GUESTS: James Freyholtz (Montana Department of Transportation); Terry Kramer and Ryan
Pokorny (Kramer Enterprises); and Toby McIntyre (Jackola Engineering).
PERFORMANCE BOND REMINDERS: Kalispell Center Mall — Crowley is still
communicating with David Peterson. He has outlined a couple of options for Peterson to pursue.
Highway 93 Alternate Route/Ashley Heights — soundwall. The building drawings are presently
being reviewed and there are some issues over the engineering on that. Mr. Turner intends to build
the wall this summer as required. He noted that his posted bond was for $98,000 and the bid he
received was for $125,000 to build the wall. He asked LeClair that if he didn't build it, will we take
his bond and try to build it ourselves.
OLD BUSINESS: Kalispell Kidds — N. Meridian; new pediatric dental office. The building is
7,823 sq. ft. They want to get started on their site improvements. Public Works has received and
approved their comments. This is approved through Site Review. There is a preconstruction meeting
scheduled for Monday on this project.
Radiation Oncology Building — 343 Sunnyview; expansion of existing medical facility. Wargo is
still waiting for one item from McIntyre. There was a stormwater pond that had overflow into
property they didn't own, which they now own. McIntyre will provide a letter explaining that. They
are missing an ADA connection between the streets and the building front door. McIntyre will make
an exhibit showing a proposed sidewalk. This will be on the agenda next week.
Burger King — 205 — 18th Street East; new restaurant — on a parcel south of the Outlaw Inn. The
revisions they made according to the Public Works' comments are with the owner for his review.
The Building Dept. still needs to review this; probably within two or more weeks. They may split the
lot and are looking at their options. This will be on the agenda for next week.
The Meadows — off of Four Mile Drive. They are asking for a PUD Amendment request to switch
to townhomes instead of condominiums. We can write this up as a minor change with conditions that
will need to be met that would be considered if the requesting developer were to purchase the
property. There will be a subdivision that will be required for the townhomes. Haskins noted that
some of the fire hydrants will need to be moved. LeClair suggested everyone email suggestions for
possible conditions to the group for discussion at our next meeting. This will be on the agenda for
next week.
NEW BUSINESS: Happy Paws Dog Day Care — 220 Kelly Rd; convert existing building to dog
day care (Administrative CUP). They had shown a dog run on the south side of the building. They
have since removed that because it's too close to the adjacent single-family residence. There is a
change of use on the site, and they will be making some interior changes. Crowley noted that the last
business that was considering this location was told to upgrade Kelly Road. LeClair asked everyone
to view the site and bring comments to our meeting next week.
Walk Your Dog Club — 111 West Idaho; convert existing retail to dog walking/grooming/kennel
facility (Administrative CUP pending). There will be a 3-lane dog walking track upstairs. They had
also initially shown an outdoor run, but that has been removed as it is not allowed in a residential
area. There will be a retail area and a grooming/kennel area. This will be on the agenda for next
week.
PLANNING OFFICE ITEMS: Montana Academy — 1045 — 3rd Ave E — The Planning Board
recommended approval to the City Council of this CUP. The project will be taken to the City
Council at their meeting on July 7, 2014.
Beehive Homes Assisted Living — on Stillwater Road on the Foxtrotter project area. The Planning
Board recommended approval of their CUP for the use of the property. The Board modified some of
the conditions, as well as removal of the condition requiring improvements on Stillwater Road, and
made it a waiver of SID. They also removed the condition about their Protest to Waiver for the west
side interceptor. The project will be taken to the City Council at their meeting on July 7, 2014.
Growth Policy — The Planning Board had an extensive discussion on the Growth Policy, and tabled it
until their next Work Session on July 8, 2014.
OTHER BUSINESS: Bloomstone — Request for review of their modifications to the PUD as to
whether it is a minor or major change. We asked them for a formal request about their overall phase
approach for the PUD. They will be adding four apartments in an area that was supposed to be zero
lot line houses. They will be increasing the total number of dwelling units by 16, and will be losing a
row of 8-unit condominiums on the south side because of the widening and grading that happens for
Four Mile Drive. They may end up losing more of the apartment units on the southwest corner in
Phase 4. This will be on the agenda for next week.
Jerry Begg's Property north of Two Mile Road or Ten -Acres off of Three Mile Drive, south
side — Jentz and LeClair met with a developer that is looking at creating a multi -family, senior
affordable housing project.
Victory Commons — Freyholtz announced there will be a meeting on this on June 26th
Empire Estates/Parkridge Drive — There will also be a Public Awareness meeting on June 18th at
the Red Lion from 6 to 9 p.m. regarding the closing of Parkridge Drive and walls going in. MDT,
Public Works, and Planning will be attending.
