Award Engineering Contract - Westside Interceptor ProjectKalispell Public Works Department 201 1" Ave E, Kalispell, MT Kalispell.com Works Depar-tm ent A0. r ­1_ :- I TO: Doug Russell, City Manager 5a '/ C: FROM: Susie Turner, P.E., Public Works Director SUBJECT: Recommendation for Engineer of Record — Westside Interceptor (WSI) Project MEETING DATE: June 2, 2014 BACKGROUND: The City of Kalispell 2008 Wastewater Facility Plan Update identifies a need to provide a west side sanitary sewer interceptor to serve the demands of future growth in Kalispell. Kalispell's existing west side sanitary sewer system is reaching capacity and triggered the need to move forward with the planning, design, and construction of the WSI. The 2008 Wastewater Facility Plan Update describes the WSI as three phases; 1) Spring Creek Interceptor, 2) Three Mile Drive Interceptor, and 3) Stillwater Road Interceptor. The WSI Project will be a sewer extension necessary to provide collection for growth in Kalispell within the 2011 Annexation Boundary and sewer conveyance from the intersection of Reserve Drive W and Hwy 93 N to the intersection of 9th St W and 5th Ave W. The planning and design for the WSI will require coordination with MDT; highway crossings; a railroad crossing; easements; possible land acquisition; sewer modeling of the interceptor for growth; property, topographic, and utility surveys; submittals to governmental agencies; design of gravity sewer, lift stations, and force mains. REQUIRED SERVICES: The services to be provided for this project include, but are not necessarily limited to: 1. Review, recommendation, and administration of all applicable grants. 2. Detailed Engineering report containing technical and economic assessments related to the optimum location, type, size, facilities, and estimated cost of the Kalispell WSI. 3. Identify land ownership and perform necessary land acquisitions for optimum location of the WSI. 4. Coordination and implementation of all permitting and public/private agency requirements. 5. Sewer modeling of existing sewer system and proposed WSI system to service the growth potential within annexation boundary. 6. Prepare engineering designs, drawings, specifications, DEQ submittals, and construction documents as required for the construction as deemed necessary by the City. 7. Administer bids for construction, as required, including such items as preparations of bid documents, pre -bid meetings, review of bids, and recommendation for award. 8. Provide construction management as deemed necessary by the City. In order to facilitate the completion of this project, the City advertised a request for Statements of Qualification. On April 30, 2014, the City received five (5) Statements of Qualification from the following local and regional engineering firms: APEC Engineering; HDR/ Advanced Engineering and Environmental Services, Inc; Morrison-Maierle Engineering; Robert Peccia and Associate (RPA), and Kadrmas, Lee, and Jackson (KLJ). The selection committee reviewed the five responses and selected Robert Peccia and Associate (RPA), as the most qualified firm based on several technical, experience, and performance criteria. ACTION REQUESTED: Motion to select Robert Peccia and Associate (RPA) as the Engineer of Record for the Westside Interceptor (WSI) Project. FISCAL EFFECTS: Wastewater Impact Fees will be utilized to fund the professional services for the WSI Project. FY 13/14 has $245,000 remaining in line item 955 Capital Outlay —Impact Fee Funds. FY 14/15 establishes two phased portions of the WSI Project for preliminary engineer and design including 958-Spring Creek Interceptor ($405,000) and 957-Three Mile Drive Interceptor ($145,000).
