02-20-14 Parking Commission MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: February 20, 2014 Location: KPC Conference Room In attendance: Mark Pirrie, Janet Clark, Joel Schoknecht and Captain Wade Rademacher Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:35 a.m., By: Mark Pirrie 2. Approval of the Agenda: Moved by Joel, second by Janet. 3. Approval of December 2013 Board Meeting: Moved by Janet, second by Joel. 4. Unfinished Business: The City Manager spoke with Council about having a workshop to discuss the possibility of raising the meter and ticket machine fees. The proposed amount for the new rate is an increase from .25 to .50 per hour. If approved, the increase would not take effect until the new fiscal year which begins July 1st. The funds for the purchase of new meters for the Valley Bank Lot are available now and must be used by July I". Wade is thinking that if we order them in May we should have them set up and running by July I". Wade would like to stress the point that it is not a matter of increasing the fees just because others are doing so. It is to help cover the lot expenses. The money we have budgeted for the lots is not enough to maintain them and cover snow removal. We are currently almost $6,000 over for snow removal. The bills are getting paid but are being taken from the Police Departments budget. The Police Department has to subsidize the amount by using funds allocated for overtime, training, and vacancy openings. By raising the amounts on the meter and ticket machines, we should be able to cover the lot expenses with the Parking budget and not have to be borrowing from the Police Department. Charlie is working on a contract with First Interstate for us to sell 10 permits in their lot south of Al Vacuum and south of Blacktail Mountain Books. Possible rates for the permits were discussed. Currently the most expensive permit is $26 per month with 6- month purchase (Valley Bank and Eagles Lots) and the least expensive permit is $13 per month with 6-month purchase (Methodist and Northeast Lots). 8.
