GUESTS: James Freyholtz (Montana Department of Transportation), Mark Johnson and Suzanne
Johnson (Walk Your Dog Club).
PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: Walk Your Dog Club — 111 W. Idaho; convert existing retail to dog
walking/grooming/kennel facility (Administrative CUP pending). Regarding the exterior refuse area,
they have dropped the boulevard refuse area, and have added one or two areas up against the building
with self -pick-up bag dispensers. They will not have it fenced in order to comply with zoning. The
public comment period has closed. Building code review should be done by the middle of next week.
This is passed through Site Review.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: The Planning Board will behaving a meeting on August 12th with
the following items on their agenda:
Bright View, Phase II - We have an application for a 12-lot subdivision. This is the DNRC
property behind Glacier Eye Clinic.
J2 Office Products — Sunset Blvd. We have an application for a text amendment change to the
zoning ordinance to allow office supply as a larger than 4,000 sq. ft. retail use in the neighborhood
business district that they are in.
Captain's Marine — They would like to move to a property in the Gardner's PUD, on the south end
of United Drive, south of Glacier Hardwood (the old Northwestern Truss). APEC Engineering is
doing the work for them. They want to put in a 14,000 sq. ft. retail boat and trailer sales facility with
service and showroom out on Highway 93. Extensive discussion was held. LeClair will schedule a
joint meeting with Planning and Public Works to discuss landscaping requirements, etc. to prepare for
the Planning Board Work Session.
Zoning Ordinance Update — Number of updates to clarify different zoning provisions. Will be
bringing the existing airport height regulations under the zoning ordinance. The amendment does not
change any of the current provisions.
Growth Policy —We will also be having a Public Hearing on the Growth Policy, with the intention of
forwarding that onto the City Council.
OTHER BUSINESS: Scottibelli's — on Commons Way. They are proposing a drive-thru window.
They will be using an existing window but will put in a 20" x 7'bump out to where the curb was, with
a roof over it. They have five parallel parking spaces that run along the curb line near the sidewalk.
They have primarily customer parking on the south half. The driving lane will need to be a one-way,
12' driving aisle to leave room for the stacking spaces. Dimensionally you can fit it in, but we will
need to decide if having that type of arrangement still works there. Sorensen asked everyone to take
a look at this project in the next week. This will be on the agenda for next week.
City Attorney — Charlie Harball will be at our next meeting to discuss some of the Federal legal cases
out there about what kind of conditions are appropriate and so forth, and how that impacts decisions
we make here.
Fred's Appliance — Fincher clarified that they would only have trees for landscaping and Sorensen
confirmed that. MDT/Parks would not allow rock in along the bike path. They need to put in grass
right up to the path that they will need to maintain.
The meeting was adjourned at 10:30 a.m.
