MONTHLY BOARD MEETING MINUTES

All Bright has been chosen to shovel the sidewalks this snow season and Double
Diamond has been chosen to plow the lots.
8. New Business:
Representatives from Valley Bank, Glacier Bank and First Interstate Bank attended the
meeting to discuss what their expectations are for the monitoring of their lots. Dan
Hensley (Valley Bank), Connie Tuman (Glacier Bank), and Jolynne Worrell and Toni
Nanini (First Interstate Bank) attended the meeting. The current signage in the three
main bank customer lots state that they are 1-hour customer parking lots, monitored by
the Kalispell Parking Commission. We are not currently monitoring the bank "customer"
parking lots.
Charlie Harball (City Attorney) attended the meeting to provide guidance on lease
agreements and to answer questions. Charlie would like to see the signs read "short
term" parking rather than stating a time limit.
First Interstate would like to have all 3 of their lots monitored. They have 2 smaller lots
and the main customer lot. They would like to have the customer lot checked at least a
couple times a day. They suggested mid -morning and early afternoon. Charlie said that
in order to monitor the lot there needs to be some public spaces available. We cannot
send our law enforcement out to issue tickets in private lots just because they have that
authority by ordinance. We cannot monitor a private lot unless there is a public aspect to
it. In exchange of the banks providing customer parking, our ordinance allows us to issue
tickets in their lots.
Jack is concerned that short term parking would force people onto the street and as soon
as he marks the street they will roll back into the lot.
Mark confirmed that we are no longer dismissing tickets for bank employees who fail to
display their permits.
