Public Works Director/City Engineer!5%0 SUBJECT: Professional Service Recommendation for Montana Pollutant Discharge Elimination System (MPDES1) Discharge Permits and Total Maximum Daily Load (TMDL) Assistance MEETING: July 21, 2014 BACKGROUND: The City of Kalispell solicited requests for qualifications (RFQ) to professional firms for assistance with Stormwater and Wastewater MPDES permits and Flathead Lake and Ashley Creek TMDL. The professional services include: 1. Negotiation of terms with the Department of Environmental Quality (DEQ) for the Kalispell Wastewater Treatment and Municipal Separate Storm Sewer System (MS4) MPDES discharge permits, and 2. Technical review and negotiation assistance for the Flathead Lake and Ashley Creek TMDLs as it relates to the City's discharge permits. STAFF RECOMMENDATION: Three engineering firms were shoitlisted from the prequalified professional engineering service list for Wastewater and Stormwater Collection. The firms were asked to respond to a set of qualification questions in direct relationship to the pfQject. The selection committee reviewed the received responses and selected HDR, Inc., as the most qualified firm based on several technical and performance criteria. ACTION REQUESTED: Motion to select HDR, Inc. for professional services in relation to Stormwater and Wastewater MPDES permitting and Flathead Lake and Ashley Creek TMDLs. FISCAL EFFECTS: The professional service will be funded through the Storm Sewer and Sanitary Sewer funds. For FY 14/15 there is an allocation of $15,000 from Storm Sewer fund line item 359 Consultant/TMDL/Permit, $15,000 from Wastewater Treatment Plant line item 356 Consultant -Permit Assistance, and $15,000 from Wastewater Treatment Plant line item 358 Consultant-TMDL. City of Kalispell I MPDES Discharge Permit and TMOL Assistance 01 Temperature & Nutrient TMDL/QUAL2K Experience HDR is an industry leader in the development and application of new modeling tools used by natural resource managers, regulators, and regulated communities. HDR has a proven track record in model development that has withstood public scrutiny, peer review, and legal challenges. Bozeman TMDL Water Modeling • Provided preliminary water quality modeling as part of the TMDL assistance. Introduced the concept of focusing on the limiting nutrient (phosphorus) rather than both nitrogen and phosphorus, to provide the City with the potential to demonstrate to MDEQ that protecting water quality in the East Gallatin River may be a more economical nutrient management plan, thereby potentially reducing the City's wastewater treatment compliance costs. • Approach is now included in the MDEQ rulemaking package and provides the option for site specific nutrient variance. Flathead Lake TMDL Review and Analysis • Reviewed and evaluated the Flathead Lake TMDL for the City of Kalispell. • Reviewed December 2001 TMDL and developed a briefing paper. Assessed options available for strategic participation in current and future water quality management efforts for Flathead Lake, including collaboration with other potential stakeholders. Clark Fork River Watershed Modeling Developed a QUAL2E water quality model to predict dissolved and total nitrogen and phosphorus concentrations within a 200- mile reach of the Clark Fork River between Butte, Montana and the Flathead River confluence. Developed a preliminary QUAL2K model of the Clark Fork River to simulate periphyton algae response to enhanced levels of nutrient removal. Sensitivity analysis of control scenarios for both nitrogen and phosphorus reduction together, as compared with individual reductions in either nitrogen or phosphorus. Bitterroot SWAT Model • Developed a watershed water quality model (Soil and Water Assessment Tool (SWAT)) of the Bitterroot River. • SWAT model integrated GIS coverages, including topography, land use, and soils. Montana Water/Wastewater Regulatory €ssrses Assistance • Provided technical input and support to explain the implications of regulatory initiatives and the potential impacts on drinking water and wastewater utilities. Developed a water quality and nutrient removal issues paper to capture the key trends and challenges associated with nutrient removal, restrictive discharge conditions, and effluent limits. • Provided several comment letters and testimony to MDEQ on behalf of the Montana League of Cities and Towns. Clears Water Services (CWS) € ermit Renewal and Modeling • Assisted CWS with the development of their renewal watershed permit and update of thermal load trading program. • Conducted extensive river temperature modeling (Heat Source, QUAL2Kw, CE-QUAL-W2) and refined the technical and regulatory basis for trading. First major temperature TMDL in the Pacific Northwest involving major municipal point source wastewater discharges, including CWS' four wastewater treatment plants. CWS developed the first watershed -based NPDES permit in the country, which included authorization of an innovative thermal trading program. Allowed CWS to avoid very costly effluent chilling and the resulting very high energy use and related greenhouse gas emissions. The primary means of offsetting the thermal loads from the W WTFs to the effluent dominated river was riparian shade restoration in the watershed and river flow augmentation from storage reservoirs, both of which have extensive ancillary environmental benefits beyond the offsets. • Currently assisting CWS with the development of their renewal of the watershed permit and update of thermal load trading program. City of € ullman, WA Temperature TMDL Assistance • Provided technical review and input for the ongoing temperature TMDL for the S.F. Palouse River City of 'Bend, OR Temperature Modeling Modeled temperature using the Heat Source model of Tumalo Creek to support the City's Surface Water Improvement Project (SWIP). Tumalo Creek is the primary drinking water supply source for the City of Bend. The City has water rights on Tumalo Creek and uses this water as its primary water supply. Idaho DEQ Water Temperature Model for the Loch a River Developed a water temperature model for the Lochsa River and selected tributaries using SNTEMP to support analysis of temperature scenarios with natural and existing canopy conditions. • Reviewed the viability of water quality criteria for temperature.
