BACKGROUND: On June 12, Council member Randy Kenyon submitted his resignation
from the Kalispell City Council, effective July 12, 2014.
Kalispell City Code references the following in respect to Council vacancies:
2-38. Elected Officer Removal and Vacancy.
The removal of any elected officer or the filling of any vacancy in an elected office shall be
conducted in accordance with State law. (Ord. 1166 § 2-38)
State law regarding Council vacancies is as follows:
7-4-4112. Filling of vacancy. (1) When a vacancy occurs in any elective office, this position is
considered open and subject to nomination and election at the next general municipal election in
the same manner as the election of any other person holding the same office, except the term of
office is limited to the unexpired term of the person who originally created the vacancy. Pending
an election and qualification, the council shall, by a majority vote of the members, appoint a
person within 30 days of the vacancy to hold the office until a successor is elected and
qualified.
(2) If all council positions become vacant at one time, the board of county commissioners
shall appoint persons within 5 days to hold office as a city council member. The appointed city
council member shall then appoint persons to any other vacant elective offices.
(3) A vacancy in the office of city council member must be filled from the ward in which
the vacancy exists.
State law is silent on the process to be used for the governing body in the selection process.
Hence, the Council will need to establish the methodology for the appointment of the
replacement.
We have received 11 applicants for the vacancy with the submitted letters of interest included
with this memorandum. The applicants are as follows (in alphabetical order): Steve Burglund,
Jim Cossitt, John Hinchey, Rick Hull, Lance Isaak, Rod Kuntz, Mary Kay Myett, Bill Nelson,
Karlene Osorio-Kohr, Mark Rold, and Jonathan Smith.
The appointment of the vacancy will be for the remainder of the term (through December 2015),
with the seat coming up for election in November 2015.
RECOMMENDATION: It is recommended the City Council consider the applicants for the
Ward 3 vacancy and appoint an individual to fill the vacancy according to a process so desired
by the Council.

Kenyon. When I arrived in Kalispell 37 years ago from Minneapolis, Minnesota the population of our city
was about 10,000. Kalispell has grown phenomenally since that time and it is my perspective that the
Kalispell City government has handled the growth extremely well. Faced with the many challenges that
come with fast paced growth, the current and past councils have maintained and in many cases
increased services without raising taxes to a level our residents could not handle. I applaud your work.
Having started out as a United Parcel Service driver upon moving to Kalispell, I immediately learned
about transportation infrastructure needs and became familiar with all of the Flathead Valley. For close
to 30 years I have worked in the building industry and own Great Bear Builders in Kalispell. As a builder,
I understand impact fees, the necessity for codes, the need for safe and affordable homes, growth plans,
and annexation and zoning issues.
It would be my honor to serve the residents of Kalispell by fulfilling the balance of Councilman Randy
Kenyon's term. I hope that you will find my experience, leadership abilities, personal and professional
relationships that have been fortified and developed over the years would be an asset on the Kalispell
City Council.

I wish to apply for the position on the Kalispell City Council created by the
resignation of Randy Kenyon.
Because of years covering local government for the Kalispell News and Daily Inter
Lake, I can bring a unique depth of experience to the council. This includes knowledge of
the background behind many city issues. For example, I know that waivers of protest to
annexation from a majority of Evergreen property owners were filed at the courthouse, as
a condition of hooking Evergreen to the Kalispell sewer plant — something that has been
forgotten by the council at least once. I also know how tax -increment financing works,
what enterprise funds are and why reserves are not surplus money.
As a member of the Kalispell Planning Board, I opposed the expansion of the city
limits to Church Drive, and made it part of my campaign when I ran for city council in
2007.
I was born and raised in Whitefish, graduated from Montana State University, and
served in the Army during the Vietnam War in Thailand. I worked as a local newspaper
reporter and photographer for 25 years, for five years as a database programmer, and
have been a commercial real estate appraiser since 2006. Along with being a homeowner
in Kalispell since 1977, 1 purchased four rental homes during the recent downturn. I
learned to fly at Kalispell City Airport, and use local parks almost daily.
I have no overriding political ideology. I believe in affordable government, cooperation
between local governments, and the importance of consistency and fairness. Most
importantly, I have repeatedly seen how one or two individuals and simple actions can
make a huge difference. One example that continues to impress me was the successful
revival of the Kalispell bypass after decades of fruitless talk.

