Council Minutes - Regular Meeting - November 18, 2013A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M., MONDAY, NOVEMBER 18, 2013, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR TAMMI FISHER PRESIDED. COUNCIL MEMBERS JIM ATKINSON, KARI GABRIEL, PHIL GUIFFRIDA, BOB HAFFERMAN, RANDY KENYON, TIM KLUESNER, WAYNE SAVERUD, AND JEFF ZAUNER WERE PRESENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Theresa White, Chief of Police Roger Nasset, and Deputy City Clerk Judi Funk. Mayor Fisher called the meeting to order and led the Pledge of Allegiance. Kenyon moved to approve the Agenda. The motion was seconded. There was no discussion. The motion carried unanimously upon vote. B. CONSENT AGENDA APPROVAL 1. Council Minutes — Reg_ular Meeting — November 4, 2013 Atkinson moved to approve the Consent Agenda. The motion was seconded. There was no discussion. The motion carried unanimously upon vote. C. PUBLIC COMMENT Mayre Flowers, Citizens for a Better Flathead, 35 4th Street West, remarked she is concerned about the procedure and public process for board appointments. D. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION D/1. ACCEPT GRANT — PORTABLE RADIOS The Kalispell Police Department has been awarded a grant in the amount of $12,704 for the purchase of portable radios. Nasset gave a report. Kalispell City Council Minutes November 18, 2013 Page 1 Public Comment None. Gabriel moved council accept the Justice Assistance Grant in the amount of $12,704. The motion was seconded. Council Discussion None. The motion carried unanimously upon vote. D/2. BOARD APPOINTMENT — FLATHEAD COUNTY SOLID WASTE Harball answered questions on the appointment process and there was council discussion. Public Comment None. Gabriel moved to table the appointment to a work session on November 25. The motion was seconded. The motion to table carried unanimously upon vote. E. MAYOR/COUNCIL/CITY MANAGER REPORTS (No Action) Russell informed council the 911 funding meeting was very productive, and the November 25 work session will cover board appointments, sidewalk issues, Eastside Park/Thompson Field, and possibly accessible parking. Mayor Fisher asked for time commitments from council members for the Salvation Army bell ringing competition on December 19. F.
