Ordinance 342 - Prohibiting Publishing or Speaking to Cause Public DisorderOrdinance B 0 .. 342 An ORDINANCE prohibiting The publishing or speaking of anything calculated to incite public disorder and declaring an emergency. t BE IT ORDAINED By the Council of the City of Kalispell: Section 1. Every person who shall, in the City of Kalispell, wilfully print, pub-Lish, edit issue or knowingly cir- culate, sell,, distribute or display, any book, paper, document or written or printed matter, in any form, advocating, encouraging or inciting, or having a tendency Lo encourage or incite, the com.- mission of eny offense, breach of the peace, or act of violence or which shall tend to encourage or advocate disrespect for law or any ordinance of the City,, or wbto shall, in the City of Kalispell, ,wilfully speak to anothert person anything advocating, encouraging, or inciting, or having a tendency to encourage or incite, the com- mission of any offense, breach of the peace, or act of viol-ence, or which shall tend to encourage or advocate disrespect for law or any ordinance of the City, shall be guilty of the offense of inciting disorder and upon conviction thereof shall be punished by a fine of not to exceed three nundred aoliars or by imprison- ment of not exceeding ninety days or by both such fine and imprison- ment. Section 2. This -ordinance is declared to be an emer- gency measure and its going, into immediate effect necessary for the preservation of safety. Section 3. The provisions of all ordinances in con- flict with this ordinance are hereby repealed. Section 4. This ordinance shall take effect upon its passage and approval.
