Attendance: Chairman Hopkins, Chairman Nystul, Council President Saverud,
Councilman Furlong, Councilwoman Hafferman, Councilman Atkinson.
Others Present: S/W Supt. Van Dyke, Surveyor Zavodny.
MERIDIAN ROAD C. Hopkins reported the Public Works Committee met three weeks ago
and the general consensus was to not proceed on the Meridian Road project immediately
since the contingencies had not been resolved. In the interim, Mayor Kennedy directed
DPW Hammer to prepare a design/proposal to begin the project this year. The Public
Works Staff has prepared for the Sewer and Water Committee meeting on August 4, 1989
a schedule of construction and maintenance. At the Sewer and Water Committee the
Public Works Staff was instructed to purchase materials for storm drain. The
resolution of storm drainage was a contingency item. The staff designed a solution
to a long standing problem at Mr. Pittman's residence on 7th St. W. and loth Ave. W.
The opportunity exists, according to the schedule presented, to install a portion
of the water main and storm drain for Meridian Road. This combined Committee is to
consider the Committee recommendation of withholding action on Meridian or to go
forward with the project. The installation of storm drain on 7th St. W. to the
outfall has been decided in favor.
C. Nystul stated one of the issues to discuss is the storm drain materials. He
reported S/W Supt. Van Dyke and Surveyor Zavodny have been discussing two different
types of sewer pipe.
S/W Supt. Van Dyke stated SDR 35 conventional sewer pipe was to be installed on 7th
to Mr. Pittman's residence. He is proposing to use a new type of pipe called Perma
Loc. It has been on the market for eight years. The City of Whitefish has used
approx. 3,000 ft. of this pipe in the same increments as the staff is proposing;
12", 18", and 24". If the City of Kalispell uses this pipe it will save an estimated
$8,000. He has contacted three of the major engineering firms and all of the engineers
have stated that the pipe is afceptable. In addition, he has spoken with Greg Aktin and
a foreman from the City of Whitefish, a local pipe layer and has not received negative
comments regarding Perma Loc pipe. The pipe is lighter, more brittle, and requires
more careful handling. The only negative comments he has received are from the suppliers
who do not sell this product. He stated the storm drain budget is tight and by using
this pipe there will be enough funding available to finance the project in 1989-90.
C. Furlong questioned the advantages other than cost. S/W Supt. Van Dyke responded
cost is the advantage. The disadvantage is that it is more brittle, not as flexible,
but if care is taken in the bedding it holds up well.
C. Saverud questioned if there is more than one supplier. S/W Supt. responded one
supplier is Iron & Oak of Kalispell and Northwest Pipe of Billings.
Surveyor Zavodny stated the City crews will be laying this pipe. He stated he is more
negative than S/W Supt. Van Dyke, only because the pipe is not time tested. The pipe
the City is currently using is time tested.
C. Nystul questioned the amount of cover that is available in the first three blocks.
Surveyor Zavodny responded the first two blocks from 7th to 9th have 4.5 to 5 feet of
cover. From 9th to loth it will drop to the depression. From loth Alley W. to
Meridian there is a minimal cover, but the pipe will then be 18" and not 24".
C. Hopkins questioned the depth Whitefish placed Perma Loc. S/W Supt. Van Dyke
responded Whitefish used 6' of cover and the minimum recommended cover is 3'.
Surveyor Zavodny stated 3' of cover is available.
C. Saverud questioned the budget for the savings of $8,000. S/W Supt. Van Dyke stated
the Meridian project total for storm drain is $80,000. Other financing options may

be available. This is one way to meet the budget requirements.
Surveyor Zavodny stated S/W Supt. Van Dyke and he are split on the decision of the
•pipe. If DPW Hammer were present, he might have decided and this may not have been
brought to Committee. Neither Surveyor Zavodny nor S/W Supt. Van Dyke have this type
of authority.
C. Nystul stated it would be advantageous to use this pipe from 7th St. to Meridian.
Meridian will be a concern due to traffic.
