Attendance: Chairman Hopkins, Vice Chairman Gunnerson, and Councilman Schindler.
Others Present: DPW Hammer, Street Supt. Brady, Surveyor Zavodny, S/W Supt. Van Dyke.
• 2ND AVE. E. DPW Hammer presented a map indicating tax increment boundaries. 2nd Ave.
E. is within the tax increment district and problems are associated with storm drainage
catch basins. If this Avenue is to be included, the additional blocks outside of the
tax increment district may also be included for transition. He would like to complete
this project in 1989-90. It is his understanding there is enough remaining in tax
increment to have a carry over of funding. Areas outside will be funded by Gas Tax and
Special Street Maintenance.
C. Schindler expressed concern with taking additional monies from Gas Tax to correct
the area outside 2nd Ave. E. and does not want to see money taken from the Meridian
project. C. Gunnerson agreed and stated Meridian Road is top priority. C. Schindler
and C. Gunnerson both agreed the additional blocks shall be secondary to Meridian Road.
DPW Hammer stated the cross -sections of 2nd Ave. E. could be completed. He then stated
explanation for the color coded map presented in regard to reconstruction completion
dates and maintenance/reconstruction required over a three year period.
C. Hopkins questioned if recommendation should be made to Council that 2nd Ave. E.
will be a project this year. C. Gunnerson responded yes providing that only the
area within the tax increment be corrected and will not affect Meridian Road.
C. Gunnerson expressed concern for maintenance not being done on various map locations.
DPW Hammer responded maintenance other than overlays is being performed at this time.
C. Gunnerson questioned if the scheduling is such that 2nd Ave. E., Meridian, and
• maintenance scheduled for this year can all be completed. DPW Hammer responded yes.
DPW Hammer stated there are selected areas in the Northridge subdivision which do not
have curbs and recommends they be ordered. The Council needs to know these priorities
and budget accordingly. At this time curb and sidewalk are being ordered in for
maintenance projects.
C. Hopkins questioned if curbs and sidewalks have been ordered in for the street
reconstruction program. Surveyor Zavodny responded no, not for this year.
Surveyor Zavodny informed the Committee the curbing installed on Meridian Road 12 -
14 years ago is in good enough condition that if they require replacement the City
will be responsible for payment.
C. Hopkins suggested, and the Committee agreed, a motion be made on the Council
floor to order curbs for maintenance purposes.
TWO HOUR PARKING - DAVEY'S USED CARS DPW Hammer stated Larry Davey, who owns the
car lot on W. Montana St., has requested two hour parking adjacent to the lot.
Reportedly, the businesses are using this street for parking all day. Mr. Davey
believes that a two hour parking limit may resolve some of the problem.
C. Hopkins questioned if the entire area should be considered for two hour parking.
C. Schindler stated the meter maid is at her limit at this time and could not
guarantee enforcement. C. Gunnerson stated the two hour parking limit is a deterrent.
• DPW Hammer stated he will inform Mr. Davey his request was discussed in Committee and
the Department and Committee are taking the issue under advisement.

BANNERS, The Public Works Secretary reported the cost breakdown is $391.00 for
installation and removal of banners over Main Street. This cost is based on straight
time for two men as well as contingencies for repair of guy wires and banners. The
cost for contingencies requires recalculation as not all banners require the identical
• amount of adjustment. Guy wire repair cost beyond the $391.00 stated is $178.00 for
each repair.
DPW Hammer explained installation of banners must take place in early morning hours to
avoid traffic on Main Street. Therefore, the personnel performing installation before
working hours, who are also responsible for traffic control in construction, are paid
overtime because they are needed for traffic control in afternoon hours.
C. Schindler suggested the Committee recommend the Council support an ordinance that
states that the banner cost will be the actual cost of installation and removal,
not a fixed fee. C. Gunnerson added this should be in effect September 1, 1989.
The Public Works Secretary stated the cost given is not the actual cost for each banner,
it includes contingencies and the amount will vary with each installation. DPW Hammer
suggested a fixed cost be set and adjustments made when actual cost of each banner is
known.
The Committee agreed the cost should reflect man hours at overtime cost.
DPW Hammer stated the Committee may, if a fee is set, see more requests for the waiver
of fees.
C. Gunnerson stated if the City can support the legality and safety issues then he
has no problem with the elimination of banners. C. Schindler stated technically it
is illegal to cross a state highway. There is a safety problem and it is becoming
• cost prohibitive. He suggested September 1, 1989 be the effective cut off date.
The Public Wroks Secretary advised banner reservations may exist after September 1, 1989.
C. Schindler moved the Committee recommend to Council the elimination of all banners
over Main Street, effective September 1, 1989. C. Gunnerson seconded. With all in
favor, the motion carried.
C. Hopkins stated in the meantime provisions may be made with Parks Director Baker
for installing banners on fences at Lions Park. C. Schindler stated Mayor Kennedy
is looking into reader boards as well. If the 50 organizations who are currently
hanging banners would consider contributing to a fund, a reader board could be
purchased, with the Mayor contacting the organizations.
REMAX - PARKING LOT DPW Hammer informed the Committee of a newspaper article in which
Public Works Director Ken Hammer was pointed out by Mr. Christiansen, the attorney for
Cherot and Hollinger, as ordering the paving of the parking lot. He stated neither
he nor any of the staff members have ever been involved in the Remax parking lot. The
report was also in the Fox Talk.
C. Hopkins questioned involvement relating to a site plan. DPW Hammer responded the
Public Works Department reviewed the site plan, but the Public Works Department reviews
all site plans. As far as material is concerned, LHC placed the material. Street
Supt. Brady obtained two releases from Scott Hollinger and Bob Cherot for dumping fill
even though the City did not place the material.
Street Supt. Brady stated the City provided the dirt but was not told anything •
regarding development. He believed they were eliminating a hazardous area.

DPW Hammer stated the cost to compact the parking lot was to be $16,000, a cost
they were unwilling to pay. Both the engineer as well as the general contractor
told Mr. Cherot the lot would require compaction.
• C. Schindler stated all responsibility should be the contractor's.
C. Hopkins stated the City should become agressive in this matter.
