SUBJECT: 1st Alley EN Sewer Replacement Project
MEETING: August 4, 2014
BACKGROUND: The 1st Alley EN Sewer Replacement Project is a planned Capital
Improvement Project which will upsize three blocks of existing eight inch clay sanitary sewer
main with twelve inch PVC sanitary sewer main. The existing three block section of eight inch
pipe creates a constriction in the sanitary sewer system because the pipes flowing into the
segment of eight inch pipe are larger diameter. This project will eliminate the constriction, and
allow for more capacity than the eight inch pipe. The project includes: replacement of 4 sanitary
sewer manholes, installation of approximately 1,100 feet of 12" PVC sanitary sewer pipe,
reconnection of 37 sewer services, paved surface restoration, new sidewalk across alley
approaches, curb and gutter reconstruction, and new concrete alley approaches.
Bids were received and opened on July 28, 2014 at 2:30 PM. Four responsive bids were
received from local contractors. The bid results follow:

References for LHC, Inc. were contacted and interviewed. LHC, Inc. was determined to be a
responsible contractor successfully completing similar projects in Northwest Montana.
STAFF RECOMMENDATIONS: Award the bid for the 1st Alley EN Sewer Replacement
Project to LHC, Inc. in the amount equal to the sum of Base Bid and Additive Alternate 1 for a
total of $256,020.65.
ACTION REQUESTED: Motion to award the 1st Alley EN Sewer Replacement Project to
LHC, Inc. with the execution of Base Bid and Additive Alternate 1.
FISCAL EFFECTS: This project will be funded by both sewer rates and sewer impact fees. A
total of $168,973.63 of this project will be funded by 1st Alley EN Pipe Upsize — Sewer Impact
Fees (5310-454-430635-951). The remaining $87,047.02 of this project will be funded by 1st
Alley EN Pipe Upsize - Rates (5310-454-430630-910).
ALTERNATIVES: As suggested and approved by the City Council.
