PERFORMANCE BOND REMINDERS: Red Lion — They are looking for a release of their
$209,000 bond from 2006, which was replaced by the current mall owners' bond, which expires in
June. Crowley is working with them on this.
Prestige Assisted Living — Their Letter of Credit has been released per Fincher.
OLD BUSINESS: The Rock — 350 Heritage Way; 2,800 sq. ft., 2-story medical office with a
basement. They will need approximately 100 new parking spaces with this addition. They want to
consolidate this with the triangular -shaped lot to the south, because it is an excess parking area.
Public Works requirements for abandoning some of the services need to be resolved. Otherwise, their
utilities have been completed. As-builts will be coming in in a couple of weeks. This will be on the
agenda for the next meeting.
Starbuck's — 10 N Main; new coffee shop with drive-thru. This will be a 1,900 sq. ft. building
located on the corner of the Kalispell Center Mall property. Public Works is still waiting on the
Traffic Impact Study report. There is an issue at the intersection of 1st Ave W, coming into the mall
area. The mall has been asked to put in an elevated sidewalk but the owner wants it to stay as a
painted crossing. They need a sidewalk that connects Hwy 93 to the Red Lion. Because of backing -
out issues, the eight compact spaces need to be changed or taken out. They could then make it into
parallel parking with three spaces and include a sidewalk in that area. There needs to be a sidewalk
along Center Street. Public Works has a revised Drainage Report and new plans for Starbuck's to
review. This will be on the agenda for the next meeting.
Kalispell Kidds — N. Meridian; new pediatric dental office. The building is 7,823 sq. ft. The road
there is presently a driveway. They will need to deal with the property line down the middle. If they
come back later to do something else on this property, they will need to reconfigure it. This has been
through Architecture Review. We are still waiting for plans. This will be on the agenda for our next
meeting.
NEW BUSINESS: Radiation Oncology Building — 343 Sunnyview; expansion of existing medical
facility. The Rock is on one side, and the hospital is on the other side. It is an existing landscape area
right now, with a loading zone on the west of the property. They have enough existing parking, so
they may have a reduction of impervious surface. The walls will be 4' thick to contain the radiation.
Crowley met with them Tuesday. They want to close off Heritage Way from Sunnyview up to The
Rock entrance. They will set up a crane that will service both sites. They put in a handicapped ramp
at The Rock, but they will need to have a plan to get handicapped people and other pedestrians
through there with that road closure. They could deter traffic through their parking lot. Police and
fire are okay with the temporary road closure. Their front access needs to be ADA acceptable, along
with pedestrian access. Heritage Way would be open each night. This will be on the agenda next
week.
Montana Fresh Shrimp Co. - 707 West Center — proposed indoor shrimp facility. This is the old
Merganthaler building presently owned by Michael Blend. They will need to deal with their
ventilation issues. Their tenant space is in the middle. There is an existing computer repair business
in the building. The parking is presently gravel. We will need to decide how much we want to
address at this time as far as required paved parking, sidewalks, etc. We do have an approved site
plan from the past when we approved the Auto Repair business that we could build off of If they are
very successful with their shrimp operation, they would be interested in buying the building and
converting the whole building to that use. This will be on the agenda next week.
Neal Dental — Commons Loop; new dental office (preliminary review) — We have looked at this
project previously in 2006. This will be a two-story building, with the dental office above and
medical offices below. There will be parking above and below. Storm drainage is collected on this
site, and there is apparently something built on the neighboring lot to the north that can handle the
additional flow. They have some letters in that regard. This project is the furthest to the south, and
the last one where the road dead ends. There is a turnaround area. Parking ratios are 1:300 now for
medical, so they will have more room for landscaping. They could use the middle area on the upper
lot for their 5% landscaping. The owner wants to add an elevator and a little bigger foyer. They will
have retaining walls on both sides. The stairs provided will be interior. They will need a pedestrian
connection from the building to Commons Loop.
PLANNING OFFICE ITEMS:
Rail Industrial Park — near the old McElroy & Wilken gravel pit site. The preliminary plat for the
Rail Industrial Park 20-lot subdivision recommendation was approved by the City Council. They
agreed to pedestrian access on one side. At this point, we are waiting to see if the TIGR Grant comes
through.
Beehive Homes Assisted Living — on Stillwater Road near the intersection where the former
Parkridge Road comes out. An application for a CUP will be going to the Planning Board June 1 Oth
Montana Academy — 1045 — 3rd Ave E - They are looking at a CUP for a fourth group home. They
already have two on the east side and one on the west side. They have a maximum of eight or less
people in each home. These are transitional high school students from their campus in Marion (Lost
Prairie) that come into town to the group homes. Going to the Planning Board June IOt''

Growth Policy — LeClair will be meeting with community groups regarding the Growth Policy that
they have been updating over the last few months. The Planning Board will be having a Public
Hearing on the Growth Policy, and then forward it to the City Council for adoption sometime in July.
Moore -Schreiner Property —1500 P Ave E annexation. This is an existing Quonset hut. They are
connected to City water, but need to annex to get connected to City sewer. This will be going to the
Planning Board on May 13th
OTHER BUSINESS:
Burger King — Plans will be coming in for a new Burger King at the south end of town on the
Outlaw Inn property. There will probably be a second restaurant on that property, too.
Flathead County Fairgrounds — Public Works is reviewing plans for replacing some water and
sewer, and for some storm. Parker noted they are also going to be doing a reroof on the existing
grand stand, tearing out the announcer's booth on the top, and then redoing all the handicapped
accessible platforms that they have. They will also be resurfacing their paved areas.
Flathead High School — LeClair will be meeting next Wednesday evening at the FHS to talk with the
neighborhood to discuss the parking situation around the high school. The neighborhood committee
would like to talk with their neighbors about establishment of a parking district around the high
school.
