Ordinance 385 - Plumbing195 An Ordinance revising and amending article two of the revised ordinances of the City of Kalispell, Montana, for the year of 1922. WEEMS, it is necessary that the plumbing ordinances of the City ' of Kalispell, should be revised, amended and arranged in appropriate sections that all ommissions should be supplied and there defects corrected, that the whole should be rendered plain, concise and intel- ligible, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL: that article two of the revised ordinances of the City of Kalispell, for the year 1922, be amended to read as follows: ORDINANCE NUMBER 185 An ordinance To Establish a system of examination for Master and Journeyman Plumbers, fixing the fees to be charged for licenses and permits, and the disposal of the funds thus created, and regulating the plumbing and drain laying in the city of Kalispell, codifying all of the ordinances on the 8bove subject, providing a penalty for the violation of the provisions of this ordinance. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL: Section 1. Any person working at the business of Plumbing in the City of Kalispell, either as a master plumber or as a journeyman plumber, shall first secure a license as hereinafter provided. Nection 2. Any person desiring to work at the business of plumbing in the City of Kalispell shall file his application for a license with the Secretary of the Board of Examiners and shall at such time and place as may be designated by the Board of Examiners of Plumbers be examined as to his qualifications for work- ing in such business in the City of Kalispell. Section 3. within thirty days after the passage and publication of this ordinance the Mayor shall appoint a Board of Plumbing Examiners consisting of three members --one journeyman plumber, one master plumber, and the Health Officer, Two of the members of said Board shall be practically plumbers, well versed in modern sanitary plumbing, sanitation, and sewerage, and the members 196 of said Board shall serve for a period of three years from the date of their appointment; provided, however, the first Board shall serve as follows: one member for one year, one member for two years, and one member for three years, and the Mayor in making the appointment shall designate the time that each member constituting the first Board shall serve. Thereafter upon the expiration of the term of office of each member of *he Board, or when a vacancy ' occurs, the Mayor shall make a new appointment for the unexpi=ed term or for a period of three years. The Plumbing Inspector shall, ex-officio, be a member of such Board of Examiners. The members of said Board shall be entitled to a compensation of five dollars per diem, each, for each and every day while actually engaged in the work of the Board. The compensation, however to be paid from the revenue realized under the provisions of this ordinance, but not otherwise, Any applicant for a license to work at the business of plumbing in the City of Kalispell shall be examined as to his qualifications by the Board of Examiners of Plumbers. It shall be the duty of said. Board to examine each applicant for a license as provided for in this ordinance, two ' to determine his qualifications and fitness for carrying on the business of a master plumber.or journeyman plumber, and if the applicant successfully passes the examination as prescribed by the said Board, then a license shall be issued to such applicant, for such business, authorizing him to engage in the business and occupation of a master plumber, or a journeyman plumber as the case may be, which license, when issued, shall authorize the holder thereof to carry on the business of a master plumber or a journeyman plumber in the City of Kalispell. Section 4. Any person, firm or corporation desiring to en- gage in or work in the business of plumbing, either as a master plumber, or as a journeyman plumber in the City of Kalispell shall apply to the Secretary of said Board of Plumbing Examiners by filing a written application with the Secretary of the Board,'stating his place of residence, age, experience, and the place where he has acquired his experience, and shall at such time and place as may be designated by the said Board, as herein provided for, be examined as to his qualifications for said license. In the case of a.firm or corporation the examination and issuing of a license of any one member of the firm or to the manager of the corporation shall satisfy 19' member of the firm or to the manager of the corporation shall satisfy the requirements of this ordinance as to a master plumber, but not as to journeyman plumbers; provided, however, that no person shall do the work of a master plumber unless licensed, as provided for in this ordinance. ' Section 5. No Applicant for a master plumber's license shall be entitled to submit to the examinationsprescribed by the said Board of Plumbing Examiners until he shall have deposited with the Secretary of said Board the sum of ten dollars as an examination fee, and no applicant for a journeyman plumber's license shall be entitled to submit to the examination prescribed by the said Board of Plumbing Examiners, until he shall have deposited with the Secretary of said Board the sum of two dollars as an examination fee, such examination fee to be returned to the applicant in case he fails to pass the examination and is refused a license; each license when issued shall expire on Dec. 31st of the year of its issuance and shall have no force or effect after that date. And license, however, issued to a master plumber or a journeyman plumber ' shall be renewed annually, without examination, at any time prior to its expiration by a written request for its renewal directed•, to the Secretary of the said Board of Plumbing Examiners and the