3. Resolution 5680 - Salary - Nonunion EmployeesIt of Kalispell Post Office Box 1997 - Kalispell, Montana 59903 Telephone: (406) 758-7701 Fax: (406) 758-7758 . . . . . . . . . . . . . . . 094f UN To: Mayor Johnson and City Council From: Doug Russell, City ManageTD(L Re: Non -union salary adjustment Meeting Date: July 21, 2014 BACKGROUND: As identified in the budget transmittal letter and discussed during budget sessions, a salary adjustment of 3.3% was included in the budget for non -union employees. This amount was anticipated to be equal with the other labor groups in the city for FY15. The following table contains the amounts of the salary increases for FY15. The Kalispell Police Association's labor contract, completed after the preliminary budget, called for a 2.4% increase in FY15, rather than a 3.3% increase, though it will have higher amounts in the final year of the agreement than was initially proposed. This alters the average of the compensation for this year for -the non -union employees to 3.0%. Over the course of time, using this process, maintaining the average should yield equitable compensation across all groups. Salary Increase for Respective Labor Groups Police Contract Fire Contract AFSCME contract Non -union FY2015 FY2015 FY2015 FY2015 Overall % Increase 2.4% 3.3% 3.1% 3.0% (Base Adjustment, Longevity, Merit, etc.) As part of the compensation discussions, we are currently working on a new market based classification system and matrix that is similar to the plan adopted in the AFSCME contract. We anticipate this classification system to come before council later this year and be ready for implementation during the next compensation adjustment. FISCAL IMPACT: The fiscal impact of this adjustment is approximately $84,000. RECOMMENDATION: It is recommended the City Council approve Resolution 5680, authorizing the 3.0% increase for non -union employees of the City. WHEREAS, the City of Kalispell is a general powers city of the state of Montana and is authorized by M.C.A. 7-4-4207 to set the compensation and salaries of its elected and appointed city officers by resolution of its City Council; and WHEREAS, by Ordinance No. 1623, the Kalispell City Council determined that it is in the best interests of the City and the efficient governance of the City that the compensation and salaries of the city employees be set from time to time by resolution of the Kalispell City Council; and WHEREAS, the City of Kalispell employs elected officials, appointed city officers as well as other nonunion employees who are not otherwise represented under a collective bargaining agreement; and WHEREAS, the members of the collective bargaining units for Police, Fire and AFSCME received wage adjustments of 2.4%, 3.3%, and 3.3% in FY2015 pursuant to the terms of their collective bargaining agreements as approved by the City Council; and WHEREAS, the City Council finds that it is fair and equitable to increase the salaries and compensation of the City appointed officers and nonunion employees for fiscal year 2015 in the amount of 3.0% which is the average of the wage increases enjoyed by the employees of the City represented in collective bargaining.
