ORDINANCE NO.434.
AN ORDINANCE PROVIDING FOR THE HOLDING OF A SPECIAL ELECTION BY THE
REGISTERED ELECTORS OF THE CITY OF KALISPELL,WHOSE NAMES APPEAR ON THE
ASSESSMENT ROLL FOR THE YEAR NEXT PRECEDING SUCH SEECIIL,ELECTION UPON
THE QUESTION OF WHETHER OR NOT SAID CITY OF KALISPELL SHALL INCREASE
THE INDEBTEDNESS OF SAID CITY OVER AND ABOVE THE P PERCENT LIMIT
FIXED BY LAW BY THE ISSUANCE OF MUNICIPAL BNWEH BONDS IN THE AMOUNT OF
$1001000 FOR THE PURPOSE OF BUILDING A NEW MAIN SEWER,REPAIRING AND
IMPROVING THE PRESENT SEWAGE SYSTEM OF THE CITY OF KALISPELL AND THE
ERECTION AND BUILDING OF A SEWAGE TREATMENT PLANT TO DISPOSE OF THE
SEWAGE OF SAID CITY.
BE IT ORDAINED by the City Council of the City of Kalispell,
Montana:
Section 1. That a good and sufficient petition has been filed
with and presented to the City Council of the City of Kalispell,praying
for a special election to be held as is hereinafter provided for,which
said petition was duly signed by more than 20 percent of the qualified
registered electors of said City of Kalispell and whose names, appear
upon the assessment roll of Flathead County,Montana,for the year next
preceding the proposed election,to-wit,the year 1930, and which said
registered electors as aforesaid are entitled to vote within the
corporate limits of the City of Kalispell.
Section 2. That a special election of the City of Kalispell
is hereby called to be held in said City on Tuesday,the 2nd day of
June,A.D.1931,between the hours of eight o'clock A.M. and six o'clook
P.M. of said day,for the purpose of submitting to the qualified eleetors
of said town whose names appear upon the assessment roll of Flathead
County,Montana for the year 1930 and whoare otherwise entitled to vote
at said election,the question as to whether or not the City of Kalispell
shall increase its indebtedners over and above the 3 percent limit fixed
by law by the issuance of municipal sewer bonds in the amount of 1009000
for the purpose of building a new main sewer,repairing and improving '
the present sewage system of the City of Kalispell,and erecting and
maintaining a sewage treatment plant to dispose of the sewage of said
city and which said bonds shall 'Dear interest at not to exceed 6 percent
per annum.
Section 3. That the place of holding said election and the
persons who shall act as judges and clerks in the respective wards are
hereby designated as follows:

Section 4. That the amount and character of bonds to be issued
shall be as follows: Municipal sewer bonds in the amount of 9 1009000
in the denomination of 4 1,000.00 each whether the same be amortization
bonds or serial bonds,said bonds to be numbered serially and to bear

interest not exceeding 6 percent per annum payable semi-annually
on the let day of July and on the lst'day of January of each year
and to be dated on the 1st day of July,1931 and payable in twenty
years from the date thereof and redeemable in ten years or any other
interest bearing date or as may be provided by the law of the State
of IvMontana,and to be payable on either the amortization or serial
plan as may be found $cost advantageous to said city at the time of
the sale of said bonds and to be generally in form and substance as
provided by statute,provided that in the event serial bonds are
issued,two of said bonds shall be payable on each interest bearing
' date until July 1,1942 and thereafter three of said bonds shall be
payable on every interest paying date,but all of such bonds shall be
subject to the redemption privileges above speeiffied and otherwise,
all of said bonds shall be in form and substance and with such
interest coupons thereto attached as the City Council may hereafter
determim and specify pursuant to law.
Section 5. That the ballot to be used at such election shall
be ordinary white paper four inches by six inches in size and shall
be printed in the following form:

