SUBJECT: Roof Liner Replacement — WWTP Digester Building

BACKGROUND: The Roof Liner Replacement Project for the Digester Building at the
Wastewater Treatment Plant (WWTP) replaces the existing roof liner with a fully adhered PVC
membrane. The existing EDPM (synthetic rubber) roof liner was installed in 1984 as part of the
original construction. The existing roof liner has outlived its 10 year design life, and is
beginning to deteriorate.
Two alternatives were bid. Bid Alternative 1 would remove the existing ballast rock, roof liner
and insulation. Existing insulation which could be salvaged would be reused. Insulation needing
replacement would be done as approved by the City and paid for by the square foot. A 20 year
warranty on the PVC membrane only and a 2 year warranty on workmanship would be provided.
Bid Alternative 2 would remove the existing ballast rock, roof liner and insulation. An all new
roof liner system would be installed, including new insulation. A 20 year warranty on the entire
roofing system and a 2 year warranty on workmanship would be provided.
Bids were received and opened on March 20, 2014 at 2:30 PM. Two responsive bids were
received and were within the project budget.

References for Summit Roofing were checked and they were determined to be a responsible
contractor, successfully completing projects of similar scope and magnitude.
Bid documents and specifications were developed prior to adoption of Council Ordinance 1734
amending the City Managers procurement authority limit to $80,000. Advertised bid documents
specified the recommended lowest bid for this project will be approved through Council action.
STAFF RECOMMENDATIONS: Award the bid for the Roof Liner Replacement — Digester
Building — Kalispell Wastewater Treatment Plant Project to Summit Roofing for Alternative 2 in
the amount of $36,653.
ACTION REQUESTED: Motion to award the Roof Liner Replacement — Digester Building —
Kalispell Wastewater Treatment Plant Project to Summit Roofing for Alternative 2 in the amount
of $36,653.
FISCAL EFFECTS: The project will be funded by the Sewer Fund through the Wastewater
Treatment Plant Buildings line item (5310-455-430640-920), which has a remaining balance of
$54,893.
ALTERNATIVES: As suggested and approved by the City Council.
