Attendance: Chairperson Moses, Councilman Granmo.

AWARD CURBING & SIDEWALK BIDS - S. MERIDIAN ROAD C. Moses reported
two bids were received and low bidder was Marriott Concrete, Inc. at
$33,837.00. C. Granmo moved to recommend to council to award the bid
to Marriott Concrete, Inc. C. Moses seconded and the motion carried
in favor.
AUTHORIZE CURBING & SIDEWALK BIDS FOR YEAR ENDING 1990 C. Moses informed
the Committee that this is the general bid for ordering in curbing and
sidewalk for the year 1990. C. Granmo moved to authorize the Public Works
Staff to call for bids for curbing & sidewalk. C. Moses seconded and the
motion carried in favor.
ALLEY PAVING POLICY Street Supt. Brady informed the Committee the policy
in the past has been to charge material cost to the adjacent property
owners. Some alleys have required extensive prep work and have additional
labor and machinery cost which the property owners have not been required
to pay.
Discussion took place regarding expenses of labor, materials, and equipment
rental and what the adjacent property owners should be charged.
If the City Attorney agrees that adjacent property owners can be legally
charged for labor, a proposed policy will be created for review.
• PROPOSED 1990 PUBLIC WORKS PROJECTS Mayor Hopkins reported that public
works projects outside tax increment district will be primarily maintenance
other than S. Meridian Road. The Sykes area is one of the major projects
being worked on within the district. This will be in two phases.
Street Supt. Brady presented and explained photos of areas in need of
maintenance. He will prepare a list of maintenance projects which C. Moses
will present as a motion for approval to the council.
Discussion regarding 5th St. E. reconstruction took place. Mayor Hopkins
will prepare a report for C. Moses to take to council.
Public Works and Community Development Committees will meet prior to May 7,
1990, to discuss inside tax increment district project funding.
BANNERS Mayor Hopkins explained the history of hanging banners over Main
Street and reasons why the council agreed to eliminate the service. He
requested the Committee to reinstate the service and informed that the staff
is working on an alternate method of hanging banners as well as an administrative
fee. In the interim, local companies have agreed to assist the city in hanging
banners. Mayor Hopkins will prepare a motion for council approval.
MAINTENANCE AGREEMENT Mayor Hopkins informed the Committee the maintenance
agreement between Montana State Highway Dept. and the City of Kalispell is
not in its final form. An agreement for sweeping, flushing, and sanding of
Main Street and Idaho Street; that the city will do this on behalf of the
state. A draft of the agreement has been agreed upon.

PACK ADDITION C. Moses reported Mr. Pack has requested the city to
assure acceptance of a road if the road is built to city specifications.
Mr. Pack has been requested to submit a preliminary final of the site
plan for the city to review and make a decision. This issue has been
referred to the next Public Works Committee meeting.
