05-25-90 Public Works Comm MinutesPUBLIC WORKS COMMITTEE MINUTES May 25, 1990 7:00 a.m. Present at the meeting were Chairperson Moses, Councilman Granmo, Councilman Buck, Surveyor Zavodny, Street Supt. Brady, and Jerry Diegel, Traffic Signal Tech. SYKES PROJECT Discussion took place regarding the status of the Sykes area project. HIGHWAY DEPARTMENT STRIPING AGREEMENT C. Moses requested background information regarding the agreement with the state as it relates to striping. Mr. Diegel stated that after conducting research he has been able to find a traffic signal agreement dated 1978. He has always assumed the resolution for striping was somehow connected to the traffic signal agreement. He has not seen a written agreement regarding striping. C. Moses suggested an agreement be drafted for future purposes. The Committee agreed to recommend the current resolution be signed and if there is no agreement found, to request the Mayor to draft an agreement, which will be the basis of the resolution. HIGHWAY DIVIDERS Discussion took place regarding both removal of the dividers on Sunset Blvd. at the intersection of Sunset and Wyoming and the responsible entity for incurring cost. Street Supt. Brady is to compile information for Mayor Hopkins relative to the necessity and cost of the project, which is to be included in the 1990-91 budget request by priority. The Committee agreed to request the Mayor to negotiate with the state regarding the project. • MERIDIAN ROAD - UPDATE Surveyor Zavodny requested the Committee to strongly consider the additional $5,000.00 budget request in traffic signals and signing budget for the striping and traffic control devices on Meridian Road. The Committee requested a copy of the budget request. Surveyor Zavodny reported the water main for Meridian Raod is complete in place and operative, gas main is lowered, storm drain is on schedule, excavation and backfill is on schedule, and P P & L is in the process of pole relocation. C. Grano reported he has received compliments of the city's work on Meridian Road. SW KALISPELL Discussion took place regarding a SW Kalispell resident's claim for damages on his property during reconstruction. Surveyor Zavodny stated that based on field records of Carver Engineering the property has not changed due to the grades set for the project and there is not a record relating to culverts pre-existing on the property. A video of the project can be viewed and culverts may be noticed on the video. The resident is requesting black dirt be placed on his property. Surveyor Zavodny stated the city committed public works in -kind service to the SW Kalispell project and hundreds of both man hours and equipment hourshave been spent on the backfill portion of the project at a higher than anticipated expense to the city.
