IN KALISPELL, MONTANA. MAYOR TAMMI FISHER PRESIDED. COUNCIL
MEMBERS JIM ATKINSON, KARI GABRIEL, BOB HAFFERMAN, PHIL GUIFFRIDA-,
RANDY KENYON, TIM KLUESNER, WAYNE SAVERUD, AND JEFF ZAUNER WERE
PRESENT.
Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Theresa White,
Chief of Police Roger Nasset, Parks and Recreation Director Mike Baker, and Deputy City Clerk
JudiFunk.
Mayor Fisher called the meeting to order and led the Pledge of Allegiance.

The motion carrieu unanimously upon vote.
Jim Cossitt, 1231 6th Street West, commented he was following up on his July 15 memo regarding
the hnpact Fee Advisory Committee and councils' failure to appoint members, stating, "This is a
significant and on-goina denial of public participation."

This ordinance amends Article 1 , Chapter 2, of the Kalispell Mum* cipal Code concerning board
appointments. Ordinance 1733 passed on first reading December 2nd.

Mark Johnson, Mayor -Elect, 11 Mountain Park Lane, remarked this is legislation drafted out of
frustration and it is flawed.
Kenyon moved second reading of Ordinance 1733, an ordinance amending the Administrative
Code of the City of Kalispell enacted as Ordinance No. 1166 and codified in the Kalispell
Municipal Codes at KMC 2-3 regarding the duties of the Mayor in appointing members of
advisory boards and commissions, declaring an effective date and authorizing the city attorney
to codify the same. The motion was seconded,
Hafferman commented that it is the Mayor's prerogative to recommend members and that
committees should is wide variety of people; he said it has worked fine all of these years and he
will be against the e ordinanc voting.
Atkinson stated that he appreciates Hafferman's and Mayor -Elect Johnson's points, but still believes
this is a good opportunity to right a wrong.
Kluesner remarked this is changing what the new council will have to live with and suggested it be
tabled until January.
Kluesner moved to table Ordinance 1733 until January 21, 2014. The motion was seconded.
The motion to table failed upon roll call vote with Hafferman and Kluesner voting in favor,
Atkinson, Gabriel, Guiffrida, Kenyon, Saverud, and Zauner voting against, with Mayor Fisher
recused.

Zauner voting in favor, Guiffrida, Hafferman, and Kluesner voting against, with Mayor Fisher
recused.
Russell informed council that January work sessions will include the golf course capital asset plan
and accessible parking. He also said this is Park and Recreation Director Mike Baker's last council
meeting as he is retiring at the end of the month.
Mayor Fisher thanked Baker for his service and, in response to a public comment, noted that she
works with 2,500 people at the hospital and she hopes that any employee could raise any issue with
council or staff.
Atkinson thanked Mayor Fisher, Hafferman and Zauner for their service on the council.
