MEETING: May 5, 2014
BACKGROUND: The Digester Gas Room Piping and Equipment Replacement Project replaces
piping, valves, low gas pressure monitoring device, condensate and sediment traps, flame trap
assemblies, pressure relief assemblies, gas meters and all equipment in the Gas Equipment Room
at the Kalispell WWTP.
Bids for the project were opened on Thursday, April 17'', 2014. One responsive bid was
received. $100,000 was budgeted for this project.
Contractor Base Bid
Diamond Plumbing and Heating, Inc. $ 108,000.00
References for Diamond Plumbing and Heating were checked and they were determined to be a
responsible contractor, successfully completing projects of similar scope and magnitude.
STAFF RECOMMENDATIONS: Award the bid for the Digester Gas Room Piping and
Equipment Replacement Project to Diamond Plumbing and Heating for the lump sum amount of
$108,000.00.
ACTION REQUESTED: Motion to award the Digester Gas Room Piping and Equipment
Replacement Project to Diamond Plumbing and Heating for the lump sum amount of $108,000.
FISCAL EFFECTS: The project will be funded by the Sewer Fund through the Wastewater
Treatment Plant Machinery & Equipment line item (5310-455-430645-940). Although the bid is
higher than the budgeted amount, other projects under this line item will not be completed this
fiscal year, leaving $227,920 available under this line item. Additionally, in an effort to reduce
the contract price, a change order will be issued to change the specified thermal mass metering
system to a replacement of the mechanical metering currently in place. This change has been
discussed with the bidder.
ALTERNATIVES: As suggested and approved by the City Council.
