HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Crowley received a call from the Red Lion, requesting
the release of their $209,000 Letter of Credit bond that is valid until June of this year. Once Goodale
and Barbieri provide their replacement bond, we can release the Red Lion bond.
Ashley Heights — LeClair received a call from one of the neighbors on Bismark, asking when the wall
is going to be built for Ashley Heights. He will call Turner to find out when they will begin
construction of this wall.
OLD BUSINESS:
Three Rivers Bank — 223 East Idaho — review of bank addition. Fincher will look at their
landscaping plan. They are now showing a retaining wall. Public Works will review their new plans.
Crowley noted the stacking for the ATM only shows two spaces. Parker will be reviewing their
building plans soon. This will be on the agenda for next meeting.
The Rock— 350 Heritage Way; 2,800 sq. ft., 2-story medical office with abasement. This project is
basically on hold. This will be on the agenda for next meeting.
Starbuck's — 10 N Main; new coffee shop with drive-thru. This will be a 1,900 sq. ft. building
located on the corner of the Kalispell Center Mall property. We should be receiving their final plans
soon. Public Works is waiting on their Traffic Impact Study and their drainage resolution. They will
discuss combining their stormwater treatment with the mall per Wargo. Haskins discussed their
fencing on the west side of their site. We could ask for fencing along Center Street to block
headlights also. This will be on the agenda for next meeting.
NEW BUSINESS: None.
Pediatric Dental Office — on Meridian. Coming in for Architecture Review.
PLANNING OFFICE ITEMS:
Rail Industrial Park — near the old McElroy & Wilken gravel pit site. We are taking the preliminary
plat for the Rail Industrial Park 20-lot subdivision to the Planning Board next Tuesday. The
annexation and initial zoning was approved by the Planning Board and will be going to the City
Council on Monday. Jentz noted that we will be including the pedestrian trail as a fundable
requirement with the industrial park. This is a 23 million dollar project. The TIGER Grant. The
tracks will be taken out, Cenex will relocate, and the trail will go in from the bridge over U.S. 2 going
all the way to Meridian. We took 4 million dollars of TIF money, and have recommended the money
be pledged to the overall project. This would mean the trail gets built with 10-foot concrete with
benches, lights, road crossing, and money to purchase some of the land from BNSF if they do not
want to donate. Also, one million dollars was budgeted for street crossings, including the streets, the
sidewalk, curbing, sewer and water extensions, etc. for redevelopment of that area.
Ray of Hope Homeless Shelter — 5th Ave W and I st St W. This is for a Conditional Use Permit that
was approved by the Planning Board and has been forwarded to the City Council for Monday. Once
approved, they will be starting on some architecture and site drawings.
Bright View Subdivision — The mylars that were signed by the State have been returned. We have a
letter from the engineer on the storm drainage certification. This will be going to Council on May 5th.
Freyholtz stated that they will have to do the striping because MDT will chip seal that with their
project out there and do the final striping. Remind them of maintenance bond for all of the public
infrastructure they need to install. They sent their as-builts this week. The Final Plat needs to come
in, as well as the bond and requested documents before their C of O will be issued. Sorensen noted
they need to stripe the parking lot, put in their handicapped parking, install their lighting, and Fincher
noted the landscaping needs to be completed.
OTHER BUSINESS:
Mountain Vista Estates: They are working on solutions to get something in for Final Plat this
summer. They will be doing a Phase One with seven lots at the north end and extend further down.
Mountain Vista Way was supposed to go through to another subdivision that was approved but then
expired years ago called Cottage Gardens, so they are looking at trying to get an easement on that
Cottage Gardens property. They will be using a step system for sewer. Bigger pumps would need to
be used with certain specifications.
Beehive Homes on the Foxtrotter Property — They will be coming in in May with an application for
a Conditional Use Permit for an assisted living facility on Stillwater, across from where Parkridge

comes out onto Stillwater. They are looking at initially two facilities, an assisted living home with 16
beds and a memory care facility with 19 beds. A second phase would be another two buildings the
same size, and four duplexes as an independent living area.
Ashley Park, Phase 9 — Triangular piece of property south of Merganser. They would like to submit
a new Preliminary Plat Application.
MacKenzie River Pizza by Cabela's — We met with Toby McIntyre from Jackola regarding river
rock that was used at MacKenzie north. Since river rock is not allowed in our specifications, they are
trying to come up with something else to use.
Courthouse Trail — Jentz met with Mike Pence from the County and discussed the couplet around
the Courthouse. The City, County and MDT are working together to create the west side of the
courthouse into a pedestrian campus mall for walking. The east lane would have three lanes around
the Courthouse and go down Main Street.