payment of $2.50 for a renewal of a master plumber's license and the some of $1.00 for a journeyman plumber's license, and any such renewal shall also be for the period of one year. Section 6. Nothing in this ordinance shall prohibit any person from working as an apprentice in said trade of plumbing with a plumber duly licensed by said Board, as herein provided for, and under such rules and regulations as may be prescribed from time to time by said Board of Plumbing Examiners; provided the name and residence of each apprentice and the names and residences of their ' employers shall be duly filed with said board, and record in a suit- able book, to be provided by said Board, shall be kept by said Board, showing the names and residences of such apprentices. Section 7. All moneys paid for license fees as provided for in this ordinance shall be placed in the custody of the City Treasurer,who shall keep such funds in a distinct fund, and any moneys in such fund shall be applied in defraying any expanses incurred by the Board of Examiners of plumbers in carrying out the provisions of this 198. ordinance. Section 8, The license and permit granted.as herein provided may be at anytime be revoked for incompetency, dereliction or duty or other sufficient cause after a full and fair hearing by said board, Section 9. A majority of said Board of Plumbing Examiners shall constitute a quorum for the purpose of transacting any and all business that may come before the board. Section 10. No person, firm or corporation shall engage in or carry on the business of plumbing, house drainage, building cess- pools or connecting house drainage with the city sewerage or cesspools heating, ventilating, the construction or modification of sewers or appurtenances to sewer connections, or fix or place either without or within any building any water supply pipes or any connections thereto whatsoever from any water main laid in the City of Kalispell, nor any owner shall do any such work until he -or they shall first obtain a permit for each building having a sewer connection from the City Engineer or Plumbing Inspector and file a bond as herein provided. Section 11. Every person, firm or corporation engaged in the business of plumbing, heating, ventilation, drain laying or running water supply for household purposes under this ordinance nor any owner in fee of property where such work is to be done shall be entitled to a permit upon compliance with all the requirements of this ordinance, but before doing any work in any building or laying any drains or making any connections with any pipes, excepting necessary repairs (and repairs are hereby defined as consist- ing of leaks in coil, drain, waste, vent or other pipes and repairs or valves and faucets), shall file with the City Engineer or his duly authorized assistant or plumbing Inspector, a full description of said work in writing upon the proper blank furnished for that pur- pose, together with suitable drawings and a general statement and des- Oription of the kind and character of work to be done, the material to be used and how the work will be performed, and shall :rile an . application for a permit of such work. If such descriptions, drawings and statements are found to conform to all the provisions of this ordinance the same shall be approved and permit issued therefor within 24 horking hours after filing such application., and it shall be unlawful to execute any part of such work until a permit has been obtained authorizing the same to be 11 199 done. Before such permit is issued the applicant shall pay the City Engineer the sum of $1.00. All moneys received from this source shall be paid by the City Engineer to the City Treasurer on the first day of each month. Section 12. No permit shall be granted to any person, firm or corporation, or to any owner in fee of the property where such work shall be down until a bond shall have been filed with the City Clerk as follows: to -wit: (aj- Any person, firm or corporation engaged in the business of plumbing, heating ventilation, drain laying, sewer construction, or the running of water pipes for household water supply either from street mains or any other connection must file with the City Clerk a bond in the sum of 1500.00 conditioned for the protection of the City of Kalispell against all loss or damage which may occur on account of such permit, or the work to be done thereunder through any carelessness or negligence of such person, firm or corporation, or his or their employes; said bond to be of form approved by the City Attorney and signed by two or more good and sufficient sureties ' to be approved by the City Attorney; upon the filing and approval of said bond the said person, firm or corporation shall be entitled to any and all permits applied for during said year ending Dec. $lot of each year, without any further bond, and additional bond to be filed each year thereafter. (b) Any master plumber or journeyman plumber, having obtained a license from the board of examiners provided for in this ordinance and who is not under bond as provided in Section (a) or any owner shall before obtaining any permit file with the City Clerk a bond in the sum of not less than $250 nor more than $1000, conditioned for the pro- tection of the City of Kalispell against all loss or damage which may occur on account of such permit or the work done thereunder through any carelessness or negligence of such person, firm or corporation, or ' his or their employes; said bond to be of form approved by the City Attorney and signed by two or more good and sufficient sureties to be approved by the City Attorney. Section 13. Every person, firm or corporation, or owner doing any work under this ordinance shall, after obtaining a permit, register his or,, -their name, place of business, or not having