Present: Shirley Miller, Betty Norem, Mark Munsinger, Everit Sliter, Rick Champoux, Rita
Fitzsimmons, Gayle Vidal Board, Teri Florman, Chris Prior - Staff
Rita called the meeting to order at 8:05am. The January 20th minutes were approved.
Teri's updates included:
• Sidewalk - The front sidewalk will not be repaired by the City until Spring, 2005. Board
members recommended that gravel be placed over the broken sidewalk in the interim and that
Teri request that the driveway be regraveled by the City or the County.
• County Commissioners Resolution for Tax Dollars - Bill Peterson has requested that
a county levy be placed before the voters to raise money for the county museums. This
money would be distributed by the County Museum Board.
Bill approached Gayle for verification that he had approached the Mansion Board. Gayle
explained that Board approval would be needed. The Board, after discussion, voted to give
him the portion of our minutes which verify his presentation to us on August 22, 2002.
Rita moved and Ev seconded a motion that the Board support a revised resolution to the
County Commissioners for a mil levy to create a Flathead Valley Cultural Trust as per the
attached draft supplied by the Hockaday. Motion passed.
• Mansion Staff - Most will be returning. Teri will advertise for any vacancies.
• Groundskeeper - Sarah Mild has submitted a resume to be considered. It was
recommended that Teri also post this position with Job Service.
• Tree trimming - Eric Maisch and Brian Okamoto submitted bids to complete tree care
and trimming. Only essential trimming will be contracted this Spring in anticipation of the
MSU Garden Project. Betty suggested talking to our insurance company about them helping
to pay for removal of dangerous limbs.
Teri suggested we consider thatching the lawn. The sprinkler system is barely hanging
together. Tia suggested Teri get a bid from Montana Green for the thatching.
• Web - Work is ongoing to update our website. Leslie Clayborn is helping us refine the site
and is training staff.
• Membership - Work has proceeded on this project. Draft copies of a membership letter,
cards and newsletter were distributed. Discussion ensued about levels of membership and
about what acknowledgments should be given to each level of membership. Rita noted that
garden donations should be kept separate. Board members were asked to respond to Teri
with any suggestions for changes in these drafts. The deadline for input is the third week of
March.

signature on file. Her name is Donna Diagle.
Newsletter: I had in mind that this would only go out to people who become members. (since it is a benefit

on our list) I estimate around 500 for that. Then we also have enough to cover interested people that visit
here. I think the ideas you have about the paper stock are great, to keep it crisp, but kind of antique
looking. Chrisand I have compiled an initial mailing list of 1200 people. I envisionedthis was the list that
the board letter and membership card would be sent to. What do you think?
On a personal note, I will not be here Monday. I am having some medical tests that require me to be out of
work that day. I will be back in on Tuesday then 1 will be on a plane to Texas on Weds. to visit my family
before we open for the season. Just an FYI foryou.
If you need anything else let me know. And, you will be the first to know when I talk to Brian.

Due to the fact that the newsletter will not be ready until maybe Aphl8th or so, 1 suggest we include it (if the cost isn't
crazy) with the boardletter and enrollment card ...as a free gift in a way. Often times the cost of printing 1,000 or 1,500
instead of 500 is nominal, because presses run more efficiently when more than a single ream of paper is run through. If
nothing else, 1,200 people will be better informed about what is happening at the Mansion, and that can't be bad. I be
getting an accurate bid beforewe do anything.
I am a bit confused to which leader to listen to. I talked with Niki today about a gardener, she said she and
Everit would pay difference of 2.00 per hour if that is what it would take to get Brian. (very gracious) She
said get him, hire him. Now, you say we wait to see what rest of board feels. I also feel like if I talk to him
to see if he's still interested I need to be able to offer the position to him. Otherwise what is the point of
seeing if he is still interested if I have to put him on hold again and tell him well just checking but we still
don't know what we want?
It is extraordinarily gracious of Nik to make that offer, and i will thank her, too. While I consider her input to be of the
very highest value, she is not a board member. In my message earlier this morning, all I mentioned is that I still need to
hear from Rick and Betty, as they are owed the courtesy of being able to give their opinion regarding this matter. l hope
to hire Brian, too, but Ev has not given me a solid indication on whether we can afford $12 an hour, full-time. A call to
Brian would not require an offer, but would indicate we are interested. That is also the time when a few of our questions
could be asked (for example, is he willing to work 6 hours a day vs. 8? will he be using all his own equipment? etc.).
As for your last e-mail, do you really think I am that slow, to think I ment send out individual membership
cards? I do know protocol Rita, please don't sell me short.

particular. Have you had the chance to interview any applicants yet? Have you discussed a negotiated
situation with Brian at all (6 hrs. instead of 8, etc.)? Let me know.