Mr. Mayor and Kalispell City Council Members,
I have resided in Kalispell since 1986 and would consider it an honor to
perform some aspect of my civic duty by serving as a council member. I
appreciate your time and the effort involved in selecting the right candidate
for the position. In this regard I will give you a condensed version of my
background and experience that I believe will lend itself to constructive use
in the service of our community.
My character, core values, and work ethic were formed in my family upbringing
in Hardin, Montana. My father was a contractor whose attention to detail I
will always admire; his frequent reprimand on construction projects of "Don't
get in such a hurry," still resounds in my ears decades later. I worked
summers on farms and ranches where I learned that real work does not hold to a
time clock, that many things are beyond our control, and that delayed
gratification is a natural law.
Later, while serving in the Montana and Hawaii National Guard, I honed my
appreciation for attention to detail, and the need for a chain of command.
During officer training, the application of two rules became paramount in my
later business life. First, the importance of prior planning is critical. And
second, the maximum utilization of available resources is always the first
priority for success.
I started later than my peers but put myself through college. I worked and
studied, continued my Guard duties, and became a master of both deadlines and
flexibility. I pursued higher education to get an education --not to get a
job. That mind -set was crucial, and I made it a priority with my own
children.

I have managed both wholesale and retail businesses, and developed a very
successful network marketing organization. I was able to work with diverse
groups of individuals, overcame weaknesses (with training and outside
resources), and remained focused on the bottom line without sacrificing the
human resource element that made it all possible.
As a long-term substitute high school teacher for three years I was able to
come in, review the syllabus, the state standards, the schedule, and write my
own curriculum to continue the continuity of the classroom while offering
students the benefit of my education and experience. A task that others
shuddered to consider was always a challenge that I embraced.
I have enjoyed a very successful career in sales but my greatest
accomplishment has been my children. My wife and I have raised four children
into exemplary adults. Although it may sound presumptuous, my children all
have an incredible work ethic, an appreciation for adversity, a deep respect
for every human being, a life-long love of learning, and a desire to serve
others. That is the legacy I leave not just with my children but with my
colleagues as well.
The sum total of my experiences comes to this, qualities that the Kalispell
City Council may find beneficial:
o I have the ability to listen to people, access situations, analyze
problems, and develop solutions with positive outcomes
o I am passionate AND even-tempered
0 I value common sense above a college degree, and I believe that
compassion and conviction can overcome any challenge
o I can productively simplify to maximum effect
Finally, I understand both the necessity and benefit of government, but am
very mindful of its potential to overreach. As a council member, I would
aspire to serve the people within the established framework, and approach the
business of government as just that, a business.

I have lived at my current address in Ward 3 for 30 years. My work experience includes several seasons
as a trail crew work leader in Glacier National Park and 18 years of increasingly responsible positions at
The Big Mountain, including; Lift Operator, Lift Manager, Human Resource Manager and Mountain
Manager. After leaving TBM I worked as a Human Resource Generalist for Stream for the three years
they were here. I currently work for the State of Montana Department of Labor, Flathead Job Service. I
have worked there for ten years and have been the manager for seven years. I have a degree in Park
Management and Recreation from the University of Oregon
As part of my Job Service duties I am a member of the Business Expansion and Retention (BEAR)
Program. We have assisted hundreds of small businesses with various needs, i.e.; employee training,
government grants, government contracts, business plans and much more. Other members of BEAR are
FVCC, MMEC, SBDC, the Kalispell Chamber, the City of Kalispell and MWED.
I am interested in strengthening the downtown area and working with the various planning groups in
making our downtown more conducive to pedestrian use and business development. Much of that
success depends on the completion of the bypass.
I feel I am able to get along with most people and I work well with others. I am a reasonable person and
always try to see things from both sides before making a decision or a judgment.
I have always had an interest in government at all levels and would be honored to serve the remaining

As a resident and tax payer in Kalispell for the last five years, I wholeheartedly endorse the selection of
Karlene Osorio Khor as a person to fill the vacant Ward 3 seat. I have known Karlene for about four years and I
was struck by her intelligence when I first met her. She is also a very kind and civic minded individual and
would make an excellent member of your team. She also has lived in Kalispell for many years so she has a deep
understanding of the major issues facing the city. I also have met her former opponent Jim Atkinson and I was
incredibly impressed with him also. I couldn't vote for either of them in the election as I wasn't in their district
but I felt like it was sad that they both could not have won so such good people with tons of talent and
intelligence couldn't contribute. (A good problem for Kalispell to have!!!!). Anyway, Karlene came in 2nd out
of 3- so she did have a good showing and a base of support in the community.
Anyway, I think her appointment would be such a boon for this city that is finally shaking off the chains of
the 2008 financial collapse that struck here so devastatingly. She has the ability to be a visionary and help you
position the city for a major league comeback.