a place of business then his ortheir residence, and number of each permit at the office 200 of the Plumbing Inspector to be posted in that office, and shall promptly notify said office of any changes or removal vehieh may at any time take place in their business or in their place of residence. Section 14. All connections of private drains or sewers with the public sewers of the City of lialispell, or the construction or modification or appur-tenances to sewers or sewer connections, shall be in accordancewiththe regulations embodied in this ordinance, ' and such further regulations as the Uity Council may from time to time adopt. `Section 15. No person, firm or corporation shall excavate any trenches for sewer pipes or open, uncover or in any manner make connect- ions with or lay any sewer or drain or attach or modify any appurtenance to sewer connections with sewers within the public streets, alleys or other grounds of the City of Kalispell, or with any private sewer or drain without having first obtained a permit therefore as required above, and such permit shall be on the ground at all times during the progress of the work and must be shown to any officer in authority upon demand. Excepting only persons operating under special contracts with ' the City of Kalispell for such work. Section 16. All applications for permits must be made in writing upon the proper blanks for that purpose and signed by the owner or his authorized agent, and must be accompanied by a plan showing the whole course of the drain which it is desired to construct, together with the size of the same, the location of any and all branches andthe number and kindof fixtures to be connected thereto as near as can be determined at the time, a copy thereof to be left with the application in the office of the Plumbing Inspectors. jf the drain is to be connected with a sewer built by private parties the applicant must present the written consent of the owner to connect thex$with. The plumber or drain layer shall keep a record covering the full ' details of such work, and shall file a retunr of the same with the Plumbing Inspectors on the first of each month for all work completed during the previous month, or in case of owner when work is completed. Section 17. All connections of private drains or sewers with the public sewers of the City of Kalispe`11, or the construction or mod- ification of any and all sewers, shall be done under and in compliance with the direction of the Plumbing Inspectors'. 20T Section 18. The Mayor, by and with the consent of the City Council, may, when necessary, appoint one or more inspectors whose duties shall be such as are prescribed by this ordinance, and who shall properly supervise and enforce the provisions of this ordinance, under the direction and control of the City Engineer. Section 19. Trenches in public streets or alleys shall be exca- vated so -as to impede public travel as little as possible. The City Engineer, or his duly authorized assistant shall have the power to determine or limit such street or alley may be kept open, and when unnecessarily delayed, he may direct that. the number of workmen be increased to hasten the work to such an emt4Bnt as he may deem necessary for public interests. Trenches six feet or more in de.pth and in "filled in" or otherwise treacherous soil, or near large brick buildings, shall be properly braced, to prevent any caving in which might occur. The crossing of gutters and all other ways shall be left in such shape as to admit of ready excape of water during storms. Planks -shall always be provided when sidewalks or crossings are ' opened so as to facilitate easy safe crossing over trenches. Red lights shall be kept around all unfinished work at night from dark until sunrise, and sufficient barricade shall be placed around excavations at all times. The refilling of all trenches shall be well and thoroughly done in uniform layers, not exceeding nine inches, and tamped with a tamper of not less than forty pounds weight, or with puddled earth as may be directed by the City Engineer,:his assistant in trust with the supervision of such work, so as to replace all excavated material and leave the --surface in as good condition as found before the commencement of the work. This section shall apply to the excavation of all trenches within the limits of the City of Kalispell for any purpose whatsoever, and no excavation shall be made or begun without first ' obtaining a permit therefor from the City Engineer or his assistants as herein provided . Section 20. Connections with sewers of the separate systems shall be of good, hard, sound cement pipe or salt glazed, vitrified sewer pipe six inches in diamettr without reducers, laid to a uniform grade, not less than one quarter of an inch to the foot and as much more as possible. Joints made with neat cement in a good and workmanlike manner, Pipes to be put together with the greatest care; the interior of each length of pipe and the last,jeint insido are to be made perfectly clear before the next length,is laid. The back Billing to be first packed with care and then well rammed to,prevent the slightest settling of the drain. Connections for stable waste must be of syphon form 9pproved by the City Engineer. - No junction pipe shall be out or taken up for connection without a special permit, and then only in the presence of an inspector. , All applications to connect with the sewerage system of the City of Kalispell, must be accompanied by the treasurers receipt for $1.00 for each connection. Section 21. Connections. How ordered, Failure to Connect when Ordered. The City council shall power to order the owners or agents" of owners of houses upon any street or part of street to make connection with the sewer, and when so ordered, the chief of police shall cause notices to be