I feel $12/hour is reasonable. However, I wonder too if there is really a need for 8 hours of gardening work per
day. I don't have a good feel for the work involved. Would Brian be capable and willing to fill in with some
non -gardening related work if he finds himself short of things to do? Does he know anything about
repairing/maintaining irrigation systems? Is he willing to do some painting or other general handyman type
work?
If we can afford him and keep him busy doing things that truly need doing I think his salary will be money well
spent.

times. I did the cover in two different formats and would like to get a vote from you, Chris and the Board on
which they prefer. I couldn't find a picture of you, either, oh Mystery Woman! So I used a vintage image of
letters and books next to your message.

I especially want the Board to review and OK the membership benefits for each level.
What is the intended distribution of this initial Newsletter? I am assuming it will be going out to the full mailing
list that has been compiled, and that we'll need additional copies for early events and the opening. What is the
projected quantity? Printers give the best price breaks in lots of 500.
I am thinking of a smooth (but not shiny) cream -colored paper stock (so the photos print as crisply as possible),
using a deep brown ink. How does that sound to you?
Do you know the name of the lady at the tea party in the photo we're going to use? Has she been contacted
for her OK?

Guidelines for qualifying organizations would be:
■ 501(e)3 tax-exempt, nonprofit organizations
• Arts and cultural organizations that reside within the If fathead Valley and serve the
citizens of Flathead Valley including; Museums, perf rming art organizations, cultural
centers.
• EXCLUDES Schools and Church. organizations
Grant guidelines would be set up for the Flathead Valley (;' ural .Trust for disbursement of
the funds to the applying organizations. The grant review cdt ria would includo but not be
limited to;
Potential impact/outcome of the project:
■ Potential to provide quality arts, stimulate economic/fulture
mrnunity development, and
demonstrate the importance and value of the arts and in the Flathead Valley
a ACtistic, cultural and/or historic merit/connection to t4c Flathead Valley community
a Potential to continue beyond the grant funding period
■ importance of the project to the citizens of the Flathe d Valley
Organizational capacity:

A volunteer, county appointed board with seven members w ld be organized to oversee the
grant applications, review grants and make awards. The Boa would meet three times a year
to over see application process from start to finish and make wards. Grant review process will
take approximately six to eight how's.
All publicity material that is produced for projects funded by e Flathead Valley Cultural
Trust must display the logo for the Flathead Valley (.cultural rust and state:

WHEREAS, Section 7-16-2205, M.C.A., auth rizes counties to
levy property taxes to fund museums, facilities for the arts and
the humanities, and collections of exhibits;
WHEREAS, Flathead County has not levi d any funds for
museums, 'facilities for the arts and the humanities, and
collection of exhibits for several years;
WHEREAS, the Board of Commissioners of Flathead County has
been asked by the Northwest Montana HistoricAl Society to levy
taxes for the maintenance of the Central School Museum;
WHEREAS, the Flathead County Museum Board has properties
which require funds for maintenance and.impron ment;
WHEREAS, Section 15-10-425, M.C.R., authorizes the Board of
Commissioners to exceed the mill levy limi provided for in
Section 15-10-420, M,C.A., by conducting an el ction;
WHEREAS, the specific purpose for the ad itional money will
be to use $120,000, or approximately one-half of the amount to
be raised for the maintenance of the Central School Museum and
-one-half for other museum needs, particularly those of the
Flathead County Museum Board;
WHEREAS, the amount to be raised is $240,0b0 and the
approximate,number of mills required is 1.62; 4nd
WHEREAS, the election will authorize t e County to levy
the additional millage in the future to Arai a the amount set
forth above, and as modified by the provisions of Section 15-10-
420, M.C.A.
NOW, THEREFORE, BE rT RESOLVED by the Board of
Commissioners of Flathead County, Montana, pursuant to Sections
15-10--425 and 7-16-2205, M.C.A., that the foll wing ballot issue
shall be placed on the June B, 2004, Primary Election ballot:
Shall the Board of Commissioners of Flathead County,
Montana, be authorized to levy up to 1.6 additional stills
per year, one-half for the maintenance of the Central
School Museum and the remainder for other museum purposes
of the Flathead County Museum Board.

