August 31, 1989 PUBLIC WORKS/SEWER AND WATER 8:15 A.M.
COMMITTEE MINUTES
Attendance: Chairman Hopkins, Vice Chairman Gunnerson, Councilwoman Hafferman,
Councilman Schindler, Councilman Furlong.
Others Present: DPW Hammer, Street Supt. Brady, S/W Supt. Van Dyke, Const. Insp.
Samson.
WATER AND SEWER MATERIALS S/W Supt. Van Dyke presented written recommendation and
comparisons of the water and sewer materials as.received. Northwest Pipe was low
bid on Bid Items 1, 5, and 6 for PVC Water Main, 12" & 18" SDR 35 PVC, and 24"
Design Standard 18 PVC Ribbed Pipe, respectively. He requested the Committee to
recommend Northwest Pipe be awarded Bid Items 1, 5, and 6.
Items 2, 3, and 4 were low bid by Dana Kepner, who did not bid the items specified.
Rather, Dana Kepner crossed off specified items and wrote in different brands of
pipe, fittings, etc., to comply with what their company sells. S/W Supt. Van Dyke
requested the Committee to recommend that the next lowest bidder, Northwest Pipe,
be awarded Bid Items 2, 3, and 4. The additional cost difference is $2,000.00.
C. Schindler questioned if there is justification for the additional cost. S/W Supt.
Van Dyke responded yes, in order for the water department to remain consistent and
compatible with existing equipment and inventory Mueller products were specified.
A motion was made and seconded to recommend to Council to award all water and sewer
materials to 'Northwest Pipe and also to request the City Attorney to write a letter
of explanation to Dana Kepner. With all in favor, the motion carried.
FUEL BID DPW Hammer introduced Todd Samson as the Department's new Construction
Inspector. Const. Insp. Samson presented written recommendation and comparison of
the fuel bids.
The bids were not evenly comparable due to tax being either included or not included
in the bids.1 Taxes were taken out of the base bid for comparative analysis. Markups
were also compared. City Service, Inc. was low bid on all items. Therefore, the
Public Works. Department requests the Committee to recommend that the Fuel Bid be
awarded to the low bidder, City Service, Inc.
C. Gunnerson so moved. C. Schindler seconded. With all in favor, the motion
carried.
LEAF VAC Street Supt. Brady stated he has spoken%with a dealer in Spokane regarding
the specifications and purchase of a leaf harvester for the City of Kalispell. He
requested the Committee to recommend to Council to authorize the Public Works Staff
to go out for bid on a New, Used, or Demonstration Model Ford 710, with either left
or right hand pick up. The used or demonstration model is specified to include a
new warranty. The bids are tentatively scheduled to be opened September 18, 1989.
The Public Works staff is requesting that the Council grant the Committee the power
to act on award. This will save two weeks on delivery in order for the machine to
be used this year.
Discussion took place regarding the Committee receiving the power to act. The
Public Works Staff is to prepare a memo for the Council relating to the purchase
of a left hand pick up machine and driving the opposite direction of traffic.

ENERGY STUDY S/W Supt. Van Dyke reported that he has been contacted by Rita Docken
of the Energy Commission. She is going to be conducting an energy study of the
•City of Kalispell electric and gas consumption. She will be working with the City
as well as the power companies to increase the efficiency of the utilities and make
recommendations for saving money. There will not be a charge to the City for this
service.

DPW Hauer informed the Committee that the Energy Commission had been working with
Bob Hafferman on an energy grant. They will also be conducting a study of comparison
of the WWTP before and after construction of the new plant.
STREETS C. Gunnerson questioned the patching of major streets and the time line for
repairs.
Street Supt. Brady responded he has had two patch crews working in the interim of
construction projects.
Discussion took place regarding Meridian Road maintenance. The Committee decided
to refer discussion to the entire Council Tuesday September 5, 1989 for possible
solution to interim maintenance.
The Public Works Staff is to prepare cost estimates on various maintenance alternatives.
C. Hopkins referred further street reconstruction/maintenance discussion to the next
Public Works Committee meeting.
