RE: Annual Board Appointments
At the first regular council meeting in May, a number of board appointments need to be made.
Notice of the board openings was placed in the Daily Inter Lake, on the city's website, and sent to
all media outlets. Letters of interest received by the April 18 deadline have been reviewed to
ensure that all applicants are eligible to serve. The applicants and their specific board requests are
noted below.
Conrad Mansion Board (1 opening): Vanessa Ceravolo
Downtown Business Improvement District Board (1 opening): Pain Mower
Impact Fee Committee (3 openings): Justin Ahmann, Merna Terry, and Jeff Zauner
Planning Board (4 openings): Karlene Osorio-Khor, Charles Pesola, and Matt Regier
Poigce Commission (1 opening): Sam Herbert
Street Tree Committee (2 openings): Andrea Davidson
Technical Advisory Committee (1 opening): Tim Larson
Urban Renewal Agency (3 openings): Marc Rold
No letters of interest were received for the following:
Board of Adjustment (3 openings)
Economic Development Revolving Loan Committee (1 opening)
Parking Advisory Board (2 openings)
RECOMMENDATION: Mayor Johnson offer recommendations for all of the boards,
followed by a member of the council making one motion to accept the recommendations and
confirm the appointments.
ALTERNATIVES: Mayor Johnson offer recommendations for each board separately, followed
by individual council motions to accept the recommendation and confirm the appointments. If the
Mayor's recommendation is rejected by the majority of council, "the Mayor shall entertain a
motion from any other council member recommending another applicant for the position..."

Dear Mayor Johnson and Members of the Kalispell City Council:
I am writing this letter to request reappointment to the Conrad Mansion Board of
Directors. During the annual meeting of the Board on March 25, 2014, 1 was elected to serve as
the Vice President even though my term expires next month.. I was asked b;r our Immediate Past
President to submit this letter requesting .reappointment and to express my interest in continuing
to serve on the Board.
It has been my honor and privilege to serve on the Conrad Mansion Board of Directors
these past several years. I have thoroughly enjoyed working with all the members of the Board
and wish to continue to do so. I believe I have made a valuable contribution as a Board member,
especially in my capacity as an attorney.
I first toured the Conrad Mansion in 1976 when it was opened to the public after being
gifted by the Conrad family to the City of Kalispell around 1974, I was 17 years old and a senior
at Flathead High School.. I fell in love with the Mansion then and feel fortunate ,low to serve our
community in the preservation of this grand historical home, which is an il"Uportant part of our
City's heritage and history.

Re: Planning Board Appointment
Dear Mayor Johnson:
I am a downtown business person and manage a limited liability company owning property on Main
Street in Kalispell. I also reside in Kalispell and most recently ran for City Council in Ward 3.
I am interested in serving on the Planning Board and was hopeful, even eager, to apply for one of the
openings upon learning of your interest in providing diversity to the various boards and committees
serving our city. I had noted the gender inequality on the Planning Board but that is not the sole reason
I am writing this letter of interest. Of course, I do think boards and committees are better served with
both genders present and contributing.
Planning Boards are so important to the growth and design and vision of a community. In many
instances, the work of the Planning Board reflects the economic health and well-being of a city. I want
to be a part of that vital work and I think I am uniquely qualified to contribute to the discussion and
review of projects important to individual citizens, developers and the community as a whole.
I am also one who has directed comments to this City Council to encourage the appointment of new
faces to boards instead of the continual reappointments of the incumbents to the same positions and to
promote a term limit for service on same board or committees. I strongly suggested each chair for each
committee or board should be required to orally present a report to the City Council in order to not only
advise or report to City Council but to make the citizens of Kalispell aware of the functions, duties and
results of the various committees and boards serving the community.

Dear Mayor Mark Johnson,
I am interested in re -applying for a position on the board for Street Tree Commission. I have
been a city resident since July of 1998, am a life-long Flathead Valley resident, and have served
on the board since 2009.
I am particularly interested in remaining on the Street Tree Commission because of the issues
related to several variety of trees. I have two majestic Elms trees on my boulevard, and have
been vested in the city dealing with the Dutch Elm Disease. Since serving on the Street Tree
Commission I have participated in the Fall & Spring Recycling Drives, Arbor Day presentations
to the City Council, notifications to residents on care of newly planted boulevard trees,
conferences for Small Town Street Tree Boards, contributed to articles written for the local
newspaper; and have regularly attended board meetings.
I contribute regularly to the Arbor Foundation and know their philosophy that the best managed
urban areas have a variety of trees to lessen the impact of a disease or drought, climate change,
etc.
I feel I can offer guidance and suggestions on this board, and can continue to learn all the issues
surrounding trees and urban forests.
