A RESOLUTION ADOPTING A RECOMMENDED AMENDMENT TO THE KALISPELL
CITY -COUNTY MASTER PLAN.
WHEREAS, on April 7th, 1986, the City Council adopted the
Kalispell City -County Master Plan by Resolution No. 3641,
and
WHEREAS, Pacific Development Corporation, Lum Owens, Dennis
Carver, and Kate Stevenson, the owners of certain real
property more particularly described in Exhibit "A",
attached hereto and thereby made a part hereof, located
within the Kalispell City -County Master Plan area, on the
loth day of January, 1994, submitted a request for a
proposed amendment to said City -County Master Plan, and
WHEREAS, Kalispell City -County Planning Board and Zoning
Commission, on the 8th day of February, 1994 held a joint
public hearing with the Flathead County Planning Board,
after due and proper notice, received public comment
upon, and received and evaluated the proposed plan
amendment in terms of environmental impact, site
potentiality and availability of services, and
WHEREAS, at the conclusion of said public hearing and after
consideration of the proposed amendment, the Kalispell
City -County Planning Board by resolution (KPA-94-03),
pursuant to Section 76-1-603, MCA, recommended to the
City Council of the City of Kalispell, Montana, and to
the Flathead Board of County Commissioners that the
Kalispell City -County Master Plan be amended by changing
the land used designation of the property described in
Exhibit "A" from Suburban Residential (0-2 dwelling units
per acre) to Urban Residential (2-8 dwelling units per
acre), and
WHEREAS, the City Council considered it advisable that they
consider the recommendations of the Kalispell City -County
Planning Board and adopted A Resolution of Intention to
Adopt, Revise or Reject a Recommended Amendment to the
Kalispell City -County Master Plan (Resolution No. 4146),
and
WHEREAS, on April 4th, 1994, the City Council met and considered
Resolution No. 4146, and
WHEREAS, the proposed amendment is in conformance with the Goals
and Objectives of the Master Plan, and
WHEREAS, development of the Planning area should be uniform, and
RESOLUTION NO. 4148
WHEREAS, all urban services are available to the area, and
WHEREAS, a housing shortage exists in the Planning Jurisdiction,
and
WHEREAS, environmental impacts due to this amendment would be less
than that if development takes place away from services
and utilities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That pursuant to Section 76-1-604, MCA, the
City Council of the City of Kalispell hereby
adopts the recommended amendment to the
Kalispell City -County Master Plan by changing
the land use designation of the property
described in Exhibit "A" from Suburban
Residential (0-2 dwelling units per acre) to
Urban Residential (2-8 dwelling units per
acre).
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL,
AND APPROVED BY THE MAYOR THIS DAY OF APRIL, 1994.

Dear Bruce:
The Kalispell City -County Planning Board and Zoning Commission met in regular session on
Tuesday, February 8, 1994. During that meeting, a public hearing was held to consider
requests by the above referenced parties to change the Kalispell City -County Master Plan Map
designation of property described in Exhibit A of Kalispell City -County Planning Board and
Zoning Commission Resolution #KMPA-94-03.
John Parsons of the FRDO presented the staff report for this request. The requests by Pacific
Development Corporation and Carver and Owens are in near proximity to each other; because
urban services were nearby, Mr. Parsons stated that the FRDO was desirous of maintaining
uniform development patterns in the area and, therefore, joined in the request for Map
Amendment for the general area.
Following the public hearing and Board discussion, the Board adopted FRDO staff report
#KN 4PA-94-03, inclusive of #KMPA-94-02 and #KMPA-94-01, as findings of fact and
unanimously moved to forward a resolution to the City Council for adoption of the Map
Amendment. Attached is the FRDO staff report and relevant application materials. if you

A resolution to provide for amending the Kalispell City -County Master Plan Map by changing
the Suburban Residential designation to an Urban Residential designation on tracks of land
described In Exhibit A attached hereto and made a part hereof.
WHEREAS, the property described in Exhibit A, attached hereto, Is subject to the Kalispell
city -County Master Plan; and
WHEREAS, by Kalispell Resolution 13641 adopted April 7, 1986 and by Flathead county
Resolution 1578A adopted February 6, 1986 the Kalispell City -County Master Plan was
adopted; and
WHEREAS, this map amendment meets the goals and objectives of the Master Plan, and
WHEREAS, the owners/developers of Assessor's Tract 4 and Assessor's Tract 7 of Section 19,
Township 28 North, Range 21 West, P.P.M., Flathead County are desirous of developing
urban density developments and have filed requests for such, IKMPA-94-01 and iKMPA-94-02
respectively; and
WHEREAS, the Flathead Regional Development Office is desirous to maintain uniform
development patterns in the Kalispell City -County Planning Jurisdiction; and
WHEREAS, the urban services necessary to support urban development are In the vicinity;
and
WHEREAS, the development of property in close proximity to city services reduces the
impact on the environment; and
WHEREAS, an amendment to the City -County Master Plan Transportation Element has been
adopted for the purpose of constructing an alternate route for US Highway 93, a portion
being along the Burlington Northern right-of-way providing additional access to this area;
and
WHEREAS, the need exists for additional housing for individuals and families desirous of
relocating In the Flathead;
NOW, THEREFORE BE IT RESOLVED, that the Kalispell City -County Planning Board and Zoning
Commission does herebv recommend adoption of the KalisnelL City -Country Master Plan

The entire project, including the two private requests, consists of approximately 250
acres. The general location is southwest of town, east of the Burlington Northern
Railroad right-of-way, west of Airport Road, and south of Sunnyside Drive; more
particularly described as part of Section 19 and part of the NE 1/4 of Section 30,
Township 28 North, Range 21 West, P.M.M., Flathead County.
The applicants are requesting an amendment to the Kalispell City -County Master
Plan to change the designation from Suburban Residential (0-2 dwelling units per
acre) to Urban Residential (2-8 dwelling units per acre) on the previously described
property.
SUMMARY:
Summarized below are the issues involved with the Map amendment.
1. The amendment is in conformance with the Goals and Objectives of the
Master Plan.
Z. Development of the Planning area should be uniform.
3. Urban services are available to the area..
4. A housing shortage exists in the Planning Jurisdiction.
5. Environmental impacts due to this amendment would be less than that if
