ORDINANCE
PRESCRIBING CERTAIY RULES AND REGULATIONS

FOR THE GOVFMMITT OF PLUMBERS IN MAKING CONNECTIONS TO THE
WATER SYSTM,1, LAYING SERVICE PIPES, AND THE INSTALIJEWT OF
WATER METERS IN THE CITY OF KALISPELL, MONTANA, AND PROVIDING
A P712iALTY FOR THE VIOLATION TH_n,,EOF.
Y.MIEREAS it is the desire --f-the City of Kalispell,
Liontana to regulate the excavating and backfilling of all
trenches in the limits of the streets, avenues and.alleys
7 connecting service pipes to City Water wins, and the

setting of meters for the measurement of water.
Be it ordained by the City Council of the City
of Kalispell, Montana.
SECTION I.'
All plumbers desiring to do work in connection
with the City Water Works, shall. furnish the -city with a
good and sufficient bond in the sum of FIVE HUNDRED DOLLARS
($500.00), approved by the City Council to protect,in-
dem.nify and gave harmless the City of Kalispell from any
and all. loss, claim, suit or damage direct or consequential,
the said City may sustain by reason of the violation of any
rules or regulations that may be in force after having
filed said bond. The City Treasurer shall on receipt of
Five Dollars ($5.00) issue to said plumber a license per-
mitting him to do. work on qn- and all pipes connected with
the city mains, under qnd pursuant to all rules and
regulations then in force. The City C,ouncil reserving the
right to tevoke and annul said license in cRee of any
violation of the rules and regulations governing the manage-
meat of the City Water Works, said. bond. 'and license must,
be renewed each and every- year.
'14,1CT I ON 2 . EXCAVATING.
Before excavating wit)1-in, the streeter,n for the
purpose of tapping water mains and laying service pipes the
owners of property to be served or their 1egal --gent must

first through their plumber secure R permit for such work
from the office of the City Engineer on form provided for
that purpose.
SECTION 3. APPLICATION TO YAP MAIN.,
All applications for the tapping or 'connection with
any water mains must be nade at the office of the Water
Department by owners of property to be served or their legal
agents,, said applicant shall state fully all purposes for
which the water is required, the size and number of taps or
other outlets from which the water is to be drawn, and the
number of the lot and block to which the water is to be taken
and used and the street from which it is desired that the
service pipe shall be laid, such application shall show
upon its -face that the same is made and taken and accepted
subject'to any and all -rules and regulations then in force

or to be made later for the government and control of the
said waterworks system.
SECTION 4. V11110 YAY TAP 1MINT:-
No person other than an authorized employee of the
Vlatiar Works DepRrtment, Rcting under the orders Rnd directions
of the Superintendent, shall tap or make any perforation or
opening of any kind, in any water main, or any service pipe
from i ch water may be drawn/ The Water Department will
furnish the corporation cock Rndinsert the sante in the main,
and charge as follows,

SECTION 5,, SERVICE PIPES:
All. service pipes must be !-aid at least four feet
below the surface of the ground, lead pipe must be used on
paved streets and of that quality designated as EXTRA STRONG,
to be not less then three fourths of Rn inch pipe and in

Either lead or galvanized iron service pipe may be used at
the option of the applicant on streets not paved, subject
however to any city ordinance regulating the same. For
galvanized irar, pipe there must be a lead connection between
the corporation cock and union with the iron pipe w.Mch,shall
not be less` than two feet for j inch pipe and two and one.
half -feet for one inch pipe. In all cases these connections
must be bent in 'IS" or other approved shape to allow for
movement in the Iron pipe, and in no case shall lead be
soldered into iron pipe. All lead connections to corporation
cocks must be thoroup _,hly blocked from bottom of trench to
prevent settling.'
SECTIoN 6. CURB COCK:
The curb cock to be used in making all connections
with the City mains, shall be the Mueller Extra Round Way
inverted Key "Minneapolis" Curb Cock or such other make of
curb cock as shall be approved by the Superintendent of the
Writer Works, with a *'Minneapolis stop box sand shall be left
securely protected, the cap or top of said stop box shall
in all cases be on a level with the side walk or parking,
where there is a curb the stop cock shall in all cases be
laid inside the curb and as near thereto as practicable,
'where there is no curb the same shall be laid not more than
four inches from the street edge of side walk, land must be
Installed and left in such manner that no trouble will be
experienced in turning on or off water.
SECTION 7. REGULATIONS FOR EXCAVATING AXJ) FIL-LING TRENCHES:
The streets must be opened in the manner which will

