Ordinance 416 - Water Meters294 OP,DINANCE NO. 416 An Ordinance amending. section 196 and section 212 of Or- dinance No. 411, known as the Revised Ordinances of the City of Kalispell of 1928, passed and approved March 5th, 1928) by allowing the City 'rater "Torks Department to install water meters and do word: in connection with service pipes; and declaring an emergency. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL: SECTION 1. That section 196 of Ordinance No. 411, ]mown as the Revised Ordinances of the City of Kalispell of 1928, passed and approved March 5th, 1928, be amended to read as follows: "Section 196. Same --Installation by whoi:_--Superintendent may require Consumer toInstall Meter -- Notice --Installation by Order of Superintendent --Cost. No. water meter shall be installed save and except by a plumber duly licensed'under the laws of the State of Montana or by the grater Works Department of the City of Kalispell; and no person other than the Superintendent of the Water Works Department or someone acting under his authority and direct- ion shall open, repair, or interfere with any water meter in service in the city of Kalispell. At any time after this ordinance shall go into full force and effect, the Superintendent of the Water 7orks Department shall have the right in his discretion to re- quire any water consumer to install a water meter on the service pipe of such consumer and the said Superintendent shall give said water consumer or his agent a notice in writing to the effect that said consumer is required to install said meter and said notice shall also specify the size of said meter and the place on the premised where the same shall be installed. If at the expiration of ten days from the date of mailing or delivery of said notice, the said consumer has failed to install said meter, then and in that event, the Superintendent of the water Works Department may install said meter and shall present to the said consumer or his agent, a bill for the cost of said meter and installation thereof and the appurtenances thereto, at the end of the month, and in case the said bill is not paid, the enforcement of payment thereof may be had and performed in the same manner that the payment of bills for water rentals is enforced." SECTION 2. That section 212 of Ordinance No. 411, known as the Revised Ordinances of the City of Kalispell of 1928, passed and approved March 5th, 1928, be amended to read as follows: "Section 212. Same --Licensed Plumbers to do work, Exception --Report. None but licensed plumbers shall be allowed to do any work in connection with the service pipes when water may be drawn from the City mains, and all plumbers must make return to the Superintendent of the 'rater works Department a true and correct account of the work done within twenty-four hours after completion; provided, however, that the said Water works Department by its duly authorized employees under the supervision of said Superintendent may do any of said work." SECTION 3. All ordinances or part of ordinances in conflict herewith are hereby repealed. SECTION 4. An urgerney and emergency is hereby declared to, and does, exist. SECTION 5. This ordinance shall be in full force and effect from and after its passage and approval. That Section 173 of Ordinance No. 411, known as the Revised Ordinances of the City of Kalispell, Montana, of 1928, paused and approved March 5, 1928, be ands the same is hereby amended to read as follows: "Section 173. Same --Cost, How Assessed.
