P.M., MONDAY, JULY 21, 2014, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Theresa White,
Police Chief Roger Nasset, Public Works Senior Civil Engineer Keith Haskins, and Planning
Director Tom Jentz.
Mayor Johnson called the meeting to order and led the Pledge of Allegiance.
A. AGENDA APPROVAL
Guiffrida moved to approve the Agenda. The motion was seconded.
There was no discussion.
The motion carried unanimously upon vote.
B. CONSENT AGENDA APPROVAL

2. Authorization to Enter into Professional Services Agreement
Staff recommended an agreement be signed with HDR, Inc. for professional services relating
to stormwater and wastewater discharge permits.
Atkinson moved to approve the Consent Agenda. The motion was seconded.
There was no discussion.
The motion carried unanimously upon vote.
C. COMMITTEE REPORTS
None.
D. PUBLIC HEARING — PRELIMINARY BUDGET
Mayor Johnson opened the public hearing.
Pauline Sjordahl, 234 3rd Avenue West, chastised the council for not budgeting funds to fix alleys,
sidewalks, and streets in the oldest parts of Kalispell.

F. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
F/1. RESOLUTION 5679 - PRELIMINARY PLAT EXTENSION — WEST VIEW
ESTATES
This is a request from Sands Surveying, on behalf of Mark Owens, for a final two-year extension of
West View Estates, Phase 4.
Jentz gave a report.
Public Comment
None.
Saverud moved Resolution 5679, a resolution approving a two-year extension to the
preliminary plat of West View Estates Phase 4, located on the northeast corner of West
Reserve Drive and Stillwater Road. The motion was seconded.
Council Discussion
None.
The motion carried unanimously upon roll call vote.
F/2. LEASE PAYMENT EXTENSION — KALISPELL GOLF ASSOCIATION
This is a request to extend the due date of the KGA annual lease payment owed to the City for 90
days pending review by KGA of a draft Memorandum of Understanding regarding the utilization of
the lease payments for capital expenditures.
Russell gave a report and answered questions.
Public Comment
None.
Guiffrida moved council approve the 90 day extension for the Kalispell Golf Association lease
payment that was due on June 30, 2014. The motion was seconded.
Council Discussion
Guiffrida commented he will support the extension, but will only support the MOU if it benefits the
city.

F/3. RESOLUTION 5680 — SALARY — NONUNION EMPLOYEES
This resolution fixes the salary and compensation for city officials, supervisors, and all other
nonunion employees.
Russell gave a report and answered questions.
Public Comment
None.
Atkinson moved Resolution 5680, a resolution fixing the limits of the salary and compensation
of the city officials, supervisors, and all other nonunion employees pursuant to Title 7, Chapter
4, Part 42, M.C.A., commencing on the dates indicated herein. The motion was seconded.
Council Discussion
Kluesner stated he will be voting against the salary increase because it is not performance -based and
unfair to those who go above and beyond.
Mayor Johnson said he also would like the hardest workers rewarded, but a performance -based
system can be extremely subjective, which is also unfair.
The motion carried upon roll call vote with Atkinson, Carlson, Gabriel, Graham, Guiffrida,
Saverud, and Mayor Johnson voting in favor, and Kluesner voting against.
G. MAYOR/COUNCIL/CITY MANAGER REPORTS (No Action)
- Russell announced there will not be a work session on Monday, July 28.
- Guiffrida asked for an update on the city's sewer allocations in regard to future development.
- Gabriel provided a wrap-up on the Glacier Rally in the Rockies.
- Saverud suggested everyone visit the Hockaday Museum of Art to view the exhibit on loan
from Dr. Van Kirke and Helen Nelson which runs through July 26.
- Kluesner, citing a recent newspaper article, said the courthouse couplet is unique to Kalispell
and the council should fight to keep it two lanes.
- Mayor Johnson noted four letters of interest have been received for the Ward 3 council
vacancy from Jim Cossitt, Bill Nelson, Karlene Osorio-Khor, and Marc Rold. The deadline
to apply is July 25.
