Bids for the Project were opened on Thursday, April 10, 2014. One responsive bid was received and reviewed for completeness by HDR Engineering. HDR evaluated the bid and the certified bid tabulation is attached. The engineer's estimate for this project was $96,935. Contractor Swank Enterprises Base Bid $159, 000 STAFF RECOMMENDATIONS: Staff recommends exercising the right to reject the bid for this project and re -bid the project in the fall of 2014. To reduce project costs, City staff will perform components of the demolition and installation internally. The contract documents will be modified and repackaged accordingly for re -bidding in the fall. ACTION REQUESTED: Motion to reject the Biosolid Dewatering Project to Swank Enterprises. FISCAL EFFECTS: The project will be funded by the Sewer Fund through the Wastewater Treatment Plant Capital Outlay- Replacement Funds (5310-455-430640-940). Box 1997 Kalispell, MT 59903-1997 RE: Biosolids Dewatering Project Bid Dear Susie: Swank Enterprises of Valier, Montana with offices in Kalispell, Montana was the sole bidder for the above referenced project. We have evaluated the bid and information required of bidders. Please find a certified bid tab attached for your records. A breakdown of Swank's bid and the engineer's estimate is included in the table below. We understand the City has budget constraints and would like to consider alternative methods of completing the project. As the City of Kalispell's engineer on this project we recommend the City reject Swank"s bid and re -bid the project in the fall of this year. To reduce costs of installing the new volute press, City staff could perform some of the demolition and removal of the existing belt filter press. The contract documents will be modified and repackaged accordingly for re -bidding this fall. An effort will be made to reach out further geographically to try to garner additional interest in project. The volute press will be shipped to the site as planned and stored on site until installation later this year.
