4. City Council Travel Authorization - TIGER Grant VI/Core Area RedevelopmentCityKalispell P of a spell Post Office Box 1997 - Kalispell, Montana 59903 Telephone: (406) 758-7701 Fax: (406) 758-7758 To: Mayor Johnson and City Counc' From: Doug Russell, City Manager - Re: Approval of Council Travel Related to Core Area Redevelopment Meeting Date: March 3, 2014 BACKGROUND: At recent council meetings, I informally discussed the opportunity to meet with our Federal representatives and respective Federal agencies to discuss matters related to the Core Area and the development of a rail park. This is not only an opportunity to meet with officials as it relates to possible funding from the TIGER grant program, but also to discuss how our redevelopment efforts are related to other agencies such as the Department of Transportation and Economic Development Administration. As we anticipate the TIGER grant application process opening this spring, we have identified April 9 —12 as a travel period to discuss these activities with our representatives and agencies in Washington, D.C. Per our adopted Council Policies and Procedures, Section 6.1.1, Council travel expenditures need to be pre -approved. As such, we would like the Council to approve travel for up to 6 Council members for this trip. ALTERNATIVE: There was discussion at the last meeting about how many members should be approved. If Council decides that they would like to limit the number of members traveling, they can make that adjustment to the recommended motion. FISCAL IMPACT: It is estimated that costs would be approximately $2,000 per council member. As the activity and the primary purpose of this trip is to discuss matters related to efforts in the Core Area redevelopment, funding would come from our redevelopment line item for which we have budgetary authority in the 2014 fiscal year budget. RECOMMENDATION: It is recommended the City Council move to authorize travel to Washington, D.C., for up to 6 members of the City Council.
