SUBJ: City Shops area Project
As you are aware, during a recent Safety & Facilities Audit in the City Shops area this year, the
team identified a potential problem area that requires your attention and possible action.
In the midst of all the buildings in the City Shops Complex there stands an old wooden, two
story structure. It was identified as Building 1428 and also as Building #8. Upon close
inspection of the structure the team found it to be extremely unstable. The building is currently
being used by several departments of the City to store an array of different material. The Police
Department stores confiscated bikes in the building as well as some evidence storage. The
Vehicle Maintenance Department stores parts from destroyed police cars, in case they might be
usable in the future. Unfortunately, a lot of the parts belong to police cars the City no longer
uses.
Some of the safety violations were corrected on the spot, such as, the storage of tires in that
location. The team did not go upstairs because the stairwell appeared to be unsafe to ascend.
The structure is sitting on concrete pillars and it leans badly. The safety team asked the building
department to look at the structure for stability and they declared it unsafe.
The decision as to what to do about the situation rests with your office. I have attached an aerial
photo of the Shop Complex to explain my recommendations:
1. Immediately demolish the building know as Building 1428 and clear the spot for
development.
2. Construct a metal building on the location that will match the existing Sign & Signal
building. The new structure would be a steel structure that would attach to the current Sign &
Signal building. It would be approximately 40' deep and 60' long with three overhead bay
doors.
For planning purposes I have estimated the costs (subject to engineering specifications) as
follows:
Excavation of the site $10,000
Concrete footings and flooring $37,000
Steel building to match existing building $40,000
Construction of the steel building $21,000
Utilities, Heating, Electrical, etc. $16,000
Estimate $124,000
If you contract the structure out, add P & O $ 24,000
Total estimated Bid $148,000
As far as the usage of the new structure, there is plenty of need in the Shop Complex. Sign &
Signal currently uses two bays of their shop for manufacturing of signs and storage. At least half
of the new structure could be dedicated to Sign & Signal and free up the two bays for vehicle and
equipment storage. There is plenty of need for heated inside storage in this climate.
