AN ORDINA14-CE regulating traffic on, restricting and
limiting the use of in certain cases and empowering the 1.19yor
by pr-oclamation to regulate or prohibit traffic, in whole or in
part, on, any of the streets, avenues, alleys and public ways of
the City, regulating the operation of motor vehicles, providing
penalties for the violation of the provisions of this ordinance
and ±'or the violation of the provisions of any proclamation is-
sued by the Mayor under the provisions of this ordinance and de-
claring an emergency.

ection 1. Traffic on the streets of the City must at all times
keep to the right. Vehicle moving in opposite directions must
pass each other by turning to the right. Vehicles moving in the
same direction must pass by turning to the left on the part of
the one passing and turning to the right on the part of the one
being. passed. Except when turning to the left at a street in-
tersection or when turning in a street to go in the opposite di-
rection vehicle must be driven close to the right hand curb. In
turning to the left at a street intersection vehicles must keep
to the right and swing full around the intersection of the cen-
ter lines of the streets. When turning in a street to go in the
opposite direction the vehicle must be turned to the left. Any
operator or driver of any vehicle desiring to turn to the left or
to stop must warn all tollowing by extending nis arm null from
the shoulder in the direction of the opposite side of the street
for a period of not less than two seconds and sufficiently in ad-
vance of turning or stopping to enable sny one following to stop
or make the necessary change in course.
Section 2. Every motor vehicle, except a motorcycle, driven
upon any street of the City shall be provided with two sets of
independently operated breaks in good working order, either one
of which sets must be sufficient to stop the drive wheels of the
vehicle and prevent them from turning while the vehicle is in
motion. Every motorcycle drivenuponany street must be provided
with a break in good working order sufficient to stop the drive ,

wheel thereof and prevent it from turning while the vehicle is in
motion. Every motor vehicle driven upon any street must be pro-
vided with a horn or other device for signalling, sufficient under
'all conditions to give timely warning of its approach. - During the
period between one hour after sunset and one hour before sunrise
every motor vehicle driven on any street shall display a light in
the rear, which shall display red rays visible to the rear and shall
throw a white light upon the number plate carried on the rear of
such vehicle and illuminate the same so that the number can be clear-
ly read at a distance of one hundred feet. Every motor vehicle ex-
cept a motor cycle driven on any street shall display two efficient
white lights in front;
, the rays of which lights shall be cast in the
direction in which the vehicle is going and every motorcycle shall
display- one such white light in front.
Section 3. Every notor veheile driven on any street wherein power
is generated by the explosion of gas shall be provided with an ef-
ficient muffler and shall not in any case be driven on any street
unless all exhaust from the engine on such motor vehicle passes
through such muffler. Muffler cut-outs shall notbe used in the
operation of any motor vehicle on any street.
Section 4. In all cases where a motor vehicle is being driven
out of a building and across a. sidewalk the driver thereof must,
before driving such vehicle across such sidewalk, stop such vehicle
within three feet of the sidewalk, must before proceeding signal
with the horn or other deviee required by this ordinance, and then
immediately drive such vehicle across such sidewalk at a speed of
not i3Rxx to exceed three miles per hour.
Section 1,7'. No person,twhile intoxicated, shall drive any vehicle
or ride any horse or other animal on any street.
Secti * on o® No person being the owner of or having the control of
any motor vehicle shall permit such motor vehicle to be driven on
any street by a person under the age of sixteen years.
Section 7. No person who is not proficient in the operation.of,
a motor vehicle shall drive a motor vehicle on any street withAh'
the inner hire limits of -the City.

er rate of speed than ten miles per hour or on any cross -walk or
street intersection at a., greater speed than six miles per hour._
Section 9. No vehicle shall be stopped with its left side to The
curb. No horse or vehicle shall be stopped within thirty feet of
any fire hydrant. No vehicle shall be stopped so as to obstruct
any street or cross -calk.
Section 10. Drivers of automobiles are permitted to park their
automobiles cross -wise to the street along the center line of Main
Street from Railroad Street to Fifth Street and along the center
line of First Avenue East from Railroad Street to Fourth Street,
provided that no automobile shall be so parked within thirty feet of
any street intersection or directly in fro.nt of any garage. Other
wise than as above provided any person in charge of any horse or
vehicle shall not stop such horse or vehicle at any point on Main
Street between Railroad and Fifth Street or at any point on First
Avenue East between Railroad Street and Fourth Street except that
a horse may be stopped at the curb long enough for the rider to
mount or alight, a vehicle carrying passengers may be stopped at
the curb long enough f . or the passengers to get in or out of the
vehicle and a vehicle carrying property may be stopped !;it -che curb
long enough for the property to be loaded or unloaded or unloaded,
provided that no horse or vehicle shall in any case be stopped with

necessary,to prevent a collision, but only i-or such length of time
as such .necessity may require.
Section 11, All traffic on Idain Street and the Avenues of the City,'-,)
shall have the right of way over traffic on streets intersecting such
streets or avenues.
Section 12. No vehicle shall be driven across any hose belonging
to the City except over a, suitable contrivance for crossing such hose
provided by the person in charge thereof.
Section 13. I.To person on foot shall pass over or stand on any
street intersection..
Section 14. No person shall throw or drop any tack, nail, glass,.r.

crockery, tin can or loose board on any street.
Section 15. The mayor, when he considers the public safety requires
its may by proclamation further regulate or prohibit in whole or in.
part traffic traffic on any part of any street ior a period of time
not exceeding ten days, to be designated in such proclamation. Such
proclamation before it takes effect shall be published once in the
official paper of the City..
Section 3.6. No person shall leave a motorvehicle standing in any
street with the engine running unless such motor vehicle be attended
by a person proficient in the operation of such motorvehicle.
Section 17. The word street, as used imthis ordinance, shRIl,in-
elude avenue, alley, and public driveway and the word streets shall
include avenues, alleys, and public driveways.
Section 18. The word street intersection, as used in this ordinance
means the space where streets inter-sectz bounded by an extension of
the. curb lines of the intersecting streets.
Section 19. The provisions of this ordinance shall not apply to
the officers and employees of The City while in the dischargeof their
duties as such officers or employees.
Section 2o. Any person violating any of the provisions or this or-
dinance and any person violating any of the provisions of any procla-
mation of the Mayor issued and published as provided for in this or-
dinance shall commit the offense of violating -the traffic audinance
and upon conviction thereof, for the first offense, shall be punished
by a fine of not exceeding fifty dollars, and for a second offense by
s fine by a fine of not less than five dollars nor more than one hun-
dred dollars, and for a- third or subsequent offense by a fine of not

less than ten dollars nor more than three hundred collars or by impris-
onment for not to exceed thirty days or by both such iine and imprison-
ment.
Section 21. This ordinance is declared to be an emergency measure and
its going into immediate effect necessary for the preservation of safety.
Section 22. The provisions of all ordinances in conflict with this
ordinance are hereby repealed.
Section 23. This ordinance shall take effect upon its passage and
approval.