Terri:
My board has been very on top of the Resolution proposed by the Museum at
Central School, but the County Museum Board appears to be dragging their
feet. The Resolution in favor of the Museum at Central School has not been
rescinded and the commissioners will not rescind it until our group brings
forth a new resolution that we all favor, including the Museum at Central
School. We feel there is not enough organizational time for us to develop a
plan that all organizations favor (we have less then a month) and get it
approved before the commissioners. Our board committee met today and
proposed that all arts organizations have their Board President write a
letter to the commissioners and cc. it to me for a copy that states we are
requesting that the commissioners rescind Resolution #1678 to allow us more
time to work on a plan that will be well thought out and supported by all
arts organizations. Make sure that you state you are not in support of
resolution #1678. We need more time so that we can meet, devise a plan and
make sure that all of our boards understand it and support it before we go
to the commissioners and the public for support.
Let me know if this is a problem or if you have any questions or comments. I
would like to have a copy of the letter by Friday of next week.

Proposed Salaries
Reasons we are requesting year round positions with a salary:
1), Eliminates OT in busy season and too few hours in off season.
2) More cost effective for the Mansion.
3) We are more efficient, 2 people doing what 4 use to do.
4) Would like to see board "invest" in this management team. We have
the abilities, ideas, and programs to increase revenues significantly,
we just need the flexibility to carry them out.
5) Closing Mondays will save approximately $6,600 in staff salaries
(not management) requested management increase is only $5100.

Ways to increase revenues:
- Decrease hours of operation will no longer be open mondays and hours
of business 10a to 5pm. This will eliminate O/T expense.
- Working to get a volunteer with retail experience to re -do our giftshop.
Contacted Julie Croyman and she has not made up her mind.
-Will be changing third floor to a rotating exhibit to keep interest of current
visitors. Will be Conrad or Kalispell history of some sort.
-Working with FVCC to create some unique continuing education classes
that the mansion could benefit from financially and increase visitation.
- Fund-raising, have several ideas on going, just need man hours to put
together.
1) Marla A41tMencontacted me about a possible fund-raiser for
artists in community. Have a day when they come on grounds and
create a piece using the grounds or house as inspiration. Then in following
month or so have a special auction of these to benefit the mansion.

- Would like to plan a "retreat" so that the board and management can
"unite" to benefit the mansion. A time that we can brainstorm without
restrictions of time. For an example, for many grants a mission statement
is needed, to my knowledge we do not have one.
- I would love help from the board. 1 would like 5 committtees to be formed
so that work can be done within committees then work with me on certain
projects etc..
2 Year Ideas
- Partner w/ downtown association for a historic tour
-Increase membership by 5%
-Garden Rejuvenation
- Work out payment schedule for photographer's that are using grounds for
profit
-Push grounds rental once rejuvenation takes place
-Education programs, 2 weeks out of summer. Living history camp.
-Coloring book printed
-Put together a "club" for mansion. Betty Norem's idea of lace hat society.
-Work on grants for conservation and building repairs.
-Fund-raisers like an evening on the lawns with theater group performing
-Start candle light tours in the evenings. One evening a month, serve wine
and hors d'oeuvres. Make it a classy evening out.
-Expand Christmas tours, more decorations donated by area business',
elaborate on information in tours, get area bakeries to donate cookies and
goodies for special tours.
-Expand on the 4th of July. Get more music, games, etc.. for more of a
old fashioned feel.
-Expand on classes with FVCC. Offer classes that are interesting to all that
may not be offered elsewhere, having to do with the era.

Representatives on the Conrad Mansion Board of Directors.
Everit serves as Board Treasurer. His dedication, commitment and expertise has
been invaluable to our Board. He and his family spend countless hours each year
volunteering time and energy to make major Mansion events successful, including
managing the Holiday Bazaar and adorning the exterior with lights each holiday
season. But for the efforts of people like Everit, it would be impossible to establish