delivered to such houses, or,to the owners or agents thereof, which notice shall contain a.copy of this section. If the owner or owners, agent or agents of any suchhouse shall fail to make such connection within ten days after the delivery of such notice, such owner or owners shall be deemed guilty of maintaining a nuisance. Changes of direction of pipes must be made by properly curved pipe ' and not by edging or cutting. All connections must be made by "Y"s and not Tts. ho traps shall be allowed between the main sewer and outer area walls of buildings connected therewith except the necessary grease traps in 1y.4LrdM as hereinafter provided. Section 22. Drain layer's, plumbers, or owners will be required to keep on hand a spirit level in proper order when work is being done in connection with public sewers, and their returns must show the acutal depth below the surface and the fall per foot to which their pipes have been laid. Section 23. No storm water connectionsfrom roofs or yards, or overflow pipes from cisterns will be permitted with the separate ' system of sewers except by special permission; and then} special prov- ision must be made to secure against the entrance of objectionable material. Entrance into manholes or opening the same except by the City Engineer,his assistant, the Inspector, or other person duly authorized is strictly prohibited. No one shall throw or deposit or cause or permit to be.thrown or deposited in any vessel or receptacle connected with the public sewers 27.3 deposited in any vessel garbage, hair, ashes, fruit, or vegetable peelings, refuse, rags, sticks, cinders, or any other matter or thing whatever except human excrement, urine, .and necessary closet paper, liquid house slops and elevator water. Section 24. The Plumbing Inspector or his assistant shall have ' access at all times to any building or premises connected with any sewer or where work is being done under this ordinance to properly examine the same. Any defective or improper work in connection with sewers or their appurtenances, disapproved by the Plumbing Inspector or his assistant, shall upon written notice stating wherein same is defective or improper be promptly remedied by the person, firm or corporation doing the work. Agoidents to sewers by caving in or cleaning:private connections must be promptly reported at the City Engineer's office. Section 25. Any person, firm or corporation who shall be found guilty of violating any of the foregoing provisions for the regulation of drain layers, or who shall fail or neglect to comply with any of such provisions, on conviction thereof shall be fined not less ' than five dollars not more than fifty dollars from each day such person shall continue in violation thereof. Willful violation of said regulations or of the directions of the Plumbing Inspector his assistant or the Inspector or other person acting under his authority shall be cause for suspension of the permit or license of the offender by the City Council, in addition to any other penalties that may be imposed under the ordinance, and such suspension shall operate until such penalties are paid ar until restored by the City Council, nor shall any such suspension give the offending part a right to the return of any monies paid for such lic#ase or permit. Section 26. Every dwelling house, hotel, apartment housC, tenem- ent, factory, store, or other building in which plumbing arrange- ments are to be placed shall be connected with the city sewer, where such sewer is provided, and when such sewer is not provided, with a cesspool, in a location to be approved by the Inspector of Plumbing. The plumbing and ventailation in every building shall be separate and independent; from the roof to the outside of the foundation walls, and from the purpose of plumbing each and every enterance from the street through the wall of said building to a row of tenements shall be construed to mean one building,every flat, apartment house, store, hotel, factory, church, hall, opera house,and stable shall be construed as one building,,. Provided, that when a fire wall in any building divides said building then each part so divided, although there be but one entrance, shall be separately and independently plumbed; and provided further, that private stables may be connected ' with the house drain. Each hotel or lodging house shall be provided with a water eleset on each floor thereof where rooms are used for sleeping purposes, and when there are more than 12 rooms on a floor uaed for sleeping purposes an additional water closet shall be provided for each additional 12 rooms or fraction thereof. Section 27, Where sewerage is discharged into a cesspool the same shall be not less than ten feet removed from the house, and shall be not less than six feet in diameter in the clear, and not less than ten feet deep, and drain pipes to it shall be provided with a running trap and fresh air inlet on the house side of the trap; when possible vent pipe to be run from top ,or covered cesspool upithe side of the side of the outhouse, or eighteen inches above the surface of the ground and apped with return bend. ' No ceespool or privy vault will be permitted where a sewer exists and no drain or cesspool or privy vault will be allowed to discharge directly into any storm sewer or sanitary sewer in the City of Kalispell* No direct opening into any sanitary sewer or itorm sewer will be per- mitted from any building, house, outhouse, or shed of any kind or description, except that connections with a sanitary sewer may be made as provided for in this ordinance, or under the direction or with the approval of the City Engineer of the City of Kalispell. No cesspool will be permitted where an established sewer exists, and no cesspool or privy vault will be allowed to discharge into any sewer. Section 