C. Nystul questioned which contractor has used this type of pipe. S/W Supt. Van Dyke
responded the foreman for LHC has used the pipe in California. He stated he believes
this pipe can be used for storm drain and can be jointed. For sewer pipe, which needs
to be water tight, he would be scepticle.
The Committee agreed to begin the project using the Perma Loc pipe.
C. Furlong stated if he can be assured that the Meridian Road project will be finished
next year, then he is in favor of finishing as much of the preliminary work that can
be done now. He questioned the portion of Meridian Road proposed to be completed.
Surveyor Zavodny responded the staff believes the portion from Center to 2nd St. W.
would have water main installed by wintertime and possibly go further if weather
prevailed.
C. Furlong questioned when curbing could be installed. S/W Supt. Van Dyke responded
he is projecting May 15, 1990.
C. Furlong stated that if the road could be prepared for curbing and asphalt this year
•the temporary base will not be worse than the existing roadway. He is in favor of
beginning on Meridian now.
C. Nystul stated Street Supt. Brady was asked to prepare a memorandum regarding interim
maintenance. The Committee then reviewed the memo.
Surveyor Zavodny stated that in the first paragraph the price to pave an asphalt
leveling course for $14,200.00 is only 1.5" overlay, 24 feet wide. The trucking and
labor, using five City personnel; two City trucks and drivers, three laborers, two
rental trucks for five days is $6,000.00. The cost to accomplish a temporary street
is $20,000.00. If the asphalt is stripped and crgshed gravel is placed and oiled, the
cost will be $7,000.00 materials only. It is estimated that between the end of August
and the beginning of the construction season it will cost an additional $6,000.00 for
watering and grading. Based on the available data, his recommendation would be to do
nothing.
Surveyor Zavodny stated most of the issues of contingency have been resolved excepting
curbing and sidewalk. The staff has provided the options requested by Mayor Kennedy.
C. Nystul stated the reason he is not in favor of beginning the project now is based
on the unresolved contingency issues. C. Nystul questioned the right of way available.
Surveyor Zavodny responded there is enough right of way for 34' including curb and
gutter. Right of way is 40' plus or minus. The unresolved issue is who will pay
for curb and gutter.
C. Nystul complimented the design of the cross section of the road. He questioned the
funding for the street portion of the road. Surveyor Zavodny stated the costs are not
calculated for City manpower and trucking, and does not know what money is budgeted
for materials. He is unsure of County participation at this time.

Discussion took place regarding the installation of storm drain pipe on 7th St. W.
C. Nystul. questioned if the water line was designed in-house. Surveyor Zavodny
. responded yes, the project is for water main replacement. The approximate $20,000
saved will be used to buy pipe.
C. Nystul questioned if there were any objections to the storm drain installation.
There were none.
SOMERS TO KALISPELL C. Furlong questioned if the project will be four or five years
in the future.
C. Nystul responded the inquiry of the Highway Dept. states this as being five years.
He stated he has a problem with the standard agreement in that it states, "The City
agrees to make a thorough investigation of its existing storm sewer needs in the areas
adjacent to the proposed project, determine if facilities for intercepting storm
runoff are required before reaching this proposed project.". In addition, why is the
City responsible for advising the power, gas, phone, etc., it is a highway dept. project.
C. Nystul stated more importantly and not included in the agreement are the design
criteria such as trees on Main Street, median strips and landscaping from the Courthouse
to the south end of the City, left turn lanes, etc.
The Committee agreed negotiations are needed before signing an agreement.
S/W Supt. Van Dyke requested a Sewer and Water Committee meeting before August 21, 1989.
Agenda items are mostly for updating.
C. Nystul reported NW Telephone has submitted a bill and they had over -estimated
their billing by $10,000. The'City's engineer for the lst Alley W. project has
recommended a $95.00 reduction for a patch on the alley. The Mayor has written
his disagreement for the reduction on the bill. C. Nystul stated he believes $95.00
should not be deducted.
C. Furlong stated he is in favor of the $95.00 deduction.
