KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, CHAD GRAHAM, PHIL GUIFFRIDA, RANDY
KENYON, TIM KLUESNER, AND WAYNE SAVERUD WERE PRESENT. COUNCIL
MEMBER KARI GABRIEL ARRIVED AT 7:02 P.M.
Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Theresa White,
Captain of Administration Wade Rademacher, Community Development Manager Katharine
Thompson, and Deputy City Clerk Judi Funk.
Mayor Johnson called the meeting to order, administered the oath of office to incoming council
member Sandy Carlson, and led the Pledge of Allegiance.
A. AGENDA APPROVAL
Atkinson moved to approve the Agenda. The motion was seconded.
There was no discussion.
The motion carried unanimously upon vote.
B. CONSENT AGENDA APPROVAL
1. Council Minutes — Regular Meeting; — January 6, 2014
2. Acceptance — CDBG Planning Grant
The city, on behalf of Flathead County, has been awarded a Community Development Block
Grant in the amount of $30,000 to evaluate the existing conditions of Flathead Valley senior
centers.
Saverud moved to approve the Consent Agenda. The motion was seconded.
There was no discussion.
The motion carried unanimously upon vote.
C. PUBLIC COMMENT
Joe Unterreiner, Kalispell Chamber President and CEO, presented the annual report and noted the
top priority is transportation infrastructure, including adding more flights to GPI. He encouraged
council to send a representative to a meeting being held in Whitefish on January 30 regarding the
flights.
Jerry Begg, 220 Woodland Avenue, once again requested his building issues at 305 2nd Avenue
West be placed on an Agenda.

D/1. ORDINANCE 1734 — AMENDING ORDINANCE 1166 —1ST READING
This ordinance amends Chapter 2 Article 1, of the Kalispell Municipal Code regarding the
limitations on the authority of the city manager to execute bonds, notes, contracts, and written
obligations.
Russell gave a report and answered questions.
Public Comment
None.
Kenyon moved first reading of Ordinance 1734, an ordinance amending the Administrative
Code of the City of Kalispell enacted as Ordinance No. 1166 and codified in the Kalispell
Municipal Codes at KMC 2-29 regarding the limitations on the authority of the city manager
to execute bonds, notes, contracts and written obligations of the city council, declaring an
effective date and authorizing the city attorney to codify the same. The motion was seconded.

The motion carried unanimously upon roll call vote.
E. MAYOR/COUNCIL/CITY MANAGER REPORTS (No Action)
Russell announced the January 27 work session will cover the sewer model update. He said the
councils' iPADs have arrived and will be configured shortly.
Mayor Johnson announced he will be gone for the February 3 meeting, and he is planning on
attending the meeting in Whitefish on January 30. He also encouraged the public to apply for
committees and requested that committee reports be added to the Agenda.
