Acceptance - CDBG Planning Grant40No — i N 1u_ To: Doug Russell, City Manager,G�-�, Cc: Tom Jentz, Planning Director From: Katharine Thompson, Community Development Manager Re: Community Development Block Grant (CDBG) Planning Grant award acceptance on behalf of Flathead County Meeting Date: January 21, 2014 BACKGROUND On January 9, 2014, Governor Steve Bullock's office announced that the City of Kalispell's application, submitted on behalf of Flathead County, to the Montana Department of Commerce Community Development Block Grant program for a $30,000 Planning Grant was awarded. Please see the grant announcement attached. The purpose of this funding is to evaluate the existing conditions of the County's system of senior centers through a Preliminary Architectural Report (PAR): This report will determine existing building conditions at each location, assess needs at each facility and investigate options for meeting the needs of Flathead County seniors through these facilities. The Kalispell facility is located at 403 Second Avenue West and the County operates similar facilities in Bigfork, Columbia Falls and Whitefish. FISCAL IMPACT The CDBG Planning Grant application would be submitted requesting $30,000 with a $10,000 match provided by Flathead County. RECOMMENDATION It is recommended that City Council accept the Community Development Block Grant (CDBG) Planning Grant award in the amount of $30,000 on behalf of Flathead County to conduct a Preliminary Architectural Report (PAR) on all its Senior Centers in Flathead County. Abel, Communications Director, Department of Commerce, (406) 841-2557 Bullock Announces Grants to Improve Public Housing and Infrastructure for 20 Communities across Montana (Helena, MT) — Governor Steve Bullock announced awards totaling more than $400,000 to 20 communities across Montana through the Community Development Block Grant (CDBG) program at the Montana Department of Commerce. "From Kalispell to Miles City, cities and counties across Montana will be able to better plan for future growth and development," said Governor Bullock. "The projects will equip community leaders with the resources needed to create long-term solutions to critical housing and infrastructure needs." The CDBG planning grants will help cities and counties throughout Montana conduct various housing and public facility planning activities, such as the preparation of and updates to local growth policies, housing plans, capital improvement plans, and similar long-range planning documents. Several of the grants will go to Eastern Montana communities to assist them in planning for future impacts to public services and facilities as a result of the increase in oil and gas development. The recipients of CDBG funds include: • Custer County, $15,000 • Dawson County, $30,000 • Town of Flaxville, $1,000 • City of Glasgow, $15,000 • Miles City, $15,000 • Sheridan County, $18,000 • Town of Westby, $10,000 • Town of Broadview, $12,000 • Butte -Silver Bow, $30,000 • Carbon County, $30,000 • City of Deer Lodge, $20,000 • City of Harlowton, $15,000 • Town of Ennis, $30,000 • City of Kalispell, $30,000 • Lewis & Clark County, $30,000 • Meagher County, $29,682 • City of Red Lodge, $20,000 • Sanders County, $10,000 • Toole County, $15,000 • Yellowstone County, $30,000 CDBG planning grants are made available annually for award by the Montana Department of Commerce through the U.S. Department of Housing and Urban Development (HUD). The Community Development Division at the Montana Department of Commerce awards planning grants to local government applicants. Each eligible entity may receive up to $30,000 in CDBG planning grant funds, which require a 1:3 match with local or other funds.