occasion the least inconvenience to the public. No excavation
in any street or alley shall be left open over night unless
properly guarded with rails and red lights, which must be

maintained from sunset to sunrise, and every precaution must
be taken to insure public safety.
A And -after the service wipe is properly laid and
connected the same shall be inspected, after which the refill-
ing must proceed at once, thoroughly tamped or puddled, or
both, and so done that there should be no surplus earth left.
('B No rubbish or stone shall be allowed in refilling,
should there be a deficeincy of earth to fill the excnv�ition
then the' plumber must supply ouch deficiency with clean
sand sir .gravel so to-le4ve the street or alley in as, good
condition as previous to removal. The plumber must keep
such trench'up to grade for period of one year from date
of finishing the work.
C For .the purpose of testing new cork, or repairs to
serviae,pipes or house plumbing, the plumbers may turn the
water on or off at. curb cock but in all cases must be left
in same' condition as found prior to any work in connection
with the water systelp.,

SECT7QN 8. METERS, HOW COMINECTED:
All meters shall be set as near the wall R.9 nosFible,
where service pipe enters the premises, and at a place easy
of access. The plumber must first place a stop -tind waste
cock with a lever handle easily -accessible to the occupant,
,for the protection of the said occupant in enabling him to
turn off the water in case of leaks, drain the pipes, and
also to prevent freezingy which shall be fully explained to
the occupants of the premises by the plumber doing the
work_;' next to the stop and waste the meter, shall be set in
a.level and plumb position, next to the meter there shall
be placed P, stop cook or valve.
B If used in connection with steam or hot rater boiler,
a check valve must be -19ced between the outlet of the meter
and the boiler or heater, to protect the meter from injury
from back pressure of steam or hot water, red or vvhite lead
shall not be used. for making joints.

The plumber setting meter must disconnect frannI
the
service pipe all fixtures and apparatus on the premises and
grounds not supplied through the meter. Before the meter
is connected all pipes must be blown out -to prevent any
sediment or -other substance getting into the meter.
D All meters located outeide of baserrient must be placed
in Rn enclosure, constructed of two inch plank, brick or cement
and sufficiently large to enable removing or resetting the
meter, said enclosure must be (frost proof) with a lid or
cover cecured by strap hinges, and ring for raising same
,rithin the enclosure, and half way from top of box or man
hole to top of meter there must be P, cover cleated together
that may be easily removed, to prevent the cold air from
reaching the meter.
E Plumbers setting meters must notify the Water'
Dep,artryient the date on which meter was installed.
SECTION' 9.
All work in connection with the laying of service
pipes, setting curb cocks, curb boxes -end the installment of
meters ehall be performed in q manner satisfactory to the
Superintendent of the Water Department and if such work is
not performed in accordance with these rules and regulations,
the Superintendent shell have the pourer to order_ the work
done ever, cr corrected so se to conform. to said ordinance,
rules or regulations.
SECTION 10. PENALTY:
Any person, company or corporation violating any
of the provisions of this ordinance shall upon conviction
thereof be punished by a fftne of not less than FlIvT4, DOLLARS
($5.00) nor more than FIFTY DOLLARS ($50.00).
SECTION 11.
The provisions of all ordinances in conflict here-
,%rith a -re h ereby repealed.
SECTION 12.
This ordinance shall take effect immediately after
its passage and approval.