' Section 6. That the City Clerk be and is hereby authorized
instructed and directed to give notice of said special election by
publication and posting as required by law,which said notice shall
be in the following form:
NOTICE OF SPECIAL ELECTION.
Notice is hereby given that a special election shall be held
in the City of Kali spell,Montana, on the 8nd day of June,A.D.1931
from eight o'clock A.M. to six o'clock P.M. of said day for the
purpose of submitting to the qualified registered electors of said
eity,whose names appear upon the assessment roll of Flathead County,
Montana, for the year 1930,the question of whether or not the City of
Kalispell shall increase its indebtedness over and above the 3 percent
limit fixed by law,by igeuing municipal sewer bonds of the said city
in the amount of $ 100,000 for the purpose of building a new main
sewer,repairing and improving the present sewage system of the City
of Kalispell and building and erecting a sewage treatment plant to dis-
pose of the sewage of said City of Kalispell. Said bonds to be in
denominations of 3 1,000 each whether amortization bonds or serial
bonds and to be payab&e ot,-either of said two plans as may be found
most advantageous to the city of Kalispell at the time of the sale of
said bonds and to bear interest at not to exceed 6 percent per annum
payable semi-annually on July 1 and January l,said bonds to be dated
' July 1,1931 and to be payable in twenty years and redeemable in ten
years or at any interest paying date as may be provided by law. If
serial bonds are issued,two of said bonds shall be payable every
interest paying date until July 1,1942 and thereafter three of said
bonds shall be payable on each interest paying date but subject to the
redemption privil&ges above specified and otherwise said bonds shall
be in form and substance and with such interest coupons thereto
attached as the City Council may hereafter determine and specify
pursuant to law and the statutes of the State of Montana.
That the places for voting at such election are as follows:
First Ward at the Flathead Motor Sales Building at Kalispell,Montana:
Second Ward at the City Hall in Kalispell; Third Ward at the Court House

Section 7. The County Clerk & Recorder of Flathead County,is
hereby requested and directed to give notice of the closing of the
registration books for the special city election berein,providing for
which said notice shall be in the following form:.
NOTICE OF CLOSING OF THE REGISTRATION BOOKS FOR THE SPECIAL
ELECTION TO BE HELD IN THE CITY OF KALISPELL ON THE End DAY OF TUNE,
A.D. 1931.
Notice is hereby given that the registration books for the
special election to be held in the City of Kalispell on Tuesday,
June 2nd A.D. 1931 to vote upon the question, Shali the City of
Kalispell increase its indebtedness over and above the 3 percent
limit fixed by law by issuing municipal sewer bonds to the amount of
$ 100,000 for the purpose of building a new main sewer,repairing and
improving the present sewage system system of the City of Kalispell
and building and erecting a sewage treatment plant to dispose of the
sewage of said City of Kalispell, will close on Friday,the 17th day of
April A.D.1931.
All electors may register for the ensuing special election by
appearing before the County Clerk at his office or by appearing before
a deputy registrar or before any Notary Public or Justice of the Peace
in the manner provided by law.
All electors for such election must be properly registered on
the County Register for said election.
Electors living in the city of Kalispell who have moved from the I
ward in which they are registered, must make application for transfer
to the ward in which they now reside and expect to vote.
See to it that your name is properly registered.

Section 8. That a tax fixed by ordinance shall be levied each
year for the purpose of paying the interest and principal upon said
bonds as they may become due,whieh tax shall,be in sufficient amount to
meet the maturing bonds and interest.
Section 9. That -the City Clerk be and is hereby authorized and
directed to take all necessary steps and proceedings required by law
for the holding of said special election.
Section 10. That all ordinances or parts of ordinances in
conflict herewith are hereby repealed.
Section ll. It is hereby declared that an emergency and urgency I
hereby exists and that this ordinance shall take effect immediately
upon its passage and approval.

AN OREINANCE allNDILG SECTION 296 OF THE REVISED ORDINANCES OF THE
CITY OF KALISPELL OF 1928 PASSED AND APPROVED MARCH 5,1928, AND
REGULATING THE DRIVING 011 MOTOR OR OTHER VEHICLES WITHIN THE CITY
OF KALISPELL.
BE IT ORDAINED BY THE CITY C€3UNCIL OF THE,CITY OF KALISPELL:
Section 1. That it shall be the duty of every person operating
or driving any motor or other vehicle or riding or driving any animal
along or over any public highway and approaching any intersection of
' the public highway with the intention of turning thereat to the right,
to keep to the extreme right,and with the intention of turning thereat
to the left,he must keep to the right and swing full around the center
line of the street, provided however, that within the conjested district
only,when turning to the left,the driver shall swing to the right of
the marker or painted line on the street at said street intersection.
Section 2. All ordinances or parts of ordinances in conflict here-
with are hereby repealed.
Section 3. An uzgeneycgnd emergency is hereby declared to,and
does exist.
Section 4. :This ordinance shall be in full force and effect from
and after its passage and approval.