28. Application to tap Main. All applications for the ' tapping or connection with any water mains must be made at the office of the Water Department by owners of property to be served or their legal agents, said applicant shall state fully all purposes for which the water is required, the size and number of taps of other outlets from which the water is to be drawn, and the number of the lot and block to which the water is to be taken and used and the . street from which it is desired -that the serviooipe shall be laid, 205 such application shall show upon its face that the same.is made and taken and accepted subject to any and all rules and regulations then in force or to be made later for the government and control of the said waterworks system. Section 29. Who May Tap Main. No person other than an author- ized employee of the Eater Works Department, acting under the ' orders and directions of the Superintendent, shall tap or make any perforation or opening of any kind, in any water main, or any service pi$e from which water may be drawn. The Water.Department will furnish the corporation cock and insert the same in the main, and charge as f_QL1ows: Cast Iron 3/4" $5.00 Cast Iron 1" Woo Kalamein. 3/4" 6.50 Kalamein 1" 7.50 Wood 3/4" 4.50 Wood 1" 5.50 Section 30. Service Pipes; All service pipes must be laid at least four } feet below the surface of the ground, lead pipe must be used on paved streets and of that quality designated as Extra Strong, to be not less than three fourths of an inch pipe and in accordance with the following table: ' inch pipe, A lbs. per lineal foot 1 inch pipe, 41 lbs. per lineal foot li inch pipe,6 lbs. per lineal foot l*.inch pipe,* lbs. per lineal foot 2 inch pipe,10.lbs. per lineal foot Either lead or galvanized iron service pipe may be used at the option of the applicant on streets not paved, subject, however, to any city ordinance regulating the same. For galvanized iron pipe there.must be a lead connection between the corporation cock and union with the iron pipe which shall not be less than two feet for f inch pipe and two and one half feet for one inch pipe. In all cases these connections must be bent in "S• or other approved ' shape to allow for movement in the iron pipe, and in no case shall lead be soldered into iron pipe, All lead connections to corporations cocks must be thoroughly blocked from bottomk of trenches to prevnet settling. Section 31. Curb Cock. The curb cock to be used in making all connections with the City Mains shall be of the Mueller Extra Bound Way inverted Key "Minneapolis" Curb Cock or such other make of curb cook as shall be approved by the Superintendent of the Water Works, 200 with a Minneapolis stop box and shall be left securely protected, the cap or top of said box shall in all cases be on the level with the side walk or parking, where there is a curb the stop cock shall in all cases be laid inside the curb and as near thereto as practicable, where there is no curb the same shall be laid not more than four inches from the street edge of side walk, and must be installed and left in such manner that no trouple will be experienced ' in turning on,or off the water. . Section 32. Regulations for,Excavating and Filling Trenches. The street must be opened in the manner which will occasion the least inconvenience -to the public. No excavation in any street or alley shall be left open over night unless properly guarded with rails and red lights, as above mentionedi and every precaution must be -taken to insure public safety and permission having been received therefor. (a) And after,the service pipe is properly laid and connected the same shall be inspected, after which the refilling must proceed at ones, thoroughly tamped or puddled, or both; and so done that there should be no surplus earth left. ' (b) No rubbish or stone shall be allowed -in refilling, should there be a deficiency of earth to fill the excavation then the plumber must supply such deficiency with clean sand or -gravel so to leave the street or alley in.as good condition as previous to removal. The plumber must keep such tranoh up to grade for a period of one year from date of finishing the work. (c) For the purpose of testing new work, or repairs to service pipes or house plumbing, the plumbers may turn the water on or off at curb cock but in all cases must be left in same condition as found prior to any work in connection with the water system. Section 33. That portion of the house drain which is inside of the walls and three feet outside the area or foundation walls , shall be constructed of what is known to commerce as extra heavy east-iron'soil-pipe and extra heavy fittings, the weight of the pipe to be as follows: 2-inch 5 pounds per foot. 3-inch 9 pounds per foot. 4-inch 12* pounds per foot. 5-inch 16* pounds per foot. 6-inch 154 pounds per foot. 207 7-inch, 26* ,pounds per foot, 8-inch 33, pounds per foot. 10-inch 44* pounds per foot. 12-inch 53* pounds per foot. Section 34., All pipes and fittings to be sound and free from sand holes or other defects, and of uniform thickness. Uhanges ' in direction shall be made with "Y" branches and one -eighth bends. Connections with vertical soil pipes shall be made with "Y" branches, eighth bends and sanitary tees, Section 35• House grains shall be securely anchored to the walls with iron pipe hooks acid not less than five feet apart, or laid in trenches of.Uniform grade or suspended from the floor timbers in strong hangers. All vertical soil pipes shall be supported by pipe rests, at least one to each floor. Section 36. A running trap of same size as soil. pipe, provided with a fresh air inlet and an accessible cleanout connection not less than two inches in diameter shall be inserted into the house drain inside the fpundation or area wall on the house side of the trap 1•eading