Attendance: Chairman Hopkins, Councilwoman Moses.
Others Present: Councilman Furlong, Mayor Kennedy, DPW Hammer, Surveyor Zavodny,
S/W Supt. Van Dyke, Street Supt. Brady.
FIRST ALLEY WEST The issue of final payment has been postponed until Thursday
December 28, 1989 at 8:15 a.m. At this time the Committee hopes to meet with
Mr. Billmayer of Billmayer Engineering.
Discussion took place regarding contract enforceability. C. Moses moved that
in all future contracts language be written to inform that final payment to engineers,
contractors, and sub -contractors will be reviewed after a closeout conference with
the Mayor, Public Works Committee, and any other Councilmembers is held and that
this language be included in all public works contacts. In addition, the performance
bond will not be released until the project is satisfactorily completed. Motion carried.
6TH STREET WEST The Committee moved the City Attorney be directed to apply the
above motion to the contract for the 6th Street West project and all future contracts.
PRE BID CONFERENCE DPW Hammer will prepare a draft policy and report back to committee.
The policy will require all responsible bidders to attend a bid conference in which
the above stipulations will be required.
STREET RECONSTRUCTION The Committee requested DPW Hammer to prepare a letter of
recommendation from the Committee to the Kalispell Development Committee and the
Community Development Committee requesting review for approval the public works
plan in fact for 1989-90 and in concept for 1990-91 and 1991-92. In addition,
to request tax increment funding for storm, street, and the difference required
for water for the 6th Street West project. Also, to request funding for five blocks
of storm drain in the Sykes area.
