Joanne Emrick) -Repaired hoist on blue sludge truck. -Two feet of water in basement of old filter building. Infiltration water ran into old underground tanks in front of filter building and drained into basement through a cut off pipe connection not shut off during construction. Pipe was plugged and sump pump was able to keep up. -West primary clarifier flight links broke. Problem was improperly installed wear plates along the side rails of the clarifier. Clarifier was drained down, links replaced, and the wear plate problem corrected. In the process, the clarifier shifted and the wiers had to be releveled. The east clarifier was drained down several feet to check the installation and the same problem was found and corrected. This problem caused four days of repair work. -Working on why the shear pins did not function properly to shut down the clarifier before links were broken. -"Muffin Monster" not working properly. Found that had not been put together correctly at time rebuilt by manufacturer. Problem was fixed by the Operators. -Fermenter pumps continually plugged with rags. -Belt broke on sludge press. Belt sent back to manufacturer to determine if it can be repaired. -Sludge belt "off track" sensors continue to get water in them and give a false belt off track signal. -Pressing sludge stored in digester prior to hauling sludge to facility in Olney, being careful to watch phosphorus process. C WASTEWATER TREATMENT PLANT. (continued) (Joanne Emrick) -Compressor pressure switch replaced in filter room. Looking into a continuous run process that will reduce the wear and tear on switches, starters, etc. -Carver Engineering working on odor control process. -Hauled 189 tons of sludge averaging 18.4 % solids to the facility in Olney. -Generated 120 work orders; 88 completed. -Total flow into the plant for the month of March is 50.4 million gallons. -It appears that the plant flow for this month is up 12 % over last year. -There were no discharge permit violations for this month. D. SOLID WASTE COLLECTION/DISPOSAL (Jack Fournier) ALLEY CLEAN UP. -Weekly garbage service continues. -Alley clean up continues. -Responded to ten solid waste violations. -Repaired three 90 gallon containers. -Delivered one 90 gallon, one 300 gallon, and one 400 gallon containers to new customers. -Began assembly on ROTO 100 gallon containers. -Conducted an inventory survey report on the amount of containers emptied each week. CONSTRUCTION AND MAINTENANCE A. STREETS CURBS GUTTERS ALLEYS. (Leonard Hogan) -Street sweeping and flushing ongoing. -Milled raised sidewalks on Senior Walkway. -Clearing catch basins for spring runoff. -Ongoing patching and picking up of loose chunks of asphalt. -Shape up 18th St. E.. -Assisted wastewater treatment plant with driver hauling sludge to Olney. -Assisted Water Division. -Patched utility cut outs with cold mix. -Alley grading and dust abatement continues. -Removed chains and gates from grader, cleaned out sand trucks. -Surveyed 6th St. W. intersections at 8th, 9th and loth. -Fixed gate and fence in yard and cleaned garbage from yard. -Repaired boulevard for sod at River View Greens. -Crack sealed 5th Ave. W. between 1lth St. and Center St., E. Washington from Hwy 93 to 5th Ave., Glenwood, and 9th Ave. E.N. -Picked up leaves with Tymco sweeper. -Swept striping lines for Sign Division to assist State. A. STREETS CURBS GUTTERS ALLEYS. (continued) (Leonard Hogan) -Graded and dust coated yard. -Reconstructed E. Wyoming for upcoming overlay project. -Milled high spots in roadway for upcoming overlay project. -Assisted Parks Division. -Hauled topsoil from 2 Mile Dr. to yard - 11 loads for Parks Division. B. WATER CONSTRUCTION AND SYSTEM REPAIR. (Randy Vickhammer) -Work order and complaint resolution continues. -Tagged delinquent accounts. -Read meters. -Meter repair and replacement ongoing. -Conducted line locates. -Repaired nine valve boxes. -Replaced four curb boxes. -Replaced five fire hydrants. -Repaired four service lines. -Conducted two 3/4" taps. -Disconnected old service lines to removed house at new Town Pump. -Located 6" AC water main in Glacier View Drive for new main extension. C. SIGNALS, SIGNS, STRIPING. SERVICES. (Jerry Diegel) -Continued general maintenance on traffic signals, signs, meters, decorative lights, alley lights, special lighting, airport runway lights, barricading, banners and sight obstructions. -Hired contractor to install banners. -Replaced ten stolen signs. -Repaired ten meters for Parking Commission. -Ordered paint for spring painting. -Ordered traffic candles and 18" cones to replace lost/stolen ones. ss