to the putside and opening at some convenient place ' not less than four feet from nearest window. The ends of all drains and bench drains and every 35 feet of said drains shall be provided with brass cleanout connections placed in an accessible position. Drain and soil pipes shall have a uniform grade toward sewer or cesspool of not less than one-fourth of one inch per foot. When such grade cannot be obtained special permit may be obtained from the Inspector of Plumbing for a less fall per foot, provided it is not than one -eighth of an inc&. Soil pipes receiving the discharge from one or more water clasets shall not be less than four inches in diameter, and continue un- diminished in size to the highest roof of the building, and shall ' be placed 5 feet above or 10 feet away From any opening or window. All cleanouts must be brass screw plugs, same diameter as waste pipe and traps. Section 37. All joints to be packed with picked oakum run with molten lead and thoroughly calked. Connections of lead pipes with drain or soil pipes shall be made with brass or combination ferrules, with properly wiped joints and calked into iron pipe. Section 38. Ventilating.pipes when not lead or east iron 208 shall be galvanized wrought iron.- Vent pipes must be run as straight,. and direct as practicable and with grade to avoid trapping or con- densation. Forty-five degree ells shall be used at all times where practicable, vents shall be run up separately through the roof in all buildings more than three stories high,,and when less then four inches in diameter below the.roof they shall be increased in size to at least four inches from a point eighteen inches b'slarw ' the roof, and when four -inch vents shall be used they shall be in- creased in size to at least six inches at point eighteen inches below the roof. In one and two and three-story buildings the vent pipe may be connected sith the main soil pipe at a point not less than three feet above the highest fixture; said soil pipe to be increased to six inches, eighteen inches below the roof and continue that size up to at least.eighteen inches above the roof. Where vent and soil pipes pierce the roof, the -opening shall be properly flashed with sheet lead, by either calking into hub or soil pipe at surface of roof, or in casing pipe at least twelve inches above with sheet lead, easing made tight at top;. flashing to extend at least nine inches on all sides of pipe. ' Local vent pipes may be run in, up or out of the heated flue; in such cases the increase may be omitted. Connections of lead pipes with wrought iron pipes shall be made with brass soldering nipples with properly wiped joints. Every sink, bath tub, wash tray, basin, water closet, urinal, and every -fixture -having a waste pipe shall be separated and in- dependently trapped with water sealing trap, placed as near the fixture as practicable. A range of not more than four basins, or a range of not more than three laundry tubs shall be in either case construed as one fixture. All traps, with the exception of traps receving waste from bar fixtures shall be protected from.syphonage and air pressure by special air or vent pipe of size not less than waste pipe up ' to and including two inches. Over two inches and exceeding four inches two-inch vents shall,be used. Wach vent shall have a trap screw wipes nto it not more than six inches.above where it connects with the trap. Each trap shall extend two feet above the fixtures it serves before connecting with other vent pipes. Traps must be placed above floors or in accessible locations. 'Waste from bath tubs and wash trays to be connected to drum trap with trap screw not less than three inches in diameter and placed 200 as close to the fixtures as practicable in an accessible location. Drum traps must not be less than four inches in diameter and not less than four inches high. All vent pipes exceeding thirty (30) feet in length shall be increased one isze every succedding thirty (30) or fraction thereof, Size of vent pipes except for water closets and slop sinks ' shall not be less than the trap it serves. The size of vent pipes for water closets and slop sinks shall not be less than two (2) inches. The following will be allowed: 2-1-i-inch vent openings on 1 1i-inch pipe. 4 1i inch vent openings on 1 1f inch pipe. 12 1* inch vdnt openings on 12-inch pipe. 6 2-inch vent openings on 1 2-inch pipe. 12 2-inch vent openings on 1 2j pipe. 24 2-inch vent openings on 1 3-inch pipe. Nineteen (19) water closets vents or their equivalent may be gathered and returned into a four (4) inch vent stack. Twenty (20) or more water closets or their equivalent may be gathered and returned into ' a five (5) inch stack. Connection to stack shall be made at least two (2) feet above the highest fixture. Section 39. Sewer pipe, soil pipe waste pipe or ventilation pipe shall not be constructed of brick, earthenware or sheet metal, and chimney flues shall not be used for such ventilators$ In no case shall wrought iron pipe be used under ground for waste or vent pipe. Section 40. No waste pipe shall be less than one and one-fourth inch for one €inure and not to exceed two fixtures; one and one- half inches for three fixtures and not to exceed six fixtures. Wastes from bath tubs, sinks, laundry tubs and urinals shall be one and one-half inches. Lead wastes shall not be of less weight than ' the grade known as extra light. In no case shall the waste pipe from any other fixture connect, to the house side or in the seal of any water closet trap, and such connections shall be made so that the discharge of the waste will not disturb the seal in the water closet trap. No refrigerator or other receptacle in which previsions are stored shall be connected with the drain, soil, waste, vent pipe or discharge upon the ground beneath the