Resolution 5676 - Parking RatesCity of Kalispell 1_01 WO Post Office Box 1997 - Kalispell, Montana 59903 T Ii LM Telephone: (406) 758-7701 Fax: (406) 758-7758 A10.1VTAAVA To: Mayor Johnson and Kalispell City Council From: Doug Russell, City Manager Re: Resolution Establishing Parking Rates Meeting Date: June 2, 2014 BACKGROUND: At the work session on April 28, 2014, staff presented information related to forecasted revenues and expenditures, and policy components for the operation and maintenance of downtown parking. Additionally, staff presented service level options related to these respective municipal activities. The presentation identified challenges within downtown parking in respect to covering costs of annual maintenance and snow removal activities. It was also identified that revenues were not at a level to provide capital improvements in the future for the parking lots. The presentation from that night is attached to this memo. During the work session, Council provided staff guidance to move forward with increasing meter rates from $0.25/hr to $0.50 /hr. Council also guided staff to review an increase of three dollars per monthly parking permits as a means to generate additional revenue for the maintenance of the facilities. It is estimated that these increases would generate an additional $24,000 for the parking maintenance and enforcement program, and would be enough to cover the costs of these activities. This increase will not cover the costs of capital improvements, which will be an item of continued discussion as we look at the downtown area as a whole and identify long range planning associated with it. The parking advisory board has reviewed these rates and recommends moving forward with the increases (see the attached letter). Council has previously passed an ordinance establishing the rate setting authority for parking with the City, which previously existed with the Parking Commission. FINANCIAL IMPACT: The proposed rate structure is estimated to generate $24,000 that would be used for the maintenance and operation of the downtown parking program. ALTERNATIVES: Council may elect to amend or deny the proposed resolution and provide staff additional guidance. RECOMMENDATION: It is recommended Council adopt the Resolution 5674 establishing rates for downtown parking as identified in Exhibit "A." RESOLUTION NO. 5676 A RESOLUTION ESTABLISHING OFFSTREET PARKING FEES WITHIN THE CITY OF KALISPELL PURSUANT TO THE POWERS GRANTED TO MUNICIPAL GOVERNMENTS BY THE MONTANA CONSTITUTION ARTICLE XI SECTION 4, MCA 7-5-4101 AND MCA 7-1-4124 AND IN ACCORDANCE WITH KALISPELL CITY ORDINANCE NO. 1738 AND SETTING AN EFFECTIVE DATE. WHEREAS, the City of Kalispell is a municipality of the state of Montana with powers afforded to it pursuant to the Montana Constitution Article XI Section 4, MCA 7-5-4101 and MCA 7-1-4124 and it is therefore consistent with this authority that the City regulate its off-street parking including the setting of fees; and WHEREAS, on May 19, 2014 the City Council passed Ordinance No. 1738 on second reading in which it assumed the statutory authority of the previously decommissioned Kalispell Parking Commission; and WHEREAS, it is in the best interests of the City, its citizens and its visiting public that vehicular parking within the city, both on -street and off-street, be regulated in such a manner that the costs of providing such parking be primarily paid for through receipt of parking fees and fines; and WHEREAS, the City Council finds that the parking fee structure set forth in "Exhibit A" attached hereto establishes fair off-street parking fees that will contribute to the necessary revenue to defray the costs of providing the current level of service for such off-street parking to the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. It is hereby resolved by the City Council of the City of Kalispell that the off- street parking fee structure set forth in "Exhibit A" attached hereto and incorporated fully herein by this reference shall be and is hereby established. On the heels of potentially raising metered fees from $0.25/hour to $.50/hour, the board discussed raising more revenue through increasing fines, permit fees, and/or raising metered fees more than the current proposal. The board unanimously agreed that raising permit fees by $3.00/month would be an acceptable means of raising additional revenue to bring the division to or close to sustainability for operating costs. The board also unanimously opposed raising the metered fees more than $0.50/hour.
