06-08-89 Public Works Comm MinutesJune 8, 1989 PUBLIC WORKS COMMITTEE 8:00 A.M. Attendance: Chairman Hopkins, Councilman Schindler, Councilwoman Hafferman. Others Present: Mayor Kennedy, DPW Hammer, City Attorney Neier, Surveyor Zavodny, Street Supt. Brady, S/W Supt. Van Dyke. RECOMMENDATION - BID AWARD Surveyor Zavodny presented written recommendation of the Public Works Staff for the award of bids received as follows: (Copy Attached) 1. 6" Uncrushed Sub -Base Award to NuPack 2. Crushed Base 3/4" Minus Award to McElroy & Wilken 3. Pipe Bedding Award to McElroy & Wilken 4. Hot Mix Award to A-1 Paving 5. Excavation Award to McElroy & Wilken 6. Truck Rental Award to Dan Lybeck 7. Curbing Installation - Southwest Kalispell Award to Marriott Concrete 8. Curbing and Sidewalk Installation for the Year Ending December 31, 1989 Award to Sandon Construction In the event of a tie between bidders the recommendations were based on the actual mileage from the Flathead County Court House, utilizing state highways and other major roadways, to the main entrance gates of the identical bidders. Mileage is a constant factor. Lengthy discussion took place regarding quality of material and recourse available to the City of Kalispell. The Committee decided to address problems on a case by case basis. C. Schindler moved to recommend to Council to accept the recommendation of the Public Works Staff for the award of contracts. C. Hafferman seconded. With all in favor the motion carried. The Committee was in agreement that the Public Works Staff and the City Attorney are to review contracts. Surveyor Zavodny requested the Committee to inform persons responsible to expedite the Notice of Award and Contract preparation. 6TH STREET WEST - ENGINEERING SELECTION Mayor Kennedy presented written recommendation from the selection committee for the engineer selected for 6th St. W. as Morrison- Maierle. The Committee reviewed the attached memo. C. Hopkins moved the Committee recommend to Council to accept the selection committee's recommendation to award the engineering of 6th St. W. to Morrison-Maierle. There being a second and all in favor, the motion carried. 4TH STREET WEST Mayor Kennedy stated 4th St. is a major fire route and requested the Committee approve the reconstruction of this street. This is also a request of the Fire Department. DPW Hammer stated since the project does not require water main replacement/repair, it will be a quick reconstruction job which can be completed in four to five days. The cost will be as inexpensive as an overlay. The Committee agreed to authorize the reconstruction of 4th Street. 2ND AVE. EAST C. Hopkins reported C. Nystul felt bad regarding the outcome of the 2nd Ave. E. recommendation from the Public Works Committee. June 8, 1989 PUBLIC WORKS COMMITTEE Page 2 2nd Ave. E. - Continued Surveyor Zavodny stated surveying is required for 2nd Ave. E. repair and recommended maintenance be performed in the interim. COMPACTOR PURCHASE - STREET DEPARTMENT Street Supt. Brady explained the immediate need for a compactor purchase in the Street Dept. He stated the one presently owned is in need of drastic repair and that it would not be cost effective to repair. The parts are obsolete and are hard to find. At this time the repair is going to cost as much as a new purchase. Street Supt. Brady requested approval to purchase a new compactor. The funding is available in the General Fund Street Department overall budget. The compactor would be charged to line item 940, which does not have budgeted dollars. The overall remaining budget will cover the cost of the purchase. The Committee approved the purchase of a new compactor. C. Hopkins will discuss the purchase with all Council Members not present for any objections. MERIDIAN ROAD - REQUEST FOR PROPOSALS S/W Supt. Van Dyke stated proposals are needed for water main installation on Meridian Road and requested direction from the Committee. The Committee agreed to refer the request to the Sewer and Water Committee. Hot Mix Bidder A-1 Paving NuPack Unit Price $16.80/ton $19.50/ton $104,143.20 $120,880.50 The Public Works Staff recommends the bid for Hot Mix be awarded to the low bidder - A-1 Paving. As the availability of hot mix cannot be guaranteed on a daily basis by any vendor, the Public Works Staff recommends arrangements be made with the second lowest bidder - NuPack to supply hot mix at a price agreeable both to NuPack and the Public Works Department. 5. Excavation Bidder Unit Price Total Price McElroy & Wilken $69.00/hour $20,700.00 The Public Works Staff recommends the bid for Excavation be awarded to the only bidder - McElroy & Wilken. Last year's excavation bids were $50.00, $68.00, $76.50 and $77.93 per hour. McElroy & Wilken's bid of $69.00 per hour is well within acceptable limits. 6. Curbing Installation - Southwest Kalispell Project Bidder Unit Price Total Price Marriott Concrete $4.82/foot $67,962.00 NuPack $6.99/foot $98,559.00 Sandon Construction $7.40/foot $104,240.00 The Public Works Staff recommends the bid for Curbing Installation/Southwest Kalispell Project be awarded to the low bidder - Marriott Concrete. 8. Curbing and Sidewalk Installation For The Year Ending December 31, 1989 This bid contained 15 items. Sandon Construction and Marriott Concrete submitted bids. Sandon Construction was low bidder on 14 of the 15 items. The Public Works Staff recommends the bid for Curbing and Sidewalk Installation For The Year Ending December 31, 1989 be awarded to Sandon Construction. ss PW-0039-89 John "Ed" Kennedy, Jr. Ivlayor / (406) 752-6600 DATE: June 7, 1989 TO: Public Works Committee FROM: Selection Committee SUBJECT: Engineering Services for the 6th Street West Project Dr;wer 1997 K;ilislu•II, Alont;uin 599Ua-N97 Request for Proposals was advertised on May 23, 1989 and May 30, 1989. A deadline was set for submission of proposals at 5:00 P.M. on June 5, 1989. Firms submitting proposals by the deadline were Thomas, Dean & Hoskins, Carver Engineering, Stokes and Associates, and Morrison-Maierle/CSSA. The Committee set up to review the proposals was composed of S/W Supt. Van Dyke, Surveyor Zavodny, and Street Supt. Brady. Mayor Kennedy sat in on the committee meeting. The firms were evaluated as per the Request for Proposals based on the Criteria for Evaluation as set out in the RFP. The Public Works Staff and Mayor's basic philosophy is: 1) to acquire the best service for the citizens of Kalispell, 2) best utilization of the taxpayers dollars, and,. 3) when at all possible all things being equal to spread the engineering services out among the engineers of our community. The committee met at 8:00 A.M. on June 7, 1989 and reviewed the proposals. The recommendation of the selection committee for the engineer for the 6th Street West project is Morrison-Maierle/CSSA. Things to be considered by the Council: 1) Flathead High School resumes classes on August 28, 1989, completion of the project will not occur until September 20, 1989. Morrison-Maierle/CSSA feels that the construction of 6th Street West between 6th Ave. W. and 4th Ave. W. could be completed by August 28, 1989 with final project completed by September 20, 1989., 2) Speed is of the essence so that we can get this project going.