building, but in every case there 210 shall be an open, trapped tray beneath the refrigerator or discharge into sink or fixture. Safe wastes, drip or overflow pipes must run to some place in open sight and discharge over sink or other fixture and in no case shall any such pipes connect with drain, soil, waste, vent pipe or rainwater leader, and in no ease shall safe waste pipes under water closets or urinals be connected with safe waste pipes under any other fisture. Section 41, waste pipes from kitchen sinks in any hotel, restaurant or any other dwelling house shall run separate to grease trap in yard when practicabie; and when same is not practicable to put in yard a grease trap shall be placed below such sink, said grease trap to be Wolf's enameled cast iron or other similar iron, or if made of lead to weigh not less than six pounds to the square foot and to the six inches in diameter and fourteen inches high. Grease traps in :yards shall be constructed of eight inch brick, laid in good hydraulic cement mortar, be plastered at least one inch thick with hydraulic cement mortar made in proportion of one part cement to two parts sand. Grease traps to have stone or iton covers not to be placed more than six inches below grade. Grease traps for , small buildings or ordinary dwellings shall not be less than twenty- four inches in diameter, hotels, restaurants, or other cooking establishments to have grease traps not less than forty inches in diameter, `and according:;.to direction of the Plumbing Inspector or Uity Engineer. Bar drains shall be connected with a drum trap of not less than six inches in diameter, all floors drains shall be properly trapped and vented, and such work shall be done in accordance with the direction of the Inspector of Plumbing. In no case shall sink waste discharge through closet or slop sink connection, but must dis- charge through two inch "Y" in stack or house sewer. Section 42. Every water closet or'gtoup of water closets within ' a building shall be flushed from a separate tank or cistern; the flush pipe to not be less than one and one-fourth inch. All water closets to be connected with lead bends beaten down to receive flange of closet. No person shall place in any building a whirlpool wash water closet or pan water closet, and when` such closet is moved for repairs it shall not be replaced.` All public urinals shall be supplied with 211 flush tanks. Outside water closets must be separately trapped with clean -out trap, soil pipe have lead connection flange on floor to receive hopper, hopper to be flushed with seat atached to valve by heavy chain. Waste for valve to be trapped when connected with sewer outside of water closet trap; trap for water closet and valve to be set in vault below freezing and accesible for repairs. Section 43. No steam exhaust, blow -off or drip pipes shall be connected with sewer or any drain, soil pipe, waste pipe, vent pipe, or rainwater leader when within a building,but shall discharge into an open tank or condenser, from which a sole connection to sewer or House drain may be provided. Section 44. Rainwater leaders shall not be connected with the sewer system, except,when especially authorized in writing by the City Engineer. Rainwater leaders when within a building shall be extra heavy cast iron soil pipe or standard wrought iron pipe, tarred inside and out or galvanized and shall be properly flashed ' and tested to roof, Rainwater leaders shall in all cases have a trap or back pressure valve before entering the sewer or soil pipe, Section 45. Nothing in this ordinances shall prevent theuse of wrought iron soil and waste pipes with Durham fittings and tarred inside and out with coar tar pitch applied hot or galvanized. Section 46. 'When additional fistures or alterations are required and the same are not practicable to be constructed in accordance with the provisions of this ordinance, a special permit may be issued by the Inspector of Plumbing. Section 47. The Inspector shall be notified when the work is ready for inspection and test, by registering the number of permit and the location of the work in the register book kept for that purpose in the office of the Inspector of Plumbing. All work shall ' be left uncovered for examination until all the inspection herein Mentioned, except the final inspection, having been made. Such examination, except for final examination, shall cost the sum of $1.00 for each six fixtures or fractional part thereof, which sum shall be collected from the person, firm or corporation to whom the permit is issued by the Jlumbing Inspector at the time of the permit is issued. 21_2 The whole system of drain, soil, waste- and ventilation pipes shall be Palled with water or subjected to an air pressure, of five pounds per square inch, and in all eases where only a part of the system has been tested at one time the inspector shall require an additional test of the whole system and it shall be absolutely tight. If, upon such examination and test the Plumbing Inspector. - finds that the said work is not absolutely tight or is not in accordance. with the statements, drawings, plans, etc, filed at the time the permit was issued and is not satisfactory to the said Plumber Inspector, then he shall notify the person, firm or corporation doing said work of the s aid fact, and thereafter when the work is again ready for examination as hereinbefore provided,the Inspector shall be notified as hereinbefore provided, and the Inspector shall again make such test and examination, and so on until the work is absolutely tight and is done according to the statements, plans, drawings, etc. upon which the permit was issued or is satisfactory to the Plumbing Inspector. For each such additional examination the sum of one dollar for each six fistures or fractional part thereof shall be