05-10-89 Public Works Comm MinutesMay 10, 1989 Attendance: PUBLIC WORKS COMMITTEE MINUTES 7:30 A.M. Chairman Hopkins, Vice Chairman Gunnerson, Councilwoman Hafferman. Others Present: Councilman Furlong, Mayor Kennedy, DPW Hammer, Building Official Kerzman, Assistant Police Chief Hossack, Street Supt. Brady, Surveyor Zavodny, 5th Street East property owners Ed Trippet, Pat Sherlock, Ed Arneson, and Bill Goodman. 5TH STREET EAST A visit to the site and discussion took place on 5th St. E. between Main and 1st Ave. E. at 7:30 A.M. then discussion relocated to the conference room at City Hall. C. Hopkins stated two alternate reconstruction designs: 1) City provide property owners with an easement for safety and reconstruct the street to 42' width, or, 2) Property owners give City additional space to provide angle parking. He then requested input from individuals present. Assistant Police Chief Hossack stated he endorses parallel parking from a safety standpoint. If the City is to be fair, angle parking should be allowed. He does not see the street as being busy enough to either create a traffic hazard or for all of the spaces to be filled at one time. C. Gunnerson expressed concern for both the executive office professionals losing private parking and the City giving up any land. He requested to see a design that is to scale. Surveyor Zavodny responded he will measure and write a memo if the drawing presented is to scale, and, if not, one will be drawn. C. Furlong agreed the street design as it exists is a major liability. He also expressed opposition to narrowing any street. • Building Official Kerzman stated safety hazards exist with parallel parking and backing over the sidewalk. Narrowing the street helps the safety problem. Increased parking availability with angle parking may increase hazard with moving traffic. After considerable discussion the property owners agreed it will be more efficient and less costly for the City to narrow the street and provide parallel parking. The property owners agreed to pay for proportionate sidewalk and the City will incur curbing expense. Mr. Goodman stated concern with the timing of reconstruction. If the City Council approves a design he is requesting reconstruction to be completed before Memorial Day. DPW Hammer stated he believes reconstruction could be completed prior to this time. C. Gunnerson stated the Public Works Committee needs to bring a recommendation bef the Council and is willing to take a recommendation back to the Council. C. Hopki stated the recommendation is the option of the City providing a 5' safety easement to give property owners opportunity for parking spaces. C. Hafferman so moved. C. Gunnerson seconded. C. Hopkins stated this will include a change of creating a smaller width sidewalk and providing 42' — 44' of street. With all in favor the motion carried. MAINTENANCE DPW Hammer questioned if the Department requires approval of the City Council before conducting maintenance such as overlaying streets. The consensus of the Committee was that no approval is necessary but a list should be provided to all Councilmembers informing of locations. FIRST FEDERAL/VALLEY BANK PARKING LOT Mayor Kennedy stated this agenda item has been referred to the Community Development Committee to project a long range plan for decorative street lights and funding. IK May 10, 1989 PUBLIC WORKS COMMITTEE MINUTES Page 2 CURB AND SIDEWALK BIDS - GENERAL PUBLIC Surveyor Zavodny requested the Cc authorize the Public Works Department to go out for bids for Sidewalk and Installation, a general contract for City and private property owners use. 40 C. Hafferman so moved. C. Gunnerson seconded. With all in favor the mots The Public Works Department will have to go out for bids as well for the Southwest Kalispell Project. DPW Hammer reauested the Public Works be authorized to eo out for Base, Uncrushed Sub -base 6" & 12", and Hot Mix. The Committee agreed to recommend to Council to authorize the Public Works Department to go out for bids on the above mentioned contracts to include estimation of quantities. CITY AIRPORT DISCUSSION C. Hopkins informed the Committee that Mike Baker has expressed willingness to take over the managment of the City Airport. This will include alternate methods of maintenance and selling portions of land. In addition, the auditors have advised the City to pay off the debt owed for the airport. Street Supt. Brady informed the Committee that Dave Horner of Eagle Aviation is willing to collect tie down fees for the City. Eagle Aviation is giving airplane rides for $5.00 and is requesting if they are able to earn enough revenue would the City seal coat the runway. This should have been done two years ago. The Committee referred discussion of the City Airport to their next meeting of Thursday, May 18, 1989 at 8:00 A.M. MERIDIAN ROAD C. Furlong questioned the progress of Meridian Road. Surveyor Zavodny • responded that a total of five hours has gone into surveying Meridian Road. Other priorities have precluded the Public Works Department from surveying and designing Meridian Road. The daily work. log of the Surveyor's Office is available for review. With the construction season underway, curb and sidewalk is going in adjacent to several businesses. The City Code states all sidewalk and curbing grades will be set by the City. This task along with other priorities has prohibited the Meridian Road project from commencing as anticipated. C. Hopkins stated action on Meridian Road is to approve as a project upon completion of a design scheme and cost which will determine a decision. SOUTHWEST KALISPELL Surveyor Zavodny reported construction began Monday, May 8, 1989. On this day a manhole was set at llth St. W. and 4th Ave. W. Tuesday, May 9, 1989 the sewer line was installed south one block. In addition, while conducting on site inspections he has noticed problems which were not noticed by either the engineer or construction inspector. DPW Hammer reported he has requested the contractor to re-route hauling to not include Meridian Road. The contractor is continuing use of this street. The newly reconstructed portion of Meridian Road will not support this hauling. C. Gunnerson stated load limits should then be set for this road. The Committee agreed DPW Hammer should attempt another request of the contractor before taking further action. Adjourned: 9:45 A.M. ss
