BACKGROUND: Each March the city advertises for upcoming board openings. Council recently
determined that due to the high number of current vacancies, notice should be published now in
addition to our March advertisement.
Notice of current board vacancies was placed in the Daily Inter Lake, on the city's website, and sent
to all media outlets. Letters of interest were due by 5:00 p.m. on Friday, February 7. Letters received
are attached and have been reviewed to ensure that all applicants are eligible to serve. The applicants
and their specific board requests are as follows:
City -County Board of Health (1 vacancy): Duane Larson and Rebecca Sturdevant
Impact Fee Committee (2 vacancies): Jim Cossitt
Planning Board (1 vacancy): Doug Kauffman, Steve Lorch, Karlene Osorio-Khor,
Steve Lorch, George Warner, and Jeff Zauner
Solid Waste Board (1 vacancy): Rick Hull, Hank Olson, and Greg Schroeder
RECOMMENDATION: Mayor Johnson offer recommendations for each board followed by a
member of the council making one motion to accept the recommendations and confirm the
appointments. If any council member wishes to remove a board appointment for a separate vote, an
amendment would be in order.

Please consider this letter as an application to be re -appointed as City of Kalispell
representative on the Flathead County City -County Health Board.
I have been a very active board member. I have participated in all retreats and
strategic planning sessions. I serve on several committees, Budget, Personnel, Home
Health, and as the Community Health Center liaison. The only one of these functions
that does not meet at a mid -day time is the Community Health Center board which meets
on the last Monday evening of each month. Since I retired from the City Council, I am
able to commit the time needed to serve on the Health Board, an average of seven hours
monthly.
The current Board of Health is made up of Three (3) retired Physicians/Surgeons, one
(1) County Commissioner, a CPA, and a Professional Engineer. I believe that my
presence on the Board helps with the diversity issue.
My experience on the Kalispell City council led me to believe that they weren't
interested in a monthly routine report. If an issue relevant to the City was discussed I
reported that issue to the Public Works Director. Some relevant issues that I remember
are air pollution, PPM10 (Particulate matter 10 microns or larger) sewage issues, open
burning, paving streets, and alleys, use of sand on parking lots and streets etc.
Since the B.O.H meetings are on the P Thursday each month, if the council desires, I
will provide a written report via E-Mail after each monthly meeting. Relevant issues will
be reported after each issue, and followed up with verbal reports to City Manager, Mayor,
and Public works Director.

I am writing to express interest in appointment to the Planning Board for the City of Kalispell.
I believe that planning is a very important process in order to maintain the lifestyle most of us
enjoy. I am a long term resident of the Flathead Valley. I was raised on the eastside of the
valley and have been a home owner and lived in Kalispell proper for the last twenty years.
I have been an employee of a regional civil engineering firm for over twenty four years and
have represented clients in front of planning boards and city councils for development projects.
I have accumulated a knowledge base and perspective during my experience that I believe
would prove a valuable resource for the board.
Another life experience I enjoyed was serving on the Board of Directors for the Kalispell Golf
Association (KGA). I was elected twice (three year term/six years total) to the KGA Board,
serving as the president for four years. I have experience participating in and conducting public
meetings which I believe are other important skills I would bring to the planning process.
As a long term resident of Kalispell, with a knowledge base and skill set I believe would be
assets to the planning process, I would like participate in the planning process and would like to
volunteer for the position available on the Planning Board.

Dear Mayor Johnson:
I am a downtown business person and manage a limited liability company owning property on Main
Street in Kalispell. I also reside in Kalispell and most recently ran for City Council in Ward 3.
I am interested in serving on the Planning Board and was hopeful, even eager, to apply for one of the
openings upon learning of your interest in providing diversity to the various boards and committees
serving our city. I had noted the gender inequality on the Planning Board but that is not the sole reason
I am writing this letter of interest. Of course, I do think boards and committees are better served with
both genders present and contributing.
Planning Boards are so important to the growth and design and vision of a community. In many
instances, the work of the Planning Board reflects the economic health and well-being of a city. I want
to be a part of that vital work and I think I am uniquely qualified to contribute to the discussion and
review of projects important to individual citizens, developers and the community as a whole.
I am also one who has directed comments to this City Council to encourage the appointment of new
faces to boards instead of the continual reappointments of the incumbents to the same positions and to
promote a term limit for service on same board or committees. I strongly suggested each chair for each
committee or board should be required to orally present a report to the City Council in order to not only
advise or report to City Council but to make the citizens of Kalispell aware of the functions, duties and
results of the various committees and boards serving the community.

landfill during much of my 16 years as a reporter for the Daily Inter Lake, and attended

I, Hank Olson, am a longtime resident of Kalispell. I have served two terms as a
City Council member and I am a past Mayor of Whitefish.
I am requesting you to reappoint me to the Flathead County Solid Waste Board as
Kalispell's representative. Over the past twelve years of serving on this board I have
gained vast knowledge of the inner workings of the Solid Waste Board and have much to
offer in this position. I have held the position of Chairperson for the past six years. There
are many county projects to be continued. I take this position very seriously and have
missed only one meeting in twelve years.
In November, I, as the Chairperson, said I would create a task force to study a
recycling plan for Flathead County. I would like to be reappointed to place this plan in
place to make recycling more cost effective and efficient.

Dear Ms. White:
My name is Greg Schroeder. I am interested in taking on the responsibility of serving as
the City of Kalispell representative on the Flathead County Solid Waste Board. I feel
that serving on the Solid Waste Board is the best way for me to utilize my mix of
experience and skills for the benefit of my fellow citizens and taxpayers.
My wife and I purchased a home in Kalispell in March of 2011. Prior to that, my family
and I lived in Lakeside for eight years. I have used the county's rural waste collection
sites in the past, and I'm a current recipient of city waste collection services, so I can
understand both perspectives. I have reviewed the minutes of the Board's meetings in
2013, and I attended the most recent Board meeting in January. I think I have a fair
understanding of the challenges and issues that the Board deals with, both ongoing and
on a meeting -by -meeting basis. I see the Board's primary task (and challenge) is to
operate the landfill and rural collection sites within the constraints of the resources
available while protecting the long term interests of all taxpayers.
During and after college I worked for the Kootenai County Solid Waste Department in
North Idaho. At KCSW I became familiar with basic transfer station and landfill
operations. More importantly, my experience gave me an understanding of the long
time scale upon which a landfill operates. For the past fifteen years I have worked in all
facets of the cabinetry industry. My contracting experience has given me the
opportunity to learn business management and decision -making skills. While I am a
cabinetmaker by trade, I am an economist at heart. Doing business with clients and
vendors continuously underscores the role that incentives play in allocating scarce
resources. Coupling my skills and experience with a desire to serve, I think I am well
equipped to be the City's representative on the board.