collected from the person, firm or corporation to whom the permit is issued. After ail the fistures have been placed in position and the work completed the person, firm or corporation to whom the permit is issued shall within three days, notify the Plumbing Inspector, and a final test equal to the pressure of one inch of water shall be applied, and if found to be Right and in accordance with this ordinance the In - spector shall so certify on the face of the permit, and no plumb- ing shall be used until such certificate is made by the Inspector. The money collected, as herein provided, shall on the first day of each month be paid by the Inspector to the City Treasurer. Section 48. Yo person, firm or corporation shall run or extend any water service pipes or make any connection thereto for any purpose whatsoever, who shall not first have obtained a permit therefor as required by this ordinance, and he or they shall be amenable to all sections of this ordinance relative to the excav- action and filling of trenches or such other matters pertaining to that class of work as herein contained. Section 49. All service pipes for water supply attached to any water main in the City of Kalispell shall be for good, 2_ -3 sound, galvanized iron or lead pipe, evenly laid in the bottom of trenches at least six and one-half feet below the established surface grade, and sufficiently strong to withstand a pressure of three hundred pounds per square inch. ,The stop box,on all service pipes shall be placed just inside the curb and shall have top set to grade or level with the top of the sidewalk, Dater supply pipes shall in no case be laid in the same trench with the sewer pipe. All service pipes hereafter laid in any of the street within the limits of fire district no. 1 of the City of Kalispell should be of lead from the main up to the and with the area wall or inside &f the building. When streets are paved,all iron service pipes shall be taken up and replaced with lead pipe, No new Icon pipe shall be laid within fire district No. 1 to repair a,broken or defective pipe, but the whole service, up,to an inside of the building or area wall must be replaced by lead pipe. All lead pipe used for service and connections to fixtures shall be of the grade known as "strong" or extra strong, subject to ' approval of Supt. of Water Department. All joints in lead service pipes shall be wiped joints; no cup joint will be allowed. All joints between lead and iron pipe shall be made with brass soldering nipples or with ground soldering unions. Unions in,iron pipe for hot water shall be ground unions or skull be packed with asbestos or vulcanized gaskets, or any other material not fable to injury from hot water. No cock shall be placed at the end of any line of water pipe, but all supplies, to fixtures shall have a suitable air chamber of at least twelve inches. Section 50. A stop and waste cock shall be placed on the ' supply pipe just inside the cellar or area walls, easy of access and pipes so graded that when cock is closed the whole system of supply pipes will be perfectly drained at that point. Section 51. No steam boiler or hot water heating.apparatus ged by the direct water pressure shall be connected to any water main or supply without a proper check valve placed between the said boiler or heater and main. Section 52. All work in any manner connected with the running of water pipes for household water supply or any extension thereof 24 shall be jubject to the inapection,and approval of the Plumbing , Inspector, and any faulty or defective work which may at any time be discovered shall be made satisfactory to Jbaid officer, Section 53, .any person, firm or corporation engaged in the business of heating and ventilation by steam, hot water, hot air or furnace heating, or any owner shall first have obtained a permit therefor as provided by this ordinance and shall, before doing any work in any building within the limits of the City of Kalispell,, have submitted a plan or statement covering the details of such work before obtaining a permit therefor from the Inspector of Plumbing said work, the arrangement of boiler or furnace room shall be subject to the approval of the Inspector of Buildings and shall comply with all the requirements pretaining to such work, which are contained.in this ordinance and in the building ordinance. Section.54. It is hereby made the duty of the Inspector of Plumbing to secure the proper enforcement of this ordinance and to promptly investigate any information he amy receive of its violation and to promptly proceed with the complaint and its prosecution in any case of its viilation of which he may have knowledge or due I an5l reliab9e information. Section 55• Any owner, agent, architect, drain layer, plumber superintendent, contractor or other person failing, neglecting omitting, resisting or refusing to comply with any of the conditions terms, regulations or requirements of this ordinance shall, upon conviction, be fined in the sum of not less than two dollars nor more than one hundred dollars for each offense, and futther penalty of not less than twenty-five dollars will be imposed for each day such violation is allowed or suffered to continue; and after the first fine has been imposed upon axW person, firm or corporation having a license or permit under this ordinance from the City of Kalispell,for any violation of the provisions herein the Mayor may suspend or revoke the license or permit of any such person, firm or corporation having such a license or permit. Section 56. All ordinances and all parts of ordinances in conflict herewith are hereby repealed. Section 57. This ordinance has to do with Public Health and Public Safety, and is therefor declared an emergency ordinance and shall take effect immediately upon its passage by the City Council